Procedure for the next election. Note that I have allowed a little extra time to account for the holiday period and that the election is going to be held at the end of the day on 30 December (not the 31 December).
The seat is open only to forum-based countries (otherwise known as the "Third World"). The discussions and elections are entirely out-of-character and should be conducted as such. Players who wish for their countries to stand in the elections should indicate in this thread by the end of the 22 December at the very latest. Players taking part in the election (either voting or standing as candidates) must have made at least one substantive post in the month during which the election takes place

If there is more than one country that wishes to stand, controllers should attempt to discuss among themselves who should be elected in out-of-character terms. Discussion of this kind can happen prior to the deadline for nominating yourself. If no conclusion has been reached by the end of the day on 26 December then we will have a vote and it will be one controller, one vote for those eligible.
