After a minor disagreement with some incredibly petty World Congress bureaucrats of very little importance, a small delegation of bar staff from a Kalistani Queer Bar quietly enter the public gallery...

Moved this out of the voting thread to avoid any confusion. Resolution 102 was moved to a vote during the 46th World Congress Session, this means that only members of the Security Council during that term are eligible to vote on it.

The ongoing exchange in the Security Council is a complete farce and totally undermines any player attempt to use the forum as a place for actual discussion of international affairs. My recommendation would be that the three members who have already presented representatives agree to appoint a non-partisan official as the President (I will role-play this character) and then we can move forward from there. If the Istalian players present a representative before tomorrow evening then they would be a good compromise too.

If you'd like a non-partisan figure to appoint then you can use Mr. Samuelu Nanai, a former World Congress bureaucrat from Tropica. I'll leave it to the three of you (and the other two members if they join) to make a decision about that.
