Following the 4764 Security Council elections, the World Congress welcomes governments, political parties and other organisations to the 44th General Assembly Session.

I wish to remind all members that the General Assembly concluded the previous session discussing the international incident between Likatonia and Telamon.

Kleopatra Bīriņa Dolgavian Representative to the World Congress

Dear Members of This Assembly,

I am happy to represent my country yet again in the World Congress however..... We are questioning the recent civil war that is raging across Zardugal. We implore of the Zardugal and Liktonian Governments to update the World Congress on the current conditions of the war and why Liktonian Freedom Fighters have somehow made the trek over to Zardugal to fight in a war they have no reason to be in. We believe the Liktonian Government is funding these fighters and we ask, Why is Likatonia again interfering with other nations affairs yet again after all the past controversy?

We are funding the Freedom Fighters who are native to Zardugal, the Zardugalian government has oppressed their people, and making several statements saying they won't stop until every drop of Likatonian blood is spilled. We are funding these rebels who have had great success in consolidating territory and support in southern Zardugal, and we have taken out four of their insane and abusive ministers.

The Jakanian delegation shares the concerns of our Dolgavan counterparts. Likatonia has repeatedly shown itself a country that has no interest in the principle of state sovereignty, funding the overthrow of foreign governments is not a legitimate tool of international policy.

Likatonia is fighting this war to help deliver the people of Zardugal, because unlike many members of this assembly, we don't put a price on freedom.

Your Excellencies, on behalf of the people of Yingdala, His Majesty has asked me to express a heartfelt congratulations to the newest members of the Security Council, as well as gratitude to the current permanent members and formerly outgoing members of the SC for the time and service. Yingdala is especially thankful that the Security Council passed the most sweeping resolution in recent history, SC Resolution 88: Guiding principles of the World Congress.

The Guiding Principles establish this organization as peace loving and global problem solving body, dedicated to the sovereignty of nations. I am sure you all can read the binding resolution, but perhaps it would be good to directly state them for the record:

RECALLING that the World Congress was established to serve as a body where nations could resolve their disputes peacefully;

KNOWING that the World Congress works best when it addresses global issues likes climate change, terrorism, and international crime, among others;

BELIEVING that every state in Terra is sovereign;

ESTABLISHES the following principles that guide the workings of the World Congress and its member states:

1. All states in Terra are sovereign and their territorial integrity must be maintained.

2. The World Congress shall not intervene in the affairs of other states on matters that do not concern international peace and security.

3. All states in Terra shall maintain a status of non-aggression toward one another and refrain from using the threat or use of force against another state in ways that are inconsistent with the purpose of the World Congress.

4. All states in Terra must refrain from interfering in one another's internal affairs.

5. The World Congress shall not intervene on areas considered to be part of the domestic jurisdiction of other states.

6. All states in Terra are equal and should endeavor to develop mutually beneficial relations with other states and discard the notion of a zero-sum game.

7. All states in Terra, regardless of regime type or government system, must seek to coexist peacefully.

Given the current situation in Terra, there may very well be violations of articles 1, 3, 4, and 7 by members of this body.

Might the Likatonian delegation provide evidence? If the evidence warrants an investigation, the Security Council could investigate. That would be the proper course.

Also from a declaration of war, Zardugal has insane ministers, who constantly call for blood to be spilled, they ramped up spending on their military trashing their economy, they have a insane paranoid dictator, we chose to fund these rebels to save the people of Zardugal from an already bad, and likely worsening government, our 15 noble agents who gave their lives reported to us that while they were in the "service" of the cabinet and the dictator they herd reports about and witnessed the abuse of citizens and leaders of protest, who stood up against the dictator.

Your Excellency, we cannot understand this evidence. It is pure gibberish. How can a nation act when it cannot even understand the situation?
