Following the conclusion of discussion in the International Committee on Hulstria and Gao-Soto, we believe it is in order to present our findings, conclusions, and suggestions to the Security Council.

The findings of the International Committee on Hulstria and Gao Soto appointed by the General Assembly are as follows:

Hulstria and Gao Soto has slavery and a slave trade in contravention of Resolution 3 of the Security Council calling for banning slavery. Their current law simply allows slavery and the slave trade although we think they can be believed that a court procedure is necessary to impose slavery on a Hulstrian and further that children of Hulstrian slaves are not automatically slaves unless and until they have their own court procedure.

Further we have every reason to believe only Hulstrians are being made slaves. There appear to be no legal restrictions on the rights given by the government of Hulstria and Gao Soto to owners of slaves which would restrict murder, mutilation or sexual exploitation of slaves. We unfortunately were unable to learn much about the actual practices but it does appear the slaves have no rights and abuse is permitted. Presumably sale outside Hulstria and Gao Soto is also permitted.

Certainly other conclusions may be possible. Hulstria and Gao Soto did not permit entry into that nation for purposes of this investigation and did not respond to most of questions posed. It is our opinion these are sufficient to warrant considering recommendations to the Security Council for violation of the World Congress ban on slavery.

The recommendation of the International Committee on Hulstria and Gao Soto appointed by the General Assembly is as follows:

On the basis of these findings, we recommend the General Assembly forward to the Security Council this international agreement currently in the form of a draft so that it may direct Hulstria and Gao Soto to execute it and bring itself out of violation of Resolution 3 of the Security Council banning indulging in slavery and the slave trade. The Security Council would then be in a position to take whatever action it believes necessary should Hulstria and Gao Soto refuse to reform and insist on continuing its reprehensible conduct. http://classic.particracy.net/viewtreat ... atyid=4821

We would note two items not specifically addressed in the findings. The Representative of the Rowiet Union is prepared to explain in detail the ease with which a Hulstrian can become a slave under the current law of Hulstria and Gao Soto.

Second, the one response to our 10 questions to the government of Hulstria and Gao Soto was:

"Taroemon Fukutsuchi, Minister of the Empire of Gao-Soto

Only convicted criminals may become slaves. No one else, not even their children."

Clearly their law by their own admission allows slavery in contravention of Resolution 3 of the Security Council. Their explanation goes to possible mitigation not to the fundamental question of whether they allow slavery.

A repressive justice system is in place at the moment in Gao-Soto that gives police the ability to freely use torture at their own discretion and to arrest citizens for any reason. Appeal is only allowed for select crimes, and juries (filled exclusively with lawyers who know the ins and outs of the biased law) are almost never provided. This is all under fierce rhetoric by the government and it's state media mouthpieces to vilify and undermine the existence of the Hulstrian people in their own homeland. I now quote from an article from the Rising Sun Newpaper, a publication openly in support of the government.

But now the problems [of past joint Kunihito-Hulstrian rule] have been rectified, and the Kunihito race rejoices.



I further quote actual passed and enforced legislation of the Gao-Sotoan government.

Securing the Safety of the Kunihito Race and the State (Passed March 4937, still enforced):
Hulstrian bad. I mean dangerous. I mean risky


In this bill, all public institutions were required to be racially segregated.

Health Protections for Kunihito:
A bill to secure the health of all Kunihito citizens


Notice the absence of any mention of Hulstrians. It is clear that, in the nation, Kunihito is an ethno-specific term that distinguishes said persons from Hulstrians. The government knew full well what it was doing when it chose to act on ethnic lines and to word the law to avoid Hulstrians

The National Organization Act stated that it wished to be the
bill to end all democratic ideals in Hulstria and Gao-Soto


It further effectively eliminated all state use of the Hulstrian language, despite the fact that they compose more of the population.

Yet another enforced bill was named Securing the Integrity of the Kunihito Race

Again, a lack of Hulstrian representation and clear bias.

Do these sound like the musings of a racially impartial state and it's news outlets?

In fact, the greatest confirmer of all is the Gao-Sotoan government itself. A simple look at the policies enforced in the realms of civil liberties and justice are telling enough to any discerning observer that the justice system is incredibly biased and lacking in transparency. Not only are all aforementioned policies, rhetoric, and measures the openly declared policy of the Gao-Sotoan Empire, we ourselves were able to witness some of these laws in action, despite failure on the Gao-Sotoan side to assist with investigation - as they agreed to do when they affirmed the establishment of the Committee on it's current terms of operation and composition through voting for it's chair, effectively acknowledging the Committee itself. It then participated in and bodly lied to the committee on numerous occasions about the extent of slavery, claiming that it was a commercial boon and would segregate Hulstrians and Kunihito (according to them to the disadvantage of none, which we find based on both government policy and rhetoric as well as our sightings in Gao-Soto itself as highly dubious and suspect). In fact, current Gao-Sotoan laws OPENLY allow the slave trade and enslavement. This all contributes to a system that has an unreasonable and disproportionate conviction rate, and there is additionally no reason to believe that the higher conviction rate for Hulstrian people would not carry over into enslaved populations.

We can thus conclude 3 primary points:
1 - Becoming a slave in Gao-Soto has an incredibly high rate of happening
2 - Slavery is used as a form of cheap labor in addition to suppressing those who attempt to stand up to the government - making political prisoners
3 - Slavery disproportionately affects the Hulstrian population more than the Kunihito population

We hope the Security Council acts wisely and righteously to end the institution of Slavery that has been oppressing the Kunihito and in particular Hulstrian peoples for far too long.

We will address the suggestion of the President and its relative merits compared to the recommendation of the committee. However first this is the current law in Hulsria and Gao Soto:

"The legality of slavery.

Slavery and the slave trade is allowed.

Alternatives:
◦Slavery and the slave trade are illegal.
◦The slave trade is illegal, but slavery is legal as a punishment."

It is clear slavery and the slave trade are allowed under current law.

Evidence given by the Deltarian representative additionally shows that the Gao-Sotoan representative effectively lied to the General Assembly and International Committee, repeatedly claiming that slavery was reserved for (easily and disproportionately!) convicted criminals. Clearly, and as our investigation on the ground was able to surmise, this is and was not the case.

These accusations are tough, and evidence is few, and although this is a serious issue, we must not act based on baseless claims.

The evidence provided by representative Jeon In-Seon, although damning, have nothing to do with the discussion of slavery.
The 3 primary points are also just baseless claims without concrete evidence backing it, and because of the Gao-Sowan failure to assist the investigation, we cannot gather it.

As for the evidence provided by representative Ignac Stepanek, We should take into consideration the Gao-Sowan defence for this, which states that it is only reserved for convicted criminals, which could be even considered rehabilitation. This is exactly the reason we must try to keep pushing the investigations to continue, because at this current time, it is only our word against their word. Making hasty decisions is not a good idea, even when the matters discussed are serious.

We have a ton of circumstantial evidence, but not any concrete evidence, which is why I'd propose the following:

The Security Council will give the government of Gao-Soto one chance, and one chance only to let the investigators to continue their investigations on Gao-Sowan soil, If their practices are truly as innocent as they claim, they should not have issues answering the questions regarding the accusations of slavery, or letting investigators inside the country, as they are only tasked to investigate this case. We should also mention to them that action is to be taken if they still forbid the investigations.

We are content with the suggestions of the Chair, so long as the personnel organized originally by the International Committee are not subject to change. We additionally propose that the Gao-Sotoans be given a period of 3 months to formulate an official response. If none is given we propose it be considered a rejection of this very generous final offer.

Moving on, we believe that the question of nuclear stockpiles limits should be discussed.
