I have added in a phrase to make clear that permanent members are determined at the start of the term. Reading the previous wording it is obvious to me why the confusion arose and I apologise for the poor phrasing.

Baltusia has seen major reforms under NDF and now Baltusia requests Security Council to give each nation permanent membership. For making the process democratic Baltusia the new emerging nation keeps this demand

In regards to Istalia's proposed R95, isnt that already the procedure? Doesn't a majority have to vote on the resolution to be successful?

Not according to the World Congress Information thread, which says: "In order to pass, a resolution must attain more votes in favour than against and have no permanent member vote against it after five days of voting". For full transparency, the current guidelines were written by me when I took over the role of World Congress Coordinator. The previous guidelines read "[at the end of the voting period] the votes will be tallied and the resolution will be either adopted or defeated". Since this doesn't make clear whether or not an actual majority is needed, I just made the decision based what I thought to be the previous practice. If others feel it would be more appropriate then we could have this discussion out-of-character rather than in the Security Council thread.

I'm interested to see if there's going to be any lasting tension in the SC with Permanent v Non-Permanent members after stuff like this:
