Following the 94th Security Council elections, the World Congress welcomes members to the 93rd Security Council Session.

The elected members of the Security Council at the commencement of this term are Dundorf, Beiteynu, Yingdala, Lourenne, and TBD. Elected members have eighteen months to present a representative to the Security Council or they will forfeit their position for the duration of the term and the runner-up in their seat will replace them.

Members are encouraged to move quickly to elect an individual as the President of the Security Council, I will chair discussions in the meantime.

A question for George Antoine Aristocrat-Goldbloom, Permanent Representative to the World Congress, Homeland State of Beiteynu, how serious does it appear the reported chaos in Jakania really is, and how does it appear it will actually be contained?

We have three questions. First, and particularly to anyone from Majatra, does it look like Jakania is going to have a civil war?

Second, should a civil war occur in Jakania, can the Office of Administrative Affairs or any other part of the World Congress apparatus organize humanitarian relief?

And third, can the Office of Administrative Affairs or any other part of the World Congress apparatus arrange for diplomacy or mediation to attempt to avoid a tragedy in Jakania?

In response to the honourable representative from Dundorf, Mr. Lourendorf,

On humanitarian relief, yes we can, but such efforts require the leadership of either a Security Council member or a regional leader.

On mediation, it is up to the Secretary-General and this esteemed Security Council. The OAA advises that the WC deflects to regional leadership, first.

I want to thank the Chief Operating Officer and Assistant General-Secretary of the Office of Administrative Affairs, Whale Island, for the information that World Congress humanitarian machinery is in place should the need arise.

Time will tell if it is actually needed.

Looks like we do not have an occupant of Seat E. Wonder if anybody knows and is willing to tell us what is afoot in Rapa Pile. Is it considered none of our business?

Really think we should be readying humanitarian relief operation. Quite realize there are procedural steps that must be followed (lest the universe collapse)but think we should do them and get on with it.

The General Assembly has been actively discussing Rapa Pile and two proposals have emerged which I will discuss including the difficulties of each.

The first is for the World Congress to coordinate the many offers of humanitarian relief for Rapa Pile.

The second is for the World Congress to send a peacekeeping force to Rapa Pile in view of the apparent collapse of authority.

I will present more discussion on these two topics shortly but would certainly invite more information on the condition of Rapa Pile and opinions on what the Security Council should do.
