The Lourennais Delegation praises Kazulia and Vanuku for the efforts in the stabilization and the regional development of Jelbania. Unfortunately, we see the Deltarian government do the opposite. What we see today from Deltaria are acts of neo-imperialism over Jelbania that have lasted for decades. In a time where the international community is extremely interventionist, I urge the Deltarian Government to push for real regional development and real local stability. Without doing so, their supposed "stability and contributions to the overall development of Jelbaia" is nonsense and fruitless.

We thank the Keymonite and Lourennais delegates for their comments.

As the Kazulian ambassador, himself, makes it clear in his speech, Vanuku's approach towards Jelbania is one of promoting economic development that will eventually allow that nation to stand on its own two feet, both politically and financially.

For those who are not aware, after being systematically abandoned by the new Augustin Empire - which was an ill-thought out and badly executed plan by the former regime in Zardugal - Jelbania has fallen into wrack and ruin and is on the verge of total collapse, as has been described by the Deltarian representative a few moments ago.

With no central or effective local government, we need a solution that brings stability and reverses the situation as quickly as possible but can stimulate the improvements required for the long-term - otherwise we face a humanitarian crisis of enormous magnitude.

We are currently discussing the best way forward with the tribal chieftains in our former zone of influence (northern Jelbania) as to how this can be executed in an orderly, and most of all, peaceful way. Those talks have naturally extended to include Deltaria, who assert similar influence in the south of Jelbania. I will repeat, all this is to avoid conflict and stimulate stability.

To be blunt we had not brought the matter before World Congress before this point because, up until very recently, the lack of activity in this chamber has been lamentable and we felt it would fall on indifferent ears... but it seems things are changing.

So, we are delighted to see such interest in the matter all of a sudden and, of course, will take any suggestions regarding a meaningful solution onboard.

Pretty words and false promises do not improve the situation in Jelbania, concrete action does. The fact that Kazulia believes their terms work in the effort to stabilize and develop majatra is petty. Deltaria is majatran, and the Deltarian government knows the complex nature of majatran politics and society. As the honorouble representative of Vanuku knows both Vanuku and Deltaria have built a friendly and cooperative relationship with the different warlords in Jelbania. They did not see the occupational zones as opressive or as us colonizing them. They were happy that both Deltaria and Vanuku guided them in the path to a more stable society, we helped them develop their industries, build mines, gave them autonomous rule and brought a sense of security to the country. To be accused of colonizing a nation is an outrage, especially when you ask the tribal lords of their opinions you will discover that none of these accusations are true.

Neither Kazulia, nor Lourenne, nor Keymon know how to solve majatran problems. Only majatrans do. And to create the illusion that Deltaria colonizes its neighbours is outrageous

I'd like to thank the Deltarian delegation for not only proving my point but for showing their true colours. Majatran issues when they are left to bath in the sun as this move from "majatran problems" to world problems, as it is a clear illustration of how other nations have dropped the ball on their obligations. For the Deltarian government to believe that development stops at the re-establishment of industry, it creates the image of nation that is extremely detached from the realities of the Jelbanian people. The illusion of Jelbania's perceived acceptance of its current situation is but a clear example of the attention Deltaria pays to its neighbours and the wider region. Jelbania doesn't need industry, mines or any of the things which Deltaria believes is "progress". What it needs is opportunity, room for development and proper leadership. On the backdrop of Kazulia's success in enhancing these variables in the third world nations, Dovani is rapidly becoming a rising market. The aforementioned "development" of Jelbania as defined by Deltaria, does nothing but enables corruption, the shrinking of the middle cast and instilling a culture of dependency as the nation is on virtual being carried. It perplexes the Kazulian Government when the Deltarian delegation talks about increased autonomy when Jelbania isn't allowed to use training wheels. Mental slavery still exists among the disenfranchised Jelbanian population and it will continue to be perpetuated through the continued carving up of Jelbania. Real progress cannot come unless an active effort is made to mobilise the population towards opportunity, something which Deltaria's "development" hasn't done. From its response alone, Deltaria has both directly and indirectly, proved my point that they are incapable of cooperating and incapable of contributing to regional development whilst setting aside personal gain. If Deltaria doesn't want to see the actual development of Jelbania, it was hoped that it would have at-least supported an effort to develop Majatra. From the statement of the Deltarian official, it is clear that Deltaria has no interest in seeing no one in their region prosper. My point is proven whereby Deltaria will continue to fight down any attempt at development. It shouldn't matter whom the funding or initiative is being peddled by, what should matter is capitalising on an effort to improve one's situation. Mr. Security Council President, the Kingdom of Kazulia will not revisit this issue, it is our hope that the government's of other Majatran nations see the Deltarian Government for who they really are:- weak, unambitious and incapable of mustering the slightest bit of truth and honest to both themselves and everyone else. Kazulia will work with those wanting to improve their situation, as we will leave the door open for Deltaria, hoping that they will realise the value of cooperation and putting others before you.

It has become clear to Deltaria that Kazulia is once again set on pursuing their previous path, the path being that of unlawfull intervention in Majatran Affairs and the continued bullying of other powers in Terra. The Deltarian government will not listen to a nation that has repeatedly intervened in all corners of terra and judges other powers by their own interventions. Deltaria stands with the people of majatra in denouncing this liberal imperialism and will do whatever necessary to limit the influence of destruction that Kazulia plans to bring to Majatra.

It has become obvious that the actions of Badara constitute a grave threat to world peace and to the sovereignty and self-determination of the people of Kafuristan. This goes to show that interventionism under the pretext of universal values is only accepted by the great powers when it is done under liberal universal values. When the aggressor changes its pretext to something that the great powers disagree with, such as in this case religious justification, they are met with immediate condemnation. This must be brought to an end. We must send a clear message to all nations of Terra that interference in a sovereign nation's affairs and the use and threat of force, for whatever reason, is completely unacceptable. We therefore propose that Badara's membership in the World Congress be suspended until they withdraw their ultimatum, and that the international community commit all available resources to the defense of the sovereignty and territorial integrity of the Workers' Republic of Kafuristan, provided the latter grant her consent to World Congress assistance.

This same condemnation must be issued to the other ongoing threat to self-determination, the never-ending Deltarian and Vanukean interference in the internal economic and political affairs of the people of Jelbania. The lack of a functional central government is a direct consequence of the ongoing colonization of that land by the economic and geopolitical interests of external powers. The World Congress must be resolute in demanding the immediate end of foreign interference in Jelbanian affairs until such a time that a functioning sovereign government can freely consent to such foreign influence. Although we recognize that Vanuku has been far more responsible and respectful of Jelbanian interests than Deltaria, until both powers end their interference any engagement with the Jelbanian people is, ultimately, a form of colonialism and against the principles and values of the World Congress.

I can confirm that the Vanukean government has held talks with Deltaria, primarily aimed at avoiding another long and protracted war in Majatra and coming up with a lasting solution to the Jelbanian situation.

One proposal was to establish protectorates in Jelbania through an arrangement of suzerainty giving each protectorate self determination over domestic affairs, while its protector nation oversaw foreign and defence matters. The draft proposal was taken back to our respective countries for further debate. However, as far as Vanuku is concerned the matter is still being debated and no vote will be considered until after our next election.

We, therefore, distance ourselves from the advancement of troops into southern Jelbania and encourage Deltarian President Igor Hošek to consider immediate withdrawal in the wake of international concerns.

In addition, despite having similar assurances from Jelbanian warlords in the north that we would be welcomed and receive free passage through their territory, no Vanukean troops will enter Jelbania at this stage. However, we will continue to invest heavily in these territories and the people living there and, be assured, we will move to protect them should it be required.
