Resorting to personal attacks when the truth has been exposed. This is the standard of Jakania. I am truly upset, but more so disappointed. Majatra needs a new voice in the Security Council, not one who will place itself and its interests over others.

I would now like to bring attention to all members of the Council the ongoing tensions and conflict in Keymon and ask the Keymonite representative to give the chamber an update and open a discussion on possible World Congress action in Keymon.

In regards to the attacks upon the sovereignty of the Kingdom of Keymon by internal forces, the government of Queen Éva is planning a military operation to end this schism. This is not a civil war, this is merely a civil disturbance which will be handled swiftly by her majesty.

However, in the unlikely event that this civil disturbance where to move into a full scale civil war, we would recommend the deployment of World Congress Peacekeepers in areas that would likely see the redeployment of soldiers and civil authorities to other areas of Keymon.

As of now however, we are not requesting World Congress Peacekeepers to intervene at the moment.

Recognising the previous statement to the Security Council from the Keymonite government, which it seems that the Lourennais delegation must have missed, we propose the following draft resolution.

The Security Council,

Recognising the legitimacy of the government of Keymon lead by Queen Éva,

Noting the attempts by forces within the country loyal to Prince Carlu to remove this government from power by use of military methods,

Condemns the actions of the forces loyal to Prince Carlu;

Reaffirms the legitimacy of the government led by Queen Éva;

Calls for an immediate cessation of hostilities between the two sides of the conflict.

"The Kingdom is slightly confused by this stance, the country is in the midst of a civil war and there are concerns that certain elements might not be legitimate and the Security Council is to declare a side in the Keymon Civil War? While we do agree that it appears that Queen Eva does have legitimacy doesn't this directly contract involvement in the internal affairs of a nation that the "Guiding Principals" laid out? A statement of support could spur any number of situations that the Security Council is clearly, at this moment, ineffective to handle."

Honoured representatives,

The Kingdom of Hanzen is deeply concerned by internal hostilities in Keymon. While we affirm the sovereignty of Keymon, we must register our utmost disappointment with both parties who have sought to litigate the transition of power through violence and coercion. We hope that, for a moment, Ambassador Gmehling will put her political conjecture aside to consider the victims of napalm bombing in Keymon.

We must also ask, at this point, whether a nation engaged in civil conflict can continue in their capacity as a member of the Security Council. Recently, we have heard from representatives of both parties in the Keymonite conflict — neither with widespread international recognition. Who then shall we recognize in matters of voting? Simply and directly put, we must decide whether Keymon can complete their mandate amidst this developing situation.

With regard to the terse words exchanged between Lourenne and Jakania, we wish to express our humble desire that Ambassador Laupin shall some day cease performing apologetics for her Kazulian... friends. Surely the Kazulian Ambassador has the mental and physical faculties to defend the actions of their own government. If not, the Security Council has much deeper issues than the constant handwringing over the Guiding Principles.

In response to the concerns of the Dorvish delegation, we would like to make clear that the proposed Resolution does not in any manner contradict the World Congress' Guiding Principles. Quite the opposite is the case, the Resolution is intended to be a reflection of the principles of national sovereignty and international cooperation. No doubt can exist in the mind of the international community about what has happened in Keymon, a legitimate government under Queen Éva has been the subject of a violent attempted military coup.

The role of the World Congress, particularly the Security Council, should be to affirm the sovereign nature of the Queen's government and stand ready to provide support against any attempt to militarily undermine that sovereignty- either external or internal. With this in mind, we utterly condemn threats of military intervention emanating from Lourenne and Endralon. At such a time as the legitimate Keymonite government requests military support from its allies, those countries should provide their assistance. The absolute gall of the Lourennais delegation to pretend that our concerns about their imperialist tendencies were unfounded and then within a matter of months threaten to invade a smaller country is beyond belief.

Once again we see the oft-noted "hands-on-pistols" approach in full effect from the Kazulian puppet regime in Eroncourt. No legitimate attempts at diplomacy, just a knee-jerk reaction to threaten the use of military force. If such an approach continues then we have no doubt that this conflict will only last longer than it needs to. The Jakanian delegation takes no pleasure in noting that the Keymonite representative who acted as such a faithful cheerleader for the erosion of national sovereignty now relies on Hutori's defence of the principle to retain their position.

Chères Représentatives,

Before I begin to speak in terms of the Keymonite conflict, I'd like to point out the constant blabbering and disrespectful conduct of the Jakanian representative. Lourenne is puppet to no one just as Jakania isn't a puppet to anyone else. I do not speak to defend Kazulia because of their actions, but I speak because of the clear intentions of the Jakanian Representative. To undermine members of this council and make it more useless than it already is. Such a shame that a once great voice of diplomacy has gone down the drain only because of their desires to advance their own interests.

Now that I have answered to the disappointment to of the Council, allow me to explain the situation in Keymon. If any country has seen the news, Lourenne deployed a fleet of the Royal Navy to the area to ensure regional trade was kept stable and safe. This was ensured following the deployment of the Endralonese Navy, who is of a neutral nation, who joined our operations to ensure the safety of their trade and of the nations near Keymon.

The Lourennais Royal Ministry of Defense, while this occurred, came in contact with Queen Eva of Keymon, as well as representatives from New Valois, and invited them to Valois to sign an agreement that would see military cooperation and diplomacy between Keymon, New Valois, and the United Kingdom. This agreement of course would cause the war to end quickly and promotes the sovereignty of Keymon.

Our military action, past, present, and future relies on the diplomatic agreement we have all signed. Our military action will be in conjunction with Queen Eva and New Valois. Our decisions were made on our own not Kazulia. We are not there to act as Imperialists, but as protectors of Keymon's legitimate government as well as our trade, our Royal Family, our own Canrillaise people, and our interests.

So please, do not label us as Imperialists or Puppets, as that is part of the problem with this institution. We are using diplomacy and action to solve the issue in Keymon. Something that this council needs. We will not succumb to the lowly attacks by the Jakania and Hanzen Representatives. Nations who should be ashamed that their actions are making this council more and more useless by the day. We will no longer answer to these representatives should their baseless and petty disrespect to nations this chamber continue.

I rise to speak before this August Body to inform them of the following. The Government of Queen Eva, the sole recognized government of the Kingdom of Keymon by the Commonwealth of Hutori has approached our Ambassador to Keymon, His Royal Highness Prince Edward, the Grand Duke of Lagard, about direct military assistance in the Keymon Civil War. This matters was discussed at length within the Hutorian Cabinet and ultimately pushed for a vote in Parliament. I have been told by numerous sources that most of the parties within the Hutorian Parliament will vote in favour of intervening. With that in mind, Hutori, following the passage of the Bill authorizing force, will be deploying significant military assistance, at the direct request of Her Majesty Queen Eva, and the government that represents her. I will still encourage the Security Council to continue to debate our own involvement, and urge us to come to a decision. I'll note that Hutori hopes that diplomacy will prevail and our Foreign Minister, the Honourable Andrew Wells and His Royal Highness Prince Edward, has continued to urge diplomacy between Queen Eva and the regime of Prince Carlu, though from what I've been told they have rebuffed any and all attempts outside of Prince Carlu himself being placed on the throne as King.

I do not wish for hasty action as Security Council Resolutions require time and deep consideration especially for something as serious as a full Security Council intervention in another state's affairs. But I must note, that while we debate, hundreds of people continue to die in this conflict everyday, so there is some urgance. If the Security Council is in agreement that Her Majesty Queen Eva is the sole legitimate Monarch of Keymon, I would ask the Delegates from the other Member Nations of this August Body, what they would propose to be the next potential course, knowing that between two factions of this Civil War at least, there is no chance at diplomacy.

While we recognise the concerns of the Hutorian delegation, it is difficult to agree with the sentiment that "there is no chance at diplomacy" in the Keymonite conflict. In truth we will never know whether diplomacy might have brought an effective resolution of the conflict because before diplomacy could be properly attempted, Lourenne decided to pursue unilateral military intervention.

The truth is that the Lourennais delegation is more outraged by our comments than they are by the death of Keymonite people. Note how they furiously deny the imperialist label, all the while choosing to criticise two specific members of the Security Council: Hanzen and Jakania. What do these two countries have in common? Very little. Both are from the southern hemisphere, though. Neither is a white, Hosian-majority country that supports the international, imperialist military-industrial complex. I suspect these are the factors that mark our countries out. Whenever we dare to question the actions of the Kazulian puppet states, we are met with incandescent admonition.

The Jakanian delegation will continue to work tirelessly to reform and improve this institution in order that it might guarantee an international order based on peace and equality. The cruel irony is that the countries who seek to undermine it the most, those who continue to take unilateral military action whenever they have a new toy boat to play with, are the ones who accuse us of rendering it ill-equipped to deal with the problems of the world.

May I advise that neutral members of this Security Council, specifically Hanzen and Jakania attempt to reach out to the remaining faction within the Civil War. With the signing of the Valois Agreement, New Valois and Queen Eva's forces have ceased combat, but there is still one more element. Although there is no chance for diplomacy between Her Majesty Queen Eva and Prince Carlu, there may yet be a chance for diplomacy between the self declared People's Republic of Keymon and the government in Turtle Bay. Jakania and Hanzen have no direct connection to the ongoing conflict and they may be more likely to hold out for diplomacy then if it were to come from other members.
