Thank you for the question. We believe that the chapeau and earlier sections of the resolution would account for this scenario. Of course, the provision in question could fall under every person’s right to life. Thus, we would be ready to remove the provision in question.

Perhaps more importantly, the Badaran Ambassador raised a good point. Is this document aspirational or will it be enforced? We drafted this document as something to both enforceable and aspirational, as it recognizes that not all nations are the same, especially with regards to development. However, if this is not the desire of the Security Council, then we can consider this to be purely aspirational.

Not wanting to distract from the matter at hand, the Jakanian delegation would like to note Likatonia's comments regarding Keymon's apparent claim on the island of Pirland, a fundamental part of the sovereign territory of Likatonia. In recognition we have drafted a Resolution condemning this action.

The Security Council,

Affirming that all nations are sovereign and that they have the exclusive right to self-governance,

Observing that Keymon has attempted to assert a claim over the island of Pirland, territory controlled by the sovereign nation of Likatonia,

Condemns that actions of the Keymonite government and urges that they immediately renounce this claim;

Urges all countries to utilise their influence with respect to the Keymonite government to encourage the nation to respect Likatonia's national sovereignty.

Ms. General-Secretary, I have to address you, that Keymon after hundreds of defamation words, deleted Endralon and Likatonia from they official school books, and in that school books they stating that Pirland belongs to Keymon. I think this is an act of hostile activity against our countries and act of chauvinistic behavior. After this happenings, we have to ask the Jakanian Representative to fasting the proceedings about its Resolution proposal. Thank you, Ms. General-Secretary.

Ms. General-Secretary, I have to make a proposal for the Security Council, because the worrying events in Kundrati, our western neighbor. The rise of this illegitimate "Integralist Republic of Kundrati" is an impermissible rebellion against the unity of the Kundrati nation. As the Representative of Artania in this August Body, I make the next proposal.

Resolution: Recognition of the Indivisibility of the Kundrati Union

The Security Council of the World Congress recognize the indivisibility of the Kundrati Union.

The Security Council of the World Congress convicting and classifying as terrorists the Separatist Movement called "Integralist Republic of Kundrati" and any other future Separatism in Kundrati.

Due to the recent events in Keymon emphasised in this article, Likatonia would want the council to pass a resolution affairming it is on the side of Likatonia and does not except claims on Pirland. Whatever your opinion on 3M is I am sure most countries around the world respect the right for the people to choose who they want to be ruled by and there is strong support for Pirland to stay a part of Likatonia in my country. Pirlanders see themselves as Likatonians and have done so for as long as I remember so they are not the brothers of the Keymon race. I suggest that the Jakanian Representative puts his resoltion on the issue to vote so it will become SC law.

I would also like to inform the council that the previous Foreign Affairs minister did try to talk to Keymon but Keymon shut down the talks. Also Likatonia is worried about the large ammount of militerisation on the island of Keymon. I am niot against militerisation but as Keymon have previously claimed our land we are scared that they could claim the land agian and will use their military to invade Pirland. If this ever happens could we get SC support to fight them of the island.

We would like to bring our previous proposal, listed below, back to the stage for discussion before we vote. Thank you.

The Security Council,

Recognising that multinational corporations and other for-profit organizations currently may represent themselves within the World Congress, specifically the General Assembly;

Acknowledging that these organizations have historically used their representation to further their profits and own desires;

Affirming that the World Congress and specifically the General Assembly work to represent states and organizations in accordance with the guiding principles, that is in a spirit of mutually beneficial relations;

Rejecting the fact that these multinational corporations and for-profit organizations wish to do good;

Affirming that the World Congress is about the interactions of states and organizations for the growth and benefit of all,

Acknowledging that affording certain countries special privileges undermines this principles;

Also acknowledging that banning these organizations without exception could bring future unintended consequences;

Resolves to ban any and all for-profit organizations, including multinational corporations, from the World Congress, unless called for by the Security Council or another qualified body for purposes of investigation or other business as needed.

Based upon the questions posed, as well as some solutions to other questions, the revised text is below. Welfare and healthcare could be considered to be covered under Article 14. The various issues for Article 10 is resolved with the inclusion of "other minorities". It was proposed in the General Assembly to create an expansive list. However, we feel that this would create a text that is too lengthy to be useful. Furthermore, we are sure that are hundreds of different vulnerable groups across Terra. Listing them all would only affirm that "everyone" means "everyone", but in a way that is not useful. Thus, if there are no further questions or edits, we would like to put this up to a vote.


Security Council Resolution ##: Human Rights Declaration

Recognizing the diversity and richness of cultures and traditions in Terra,

Welcoming the preservation of these diverse cultures and traditions in every Terran nation,

Reaffirming our commitment to the Guiding Principles of the World Congress,

Recalling the Guiding Principles of the World Congress' affirmation of the sovereignty and territorial integrity of nations,

Also Recalling the Guiding Principles of the World Congress' affirmation of non-interference in the internal affairs of states,

Recognizing that human rights should be promoted through cooperation and consensus, and not through confrontation and and the imposition of incompatible values, traditions, and cultures,

Emphasizing the linkage and indivisibility of economic, social, cultural, civil and political rights,

Noting that all nations have the inherent right to development in a way that integrates and balances human rights with their individual circumstances,

Further Emphasizing that work toward the creation of uniform human rights norms must take into account the diversity and richness of cultures and traditions,

Convinced that development can lead to greater enjoyment and protection of human rights, as well as democracy,

Stressing the importance of education and training in human rights with respect to diverse and rich cultures and traditions at the international, national, and regional levels and the need for international cooperation to address these issues,

Mandates the following:

1. The World Congress recommits itself to Security Council Resolution 88: Guiding Principles of the World Congress and previous human rights resolutions;

2. Nations have the sovereign right to develop in any way they choose, which will allow them to enjoy and protect human rights, so long as they do not violate the sovereignty of other nations;

3. All nations must endeavor to respect one another and seek to address one another in a positive and non-confrontational manner;

4. Development assistance vital to the health of the nation that uses human rights as a conditionality should be discouraged;

5. National sovereignty and territorial integrity must be upheld, as well as non-interference in the internal affairs of states, and the non-use of human rights as an instrument of political pressure;

6. All countries have the right to determine their political systems, freely control and use their resources, and freely pursue their cultural, social, and economic development;

7. The World Congress recognizes that human rights cannot be applied in a way that is politicized or contains double-standards, and that no violation is justified for any nation;

8. Human rights must be informed by the various, diverse, and rich historical, cultural, traditional, and religious backgrounds and societies of states, as well as their economic conditions, and identified on the basis of international cooperation which can often be a dynamic and evolving process;

9. Human rights include economic, social, cultural, civil, and political rights with equal emphasis to all categories;

10. It is important for human rights to be guaranteed for vulnerable groups, including but not limited to ethnic, national, racial, religious, linguistic, social, and other minorities; migrant workers, persons with disabilities, indigenous peoples, refugees, persons who are displaced, persons below the poverty line, and women;

11. All peoples have the right to a government that is democratic, humane, and benevolent;

12. All peoples have the right to be treated equally under the law, no matter their station or condition in life;

13. All peoples have the right to freedom of conscience, thought, and religion;

14. All peoples have the right to life and safety;

15. All peoples have the right to property so long as it does not violate a person's right to life and safety;

16. All peoples have the right to freedom of speech and expression;

17. All peoples have the right to choose to do good and live the good life;

18. The elderly have the right to be supported by their children;

19. All peoples have the right to an education;

20. All peoples have the right to be treated with dignity and respect (what one does not want done unto themselves should not do unto others).
