The Kingdom of Dorvik would likewise oppose the infringement of national sovereignty by such organizations. While we commend the Keymonese delegation for attempting to strengthen the institutions of the World Congress we cannot agree entirely. We would like to point out the formation of the "World Congress Piracy Committee" presents an interesting notion, perhaps, it could be comprised of nations with the aim at combating piracy across the globe and could be managed underneath the World Congress' Peacekeeping and Assistance Office? The Kingdom has long taken a hard stance against piracy, our continued anti-piracy missions in the Sea of Carina alongside our Ostlandic and other Dovani allies cannot be neglected. Piracy harms international trade, it harms global shipping and more importantly the loss of life that often accompanies piracy and pirate attacks.

Seko, as a constitutionally-pacifistic state, opposes the formation of the World Congress Piracy Committee as proposed in the resolution by the Keymonite delegation. The Government of Seko shall not provide any funding for offensive military organizations whatsoever, and we will not adhere to the commitments of the resolution should it be passed in this body.

With regard to the other proposed organizations, we concur with the critiques raised by the Yingdalan delegation.

We would lean to concur with the Representative from Sekowo. We believe that in the spirit of sovereignty, that should these Committees be formed, they be voluntary to join, fund, assist, or support in any way. This, of course, would be decided by the basis of the Committee, as an International Humanitarian Aid Committee would be beneficial to all and should be composed of every nation in the World Congress. As Dr. Takashi points out, in the case of the Piracy Committee, some nations may be pacifistic, leading to them coming to a moral dilemma on whether to support the WC or continue as pacifists. This would be unacceptable and forcing nations to such a group is a blatant violation of national sovereignty.

Again, we emphasize that this should be on a case-by-case basis, depending on the matter of the Committee. But in the case listed by the esteemed Sekowan Representative, it is, as we have stated, unacceptable. Should Telamon be seated on the Security Council next term, we would make sure that these sorts of resolutions would be fair to all and never in blatant violation of national sovereignty. Thank you.

The Sekowan and Yingdalan representatives can grandstand all they want about the philosophical and petty administrative details, but some of our nations are deeply affected by the scourge of piracy that other nations seem devoted to ignore or even to protect. It is our coastal villages that are raided and our soldiers who are butchered by these foul men and it is in our global interest to prevent such acts of depravity and lawlessness. Piracy damages trade, often creates human rights violations due to the levels to which the pirates are willing to sink and in the mind of the citizens I represent often clearly constitutes terrorism. I wonder if is it preventing terrorism, curbing human rights abuses or reducing lawlessness that Seko is most opposed to.

I must ask, how much of the Sekowan economy is made up of black market dealings? Vascania has recently passed a great deal of legislation to crack down on money-laundering and piracy, why have our Dovani neighbours not followed our lead? I wonder if this is the real reason Seko is so opposed to cracking down on piracy and so unwilling to help keep the coastlines of its neighbours safe. Seko would see this organisation remain powerless and useless.

It is time to take action on the most important issues of the day. We support more resources going in to the fight against piracy, and it is clear that Vascania is the right candidate to lead any committee on the matter. We are the largest naval power near the two hottest regions for piracy, the Pilese Islands and the Tropican Channel. With foreign support, Vascania will gladly take the lead on bringing pirates to justice. We also support international sanctions to any regime that actively supports piracy.

Your Excellency, Yingdala is not grandstanding. We, like Vascania, are also an island nation dependent upon shipping for trade. Much of what you have said is certainly correct. However, a bureaucratic body should not be funding the navies of Terra. That is not in the interest of the organization.

We can all agree that piracy is bad. It is a global issue. Discussing piracy and suggesting policies to combat it are perfectly fine, but not funding navies. If Vascania would like assistance, perhaps it could directly request it from other countries or outright state it. I am sure many would be willing to help, including Yingdala.

Perhaps what we should be asking, regarding this proposed organization, is if it is tied to Keymon's seeming claim to the entirety of the Mad Dog Ocean. Could Keymon explain this? Was this proposal an attempt for the World Congress to support Keymonite naval dominance of one of Terra's oceans given that development assistance would be sorely needed after the unfortunate civil war? We are not trying to be accusatory, but one must understand our natural concern with freedom of navigation.

International representative of the United Communes in the General assembly, Erhart Simson

I want to raise awareness that under this bill, the United Communes of Orean and Martin will be officially recognized by the government of Lodamun. The officials from Providence will provide thus the legal means for an official separation and declaration of the Communes. With the civil war ending and with enough votes in the legislature, I expect that this will be the beginning of a new era for the Communes, calling nations of the world to recognize the legitimate nation in the north of Lodamun, which will be recognized even by Lodamun itself.

Vascania does not need the charity of others, but we are more than happy to take a position of leadership on defeating piracy in the region. We should not have to rely on the generosity of others to stamp out the two greatest red-zones for piracy, we should have institutional support in our anti-piracy campaign. Nations that refuse to help us according to their ability are damaging international trade and causing greater suffering, indirectly, by refusing to help eliminate this scourge.

A committee to challenge this scourge is in our collective interests. I am sure there are reasonable grounds for a nation to input fairly little, but this should be a matter of lack of funds not lack of interest. Vascania is happy to publish a plan on how international funding can help us track and defeat the pirate menace, but we require international support to entrap the pirates and ensure they have no safe shores on which to regroup. Their money should be accepted in no nation, their ships should dock in no ports, their needs should be met in no lands.

Rogue states, like Rapa Pile, have given support to the pirate threat. Under a non-compulsory system, they would be allowed to continue in their ways and the pirates of Rapa Pile would continue to raid and destroy. Only through compelling all nations to fight piracy can piracy truly be eliminated. Vascania's navy is a large part of the vaccine to this issue, and we believe all nations should empower a vaccination scheme involving a universal committee on the issue. We must also be given the powers to enforce these laws on states like Rapa Pile that refuse to stand up to lawlessness and thugery. Sanctions and divestment are among our priorities.

Vascania is, as the Defence Minister said, completely horrified by the findings that such weapons were found in Bianjie. We must as an international community take the steps now to begin an international project for mapping all chemical and biological weaponry, and I think if the Security Council wants to make up for its prior mistakes this is something they will act upon. We thank Ostland and the current government of Bianjie for helping to compile this eye-opening report.
