We understand that this has become a notably extended session of the 63rd Security Council but we must address the growing issues with Rildanor and we feel the parties here are relevant and pertinent to the discussion.

We thank the representative from Dorvik for raising the issue in Rildanor. The Beiteynuese Government has received intelligence that the Republican faction in Rildanor might be releasing our people. Regardless, the incident is an unacceptable violation of international laws. While we applaud states like Trigunia for leading the charge on humanitarian aid, I urge the Security Council to consider sanctioning Rildanor. I have been informed by the Prime Minister that Beiteynu will maintain its travel ban and diplomatic and commercial cut-off policy with Rildanor for the foreseeable future, with a strict hostile policy towards any type of government.

We would be supportive of sanctions on Rildanor and while we are supportive of foreign humanitarian aide, we believe this process should be overseen by the World Congress and not individual nations. We would also note that it might be best to have a nation with close cultural and diplomatic ties such as Lourenne to lead the mission. We there propose Security Council Resolution 131.


Resolution 130
The Security Council,

RECOGNIZING the growing crisis in Rildanor and the start of a civil war;

CALLS on the World Congress to deploy a multi-national mission (World Congress Humanitarian Mission in Rildanor; WCHMR) lead by the United Kingdom of Lourenne to

ASSIST the people of Rildanor with humanitarian aid and safe passage to refugee positions while

DEMANDING that an immediate ceasefire be called between the conflicting parties in Rildanor and

PERMITTING the deployment of a multi-national peacekeeping force should the Security Council and WCHMR leader, Lourenne, determine it be necessary for the

PROTECTION of the World Congress mission and the people of Rildanor while

BEGINNING economic and trade sanctions on Rildanor by reducing foreign trade, currency exchanges and freezing notable regime leader assets outside of Rildanor.

We believe Trigunia, which has led humanitarian efforts from the get-go, should co-lead with Lourenne on the WCHMR proposed by the representative of Dorvik.

Insofar as the sanctions are concerned, we feel them to be insufficient. Beiteynu and the Yeudi people were specifically targeted by the Nationalist and Republican factions. We believe that justice needs to be served, and needs to be served swiftly. The Beiteynuese Government needs to be an integral part of its pursuit, otherwise it will set a horrible international precedence that Beiteynu can't ensure the safety of its people. Or any other nation wrongfully persecuted, for that matter.

We certainly believe that Trigunia, as do many other nations, play an important role but Lourenne has the most experience in the Canrillaise nations and we firmly believe they are the most apt to handle this matter. Trigunia can certainly play a leading role in assisting with aid but we rest firmly that Lourenne is the go-to for this mission's leadership.

In addition, we're not sure what the representative proposes. Sanctions are the beginning, this brings the weight of the World Congress and the worlds economies down on Rildanor in an attempt to bring them to the table. We're not going to support a full invasion of Rildanor despite our support for the efforts and strides that Beiteynu has made following the attack on the embassy.

Invasion? Good heavens, no. We simply propose an investigation, which we can be a leading part of. Someone attacked our embassy and someone decided to hold our people. We need to find these people and hold them accountable for their actions. The World Congress should be a platform where nations - which have been attacked and/or their people have been targeted - can directly take part in any investigation and any pursuit of justice.

On WCHMR, we are not against Lourenne taking lead point. We feel it to be pertinent for the world's benefit that we don't undercut nations which have taken initiative prior to any efforts led by the World Congress. In our case, Trigunia has led humanitarian efforts from 2 more nations, has coordinated the logistics to their expense and has actively promoted foreign aid. Trigunia should co-lead equally with Lourenne, having led any and all efforts, thus far.

We're firm in Lourenne being the leader of this mission, if Lourenne wishes to allow Trigunia to have some sort of "leadership" role, that is their decision. We also do not think that this decision should be stalled further, we'll allow Lourenne, who has a naval air base which can act as a base of operations to be utilized; Trigunia does not have this and is making usage of civilian ports to drop aid. We're bringing the resolution to a vote and we hope that Beiteynu will not be a roadblock to the assistance of Canrillaise people in Lourenne.

We'd be supportive of an investigative team, lead by both Dorvik and Beiteynu, to investigate the matter of the attack on the embassy.
