The Jakanian delegation would like to raise the subject of nuclear arms. In our view the proliferation of nuclear weaponry is a total disaster for humanity and has been shown as such. In order to prevent future disaster we would propose a Resolution identifying countries that currently posses nuclear arms, encouraging them to engage in multilateral disarmament and calling on all other countries never to seek nuclear weaponry.

The Dorvish delegation would like to know from what cue-cards are the Jakanian's reading from? Is there perhaps a Vanukean helicopter outside? Perhaps a Vascanian one? Maybe a Malivian one? These proposals from Jakania are quite something I must say. So, the Security Council would DEMAND that countries reveal if they possess nuclear arms or not? What would the Jakanian delegation say if a country refused to comply with such order?

The Security Council would make an educated estimation of countries that possess nuclear weaponry, not an easy task but not a particularly challenging one either. As we all know, nuclear weapon technology is not something easily hidden. I am not clear on exactly what is being asked when the Dorvish delegation talks of countries "refusing to comply" with an order.

The Jakanian understanding of the World Congress is that is is a forum for free sovereign nations to co-operate. Not everything in international affairs has to be about the white countries who have designated themselves as international police forcing the rest of the world into compliance. Either way, below is a draft resolution to which we still need to add the countries that would be designated as "recognised military powers".

The Security Council,

Recognising that the existence of nuclear weapons pose an inherent risk to the future of humanity,

Affirming that it is in the interest of all nations to seek to pursue multilateral nuclear disarmament;

Designates a certain group of nations as ""recognised nuclear powers";

Acknowledges that these powers may possess nuclear weaponry under the certain conditions;

Affirms that among these conditions are the commitment never to launch a nuclear first strike, not to aid other nations in seeking nuclear weapons technology, and to commit in principle to multilateral nuclear disarmament;

Prohibits all other nations from seeking to acquire nuclear weapons technology;

Commits to allowing for changes to the nations designated as "recognised nuclear powers" through passage of a future Resolution.

The Vascanian government supports this proposal wholeheartedly. We would also like to say to the Dorvish delegation: if we wanted to intimidate someone in this chamber we would send more than one helicopter.

Further if I may ask question, based on educated guesses, who does the Jakanian delegation believe are currently nuclear weapons holders?

We will acknowledge that the Commonwealth of Hutori possesses nuclear weapons; we've never made it a secret.

The Telamonic delegation supports this action, and would like to say that however productive this proposal is, how would Jakania plan to enforce this with nations who are either obviously or non-obviously producing nuclear weapons? Perhaps the WC Peacekeeping Office? Because that would certainly be a turnaround after your recent proposal.

The Jakanian delegation has already made clear that we don't believe in "enforcement". The use of this phrase seems always to imply the vague (or not so vague in some cases) threat of military force against smaller nations. As we have already said, it is our understanding that the World Congress represents a forum for free co-operation between all nations, not a world government attempting to impose laws on the rest of the world.

I'd like for the Jakania delegation to answer our question. To repeat it for you: How would you enforce this? Of course as you stated you do not believe in enforcement, so would any nation be able to say "no thank you" and you'd accept that?
