Your Excellencies, I thank you for your statements. Yingdala is in agreement with the principle that regional organizations should be consulted. However, this can present unique difficulties when regional organizations are led by the country in which the World Congress seeks to conduct an investigation. Since the Kirlawan situation does not fall into that category, it would be more than reasonable to request the Artanian Union to investigate - but this should be formalized in a resolution to demonstrate this body's commitment to the resolutions it has passed. Otherwise, what is the point of this body if it cannot show its ability to deal with global security?

We are thankful for Lourenne's proposal and note that at this time it remains a proposal and subject to debate. As such, we would like to offer the following adjustments to better align it to the current situation, which we believe should be deescalated until firm evidence is acquired.


RESOLUTION 139 of the WORLD CONGRESS SECURITY COUNCIL
Proposed at the 89th Session of the Security Council

The Security Council,

Recognizing the commitment to the Guiding Principles of the World Congress Security Council (WCSC R. 88) and the Declaration of Natural Human Rights (WCSC R. 100);

Endorsing these resolutions once again due to their benefits to international security and the peoples of Terra;

Requests the Joint Artanian Security Agreement organization to conduct an investigation of the highest standard in line with WCSC R. 73b into allegations of chemical weapons testing and stockpiles in Kirlawa;

Calls for a reduction in Artanian tensions until an investigation is concluded;

Implements sanctions upon and condemnation of the Military State of Kirlawa should it be found in violation of WCSC R. 73b.

Esteemed ambassadors,

We view the Beiteynuese delegation as a roadblock to our progress here and must disregard their rhetoric. Our geopolitical interests should be nowhere near a resolution such as this. We are extremely disappointed at the ignorance and disregard from Beiteynu. We'd like to thank our Yingdalan friends for their comments and useful input.

We must continue with this proposal with haste. We fear the situation continues to deteriorate. now with a Deltarian force headed to the region. We would like to note that we support the Yingdalan resolution; however, the United Kingdom believes that the Security Council should add a clause to establish a humanitarian corridor in Artania, should a conflict begins.

We thank the Lourennaise delegation for the addition of a humanitarian corridor and officially put the resolution to a final review before putting it to a vote.


Recognizing the commitment to the Guiding Principles of the World Congress Security Council (WCSC R. 88) and the Declaration of Natural Human Rights (WCSC R. 100);

Endorsing these resolutions once again due to their benefits to international security and the peoples of Terra;

Requests the Joint Artanian Security Agreement organization to conduct an investigation of the highest standard in line with WCSC R. 73b into allegations of chemical weapons testing and stockpiles in Kirlawa;

Calls for a reduction in Artanian tensions until an investigation is concluded;

Implements sanctions upon and condemnation of the Military State of Kirlawa should it be found in violation of WCSC R. 73b;

Establishes a humanitarian corridor in Artania for the provision of medicines, food, and other supplies minimally necessary for human survival should a conflict breakout on the continent. This corridor will be enforced by Artanian states. Failure to abide will result in condemnation of actions and sanctions.

The current quarantine against the Kirlawan junta will include a humanitarian corridor in mind to be established from the border between Kirlawa and Dorvik, and 200 nautical miles southeast of the said border. As for the rest of R139, we are happy with it.

Your Excellency, could such a corridor also exist through a Kirlawan port? Routing it only through Dorvik and Ikradon would add time - which could lead to multiple deaths for those most in need. I'm sure we all would not want this on our conscience.

We'd like to respectfully remind the Beiteynuese representative that this proposal is not yet in its voting stage. Perhaps if the Beiteynuese representative presented more care towards global interests rather than its own, it would formally learn to properly engage with the highest institution of international law.

We thank the Yingdalan representative and endorse this resolution towards a final vote.
