Members of the Security Council, General Secretary,

On this Security Council, we have two different nations representing the Majatran continent- Istalia and Vanuku- yet neither has taken any action to condemn the Fascist government in Beiteynu which is systematically expelling and eradicating its own citizens. Well I cannot neglect this issue any longer, I must speak out. The ruling Conservative Yeudish Party is engaging in behaviour which constitutes ethnic cleansing. The Final Solution Act designates citizens as 'Class B', institutes slave labour and exempts those overseeing these camps from law. This could be genocide. In spite of this, nations like Trigunia and Istalia maintain diplomatic relations with this racialist, authoritarian state!

Crimes against humanity are being committed in this nation and the rest of Terra turns a blind eye. How can this be? Do the people not care for their fellow men? Are they content to accept the suffering and death of others? I do not believe so; it is the government's who refuse to act, not the people. Therefore, I call on the Security Council (especially Vanuku as Beiteynu's closest neigbour) to immediately condemn the actions in the Yeudish Republic and to declare them as crimes against mankind. It is our responsibility to isolate and target nations like Beiteynu, which engage in immoral practices.

We want a peaceful resolution to this conflict, just as we wanted a peaceful resolution in Saridan (and it appears that could be on the way). Nonetheless, we are not content to sit back and let this happen. Kalistan provides the following deadline to the Conservative Yeudish Party: repeal the Final Solution Act by December 4130 or there will be repercussions. In Saridan, military conflict was avoided because diplomatic means were successful. I urge this previous example to be considered.

Just in the same moment you point out the attention of the Security Council on the events in Beiteynu, I was blaming in the General Assembly the Beiteynu delegation, which declared "its condamn against Saridan", just because the hard repression of the minorities in progress in the north majatran natio:

Istalia join Kalistan to condamn the Beiteynu government and the Yeudish Conservative Party for the actions in progress against the minorities.
Slavery, segregation, restriction not only of the foundamental rights but also of the most basic human needs. It's inaceptable and my Government will immediately contact Beiteynu.

I'll sent a diplomatic message to the government of Beiteynu to invite it to put an end to the rekless policies which is enforcing against the minorities community.

I ask to the Beiteynu government to allow a fact-finding and humanitarian aid missions leaded by the Generaly Secreatary to ascertain the condition of the people involved in the "final solution".
Taking my cue from the first proposal of Kalistan to intervene in Saridan, and then enforced by the Vanuku navy, I asked to the Beiteynu's government to permit to civilian vessels to take away these people that the government considers as B class and undesirable.
Not mention of a militarty presence only a civilian units presence.

The worldwide awareness campaign to sesibilize on the Saridan aatrocities have had serious impact on the saridanese economy and I think that also this contribution could have aid to the negotiation: viewtopic.php?f=17&t=4320&start=320#p107400
I hope the government of Beiteynu will be a little more open to the dialogue than the saridaneses.
My government will be continually updating Security Council of the evolution of the situation.


But I would remember your also the currently situation of the Fascist Dictature of Deltaria, another nation where are committed in the slavery.
My Nation opened informally communication way with the Liberal Democratic Party which declared us haw the situation is very serious.
We know that Trigunian Empire are in this moment involve in negotiation to put an end to a conflict with Deltaria and the Liberal Demcoratic Party (a monarchical party which declared to prefer also to stay under a communist state rather under the current fascist dictature) proposed to push the fascist government with trade sanctions and with the pressure of the military force of Trigunia already on place.

the Beiteynu ambassador informed the General Assembly that its government established a Select Committee on Democratic Rights (viewtopic.php?f=15&t=6914&start=40#p107427 and http://classic.particracy.net/viewbill. ... lid=493315) "to examine whether the current laws in regard to the minorities are still needed and necessary or whether ways can be found to minimize disruptions and dismay".

I proposed in the General Assembly to the Beiteynu ambassador to accept the sent of a diplomatic mission formed by international observators leaded by the General Secretary to ascertain the current conditions prevailing in the country and to ensure an analysis and a judgment as democratic as possible by the Committee: viewtopic.php?f=15&t=6914&p=107441#p107441.

The General Secretary could be disponible to organize this mission follow the approval of this resolution if the Beiteynu's Government give its consent?

The World Congress with the consent of the Beiteynu's Government authorizes the General Secretary to organize a fact-finding and international observation mission to:
- ascertain the current conditions prevailing in the country about the beiteynu's program "final solution" and the disposition about the segregation of the minorities in the Country.
- establish an observation mission to ensure an analysis and a judgment as democratic as possible by the Select Committee on Democratic Rights organized by the Beiteynu's Government.
- estimate the need and the possibility to organize an exclusively civilian humanitarian mission led by the Secretary General to provide help, if necessary, to the peoples subjected to the restrictions relating to the "Final Solution Act" adopted in July 4118 by the Knesset (Beiteynu's Parliament): http://classic.particracy.net/viewbill. ... lid=491089

In response to the proposal of the Kalistani ambassador, for the moment, given the disponibility to a dialogue and to cooperate express by Beiteynu, we would wait before to take similar measures, to show our appreciation for the recent decision of their government and our willingness and good faith.

My Government have another concern, a question for the Vanuku delegation: the Government of Vanuku could refer to the Security Council the outcome of the rescue of refugees from Sint Pietereiland agreed with the Saridan government? Could the Vanuku Government refer how many refugees were take away? If there are only citizens declared "heretics" by their own government or also people previously enslaved? And where Vanuku thinks to relocate them?

Let us not be too rash as we were with Saridan and the political crisis that caused. I urge the Istalian ambassador, before taking action within this chamber, to communicate and open a diplomatic channel with Beiteynu. What are their opinions on this proposal? Do they have counter-proposals? I would like to discuss that before we start discussing this. I hope you understand, caution is important now more than ever!

The Kingdom of Vanuku received permission from the Saridani state to land on the island and take in all refugees. We did not ask these refugees for the reason they wanted to flee, any man, woman or child that wished to leave St. Pieter Island had the option to do so. These can be "heretics", runaway slaves or simply people unhappy with the current regime in Saridan. We did not ask them, we believe this is up to the refugees themselves to publicly state or keep as a private matter. In total a little more than 5,000 people were taken, the specific numbers are yet to be counted, and our ships are still going up and down between Vanuku and Saridan, we wish to keep this option open for Saridani refugees for now. As of now they are relocated within Vanuku and put in facilities with warm beds, food and running water. Later they can decide if they wish to stay in Vanuku, where they are welcome, or if they wish to return to Saridan or emigrate to another nation.

I welcome your nation's open and humane approach in taking refugees. While I remain cautious of Vanukean 'power-playing' as it were, I cannot claim to find fault in your actions since then. I would also like to make clear to the Vanukean government- as well as Terra as a whole- that Kalistan will always take anybody who wants to enter. Especially those who are persecuted, needy, or homeless or otherwise disadvantage. We consider ourselves as Terra's refuge.

We already open a diplomatic channel sending a diplomatic message to Beiteynu, we already starts a negotiation with Beiteynu and we already reach some result as you can read here: viewtopic.php?f=15&t=6914&start=40#p107427.

After that, I proposed to the Council this Resolution to give to the Council the opportunity to debate about this matter and we proposed this option in the General Assembly to the Beiteynu delegation: viewtopic.php?f=15&t=6914&start=40#p107441.

Me and my Government have proceded with all the caution possible, now, we have only to wait the response of the Beiteynu's government hoping that the nations that already denunced the behavior of Beiteynu against the minorities will be able to restrain us from reckless actions (and I invite all the delegates to read the last articles of the Kizenian newspaper).

We thank the Secretary General and the Council for the attention and we wait for the decision of this body.
