Following the 4749 Security Council elections, the World Congress welcomes governments, political parties and other organisations to the 43rd General Assembly Session.

I wish to remind all members that the General Assembly concluded the previous session discussing tensions in Vanuku, and the creation of an organisation to combat food insecurity and support the agricultural sector.

Jakania wishes to utilise the feedback of the Valruzian, Tropican and Indralan delegations to further refine the mandate of the new organisation. Like Indrala we believe it's important that national and local customs and traditions are considered when making decisions about agriculture. Jakania has a rich agricultural tradition that has an important role aside from producing food or driving economic growth. For this reason we agree that focusing on productivity may not be the most central goal.

With that said, we propose that the mandate be rephrased, "to improve nutrition, end food insecurity, and ensure sustainable agricultural practices". If there are no further objections to this proposed mandate, then we would ask that a member of the Security Council proposes a draft resolution that reads something like "the Security Council hereby authorises the establishment of an international organisation to improve nutrition, end food insecurity, and ensure sustainable agricultural practices, to be directed by the World Congress". The Jakanian government is keen to see progress made on this.

Dignitaries,

I speak to you today out of grave concern regarding the events unfolding in Bianjie. While details remain unclear, let it be known that the Kingdom of Hanzen condemns in the highest magnitude the use of chemical weapons in what appears to be an ethnic genocide. I am calling on the international community to act decisively to protect human life in South-Central Dovani.

To this end, I've come to request assistance from the World Congress, or independent nations in the global community which view the slaughter in Bianjie as unconscionable. First, we request military materiel and assistance, particularly in the realm of reconnaissance. As a neighbouring nation, we have the geographic ability to send recon planes near and above Bianjie to ascertain the proportion of the crisis at an expeditious and low maintenance cost. We also request assistance with regard to air defence technology considering our proximity to the Khan, who has authorized the use of chemical weapons. While we don't fear an attack, we need to be prepared for all contingencies.

Second, we request humanitarian aid particularly in the realm of refugee resettlement. The Kingdom of Hanzen shall accept any and all refugees who enter its borders from Bianjie by way of Utembo; however, we need additional resources to ensure that the Kingdom is able to provide for these refugees and logistic and material assistance in establishing a sufficient network of refugee camps. Further, should the number of refugees exceed what we have the capacity to provide for, we call on the international community to accept and resettle refugees from Hanzenese refugee camps. While the our refugee numbers remain low at this time, we require assurances that our developing country will not be left to tend to this crisis alone.

We are encouraged by the policy directives of the Yingdalan government which has pledged to shelter refugees from Bianjie. Nonetheless, our two nations cannot work alone. An international community which is engaged, and outraged by such violence, cannot stand by and hope for a resolution to occur by happenstance.

Mr. Secretary-General, Distinguished Delegates, Your Excellencies,

The Valruzian Government is determined and would like to highlight its commitment to preventing any humanitarian crisis, therefore we offer our full support for the Government of Hanzen in any form.

We are ready to send humanitarian aid if necessary along with personnel to help Hanzen in dealing with an increase in refugee influx.

Delegates of this august body,

We of the Government of the Istalian Empire and His Imperial Majesty, will follow the example of the Republic of Valruzia, in giving the necessary assistance for the Kingdom of Hanzen, such as medical assistance from medicine to medical staff and transport to help the refugees get to safety faster, if the Government of the kingdom of Hanzen will accept our assistance, however, we wish to warn this Assembly not to send "military materiel and assistance, particularly in the realm of reconnaissance", at least not through international measures. Single nations if they wish should be able to support also on this field in Hanzen, but any military actions, even just reconnaissance, should be coordinated by the World Congress, this is a refugee situation not a military one. Thank you.

In addition to our own policy recognized by Hanzen, we will offer whatever Hanzen needs to deal with the refugee crisis. Yingdala is uniquely positioned to help given its geography and cultural affinity with Bianjie and Hanzen. And as the Crown Prince of Yingdala is the brother-in-law of the King of Hanzen, Yingdala will do whatever it can to help its brother nation.

Like the countries who have spoken up, the Human Rights Foundation utterly condemns the actions of the government in Bianjie and welcomes an internationally-coordinated humanitarian response. In particular though, we'd like to welcome the message from the Istalian delegation that the immediate response to this violence should not be more violence. A peaceful and dialogue-focused approach must be attempted and any military intervention must be subject to the oversight and scrutiny of the World Congress, only as a matter of complete last resort.

Honoured delegates,

This delegation comes before you on behalf of the temporary leadership of the Republic of New Verham. Before misinformation spreads about the current situation we will make the announcement ourselves: President-for-Life Jonathan Tirrand-Salyzr has been deposed on order of the Chief of Staff of the Armed Forces General Tömörbaatar. His mismanagement, tyranny and megalomania have brought too much chaos and despair to our great Republic. General Tömörbaatar, as head of the Military Committee for Stability and Prosperity, has taken it upon him to assume temporary leadership of New Verham. We assure all that the situation is stable and peaceful. The former President is alive and will stand trial in a court of law after the transitional phase.

Honourable Delegates,

I humbly wish to present my nation to you in this august assembly. On behalf of His Majesty, King Perwira bin Tuhan, I express my nation's desire to join the international community after so many years absent from it and hope that we will be able to contribute to the discussion within this chamber.

Naturally the new King expresses dismay for events happening across the New World Strait in Dovani and condemns in particular the events occurring in Bianjie. His Majesty wishes to convey that despite Noumonde's lack of development, we are willing to support any humanitarian project in any way that we are able. We would invite the World Congress, given our locality to this August body to set up whatever provisions they deem fit, be that refugee camps or otherwise.

However, I wish to bring attention back to the program suggested by the Valruzian delegation regarding the foundation of organisations to combat hunger and poverty in the previous session. With my home in Noumonde being just a short boat ride away from this esteemed building here on Whale Island, I personally can testify to the stark difference that still exists when comparing the realities of life of those who are lucky enough to be born in the West of Terra to those who are born in the supposed Third World. We must make sure the events occuring in Bianjie do not overshadow or prevent the confirmation of this organisation through the passing of a Security Council Resolution. In fact, with the passing of this Resolution, it should be hoped that such crises as we are experiencing in Bianjie currently will become less prevalent as the socioeconomic situations in the East of Terra are improved.

Nations such as my own are in serious need of such help, and the King hopes that this public plea for the World Congress to complete this noble ambition of establishing such a Resolution will quicken the speed in which relief can be administered and this Organisation founded. Noumonde urges all the Security Council nations to pledge to have the resolution passed by the end of this sitting.

Finally, and hopefully on a bit more of a celebratory note, the King would like to invite a delegation from all nations committed to the improvement of the socioeconomic situation in the Third World to his coronation. We cannot promise you the spectacle that the Yingdalans gave upon the crowning of their Emperor just shy of a decade ago, but we hope the occasion will allow all nations to be acquainted with what Noumonde has to offer, and encourage cooperation between our nations.

Once again on behalf of the Government of the Republic of Valruzia, I present our vision and mission of the future Organization, which we believe should be headquartered in Demer Solad in the Federal Republic of Egelion.

We propose a simplified name - Nutrition, Food, and Farming Organization (NFFO) with the official name Nutrition, Food, and Farming Organization of the World Congress.

In addition, we prepared a framework for the future organization, its vision, and its mission which is:

Achieving food security for all should be at the heart of NFFO's efforts – to make sure people have regular access to enough high-quality food to lead active, healthy lives.

NFFO's mandate should be to improve nutrition, increase agricultural productivity, and raise the standard of living in rural populations.

To meet the demands posed by major global trends in agricultural development and challenges faced by member nations, NFFO's should identify key priorities on which it will be best placed to intervene. A comprehensive review of the NFFO comparative advantages should be undertaken which would allow for strategic objectives to be set, representing the main areas of work on which NFFO should concentrate its efforts in striving to achieve its vision and global goals.

Help eliminate hunger, food insecurity and malnutrition

NFFO's challenge: provide the necessary and required assistance to countries struggling to establish and follow a policy that guarantees production and distribution of sufficient quantities of food for their citizens, help to allocate the workforce, and means to produce food so that production capacity is not wasted, establish a fund or funds to help the countries struggling to provide food for its citizen or by countries touched by natural disasters.

Make agriculture more productive and sustainable

Terra's population is growing constantly. Some of Terra's highest rates of population growth are predicted to occur in areas that are highly dependent on the agriculture sector (crops. Livestock, forestry, and fisheries) and have high rates of food insecurity. Growth in the agriculture sector is one of the most effective means of reducing poverty and achieving food security.

Reduce rural poverty

Most of Terra's poor live in rural areas. Hunger and food insecurity above all are expressions of rural poverty. Reducing rural poverty, therefore, is central to NFFO's mission. Many living in rural areas have been lifted out of poverty in recent decades. Rural poverty remains widespread especially in Dovani, Seleya, and Majatra. These regions have also seen the least progress in improving rural livelihoods.

Ensure inclusive and efficient agricultural and food systems

With increasing globalization, agriculture as an independent sector will cease to exist, becoming instead, just one part of an integrated value chain. The value chain exits both upstream and downstream, or from production through to processing and sales, in which the whole is now highly concentrated, integrated, and globalized. This poses a huge challenge for smallholder farmers and agricultural producers in many developing countries where even the most economically valid smallholders can easily be excluded from important parts of the value chain.

Protect livelihoods from disasters

Each year, millions of people who depend on the production, marketing, and consumption of crops, livestock, fish, forests, and other natural resources are confronted by disasters and crises. They can strike suddenly – like an earthquake or a violent coup d’état – or unfold slowly – like drought-flood cycles. They can occur as a single event, one can trigger another, or multiple events can converge and interact simultaneously with cascading and magnified effects. These emergencies threaten the production of, and access to, food at local, national, and, at times, regional and global levels.
