Representative Georg Lourendorf, Bundesrepublik Dundorf:

The Representative of the Tsardom of Trigunia made the point that the General Assembly can not authorize action by the World Congress; that is the function of the Security Council. Certainly that is the case.

This Motion did not purport to authorize coordinating relief, organizing a peacekeeping force or sending diplomats to mediate. Here instead of asking the Security Council to do something, the Motion asked the nations of Terra to do something.

So Bundesrepublik Dundorf believes the Motion in question was passed as a proper function of the General Assembly. Other Security Council members could have a different view.

Accordingly we will have a period when it is appropriate to file Motions challenging the Motion in question or notice being given by Whale Island for some reason. The time for such Motions has been agreed on.

Similarly, Motions proposing a Resolution on the same subject matter should also be made by a time certain which has also been agreed upon.

With respect to drafting a new Resolution on the question of sanctions against the Vascanian Empire, Bundesrepublik Dundorf is disinclined to do so.

First, the Bundesrepublik Representative on the instructions of his government voted for the Motion of the Commonwealth of Kanjor in the General Assembly and notes that the Bundesrepublik will be acting favourably on the call for the action discussed therein. We would prefer that the call for action by the General Assembly be treated as quite sufficient reason to consider doing something.

Second, the Bundesrepublik is quite frankly hesitant to act for all members of the Security Council in this aspect of a matter which would normally be addressed by five members not one. We felt no such hesitancy in dealing with humanitarian aid.

Whale Island will be issuing a communique, calling nations to heed the WCGA's recently passed motion; but that is the extent we can act upon it. Insofar as this body is concerned, it is absolutely within the right of the representative from Dundorf to pursue and pass a resolution alone.

As previously indicated the Bundesrepublik supported the Motion of the Commonwealth of Kanjor for the General Assembly to call on the nations of Terra to sever relations with and sanction the Vascanian Empire for its violent annexation of Rapa Pile. The General Assembly has passed the measure and the call has gone out. The Bundesrepublik is among those who responded to that call.

Nothing has been done in the Security Council to derail that call upon the nations of Terra which we believe was certainly within the purview of the General Assembly. We do not intend to pursue a separate Security Council Resolution which we believe would be simply duplicative and unnecessary under the circumstances.

We are informed there may be other business coming before us.
