Neema Oyenusi, World Congress Representative of the Socialist State of LioreComrade representatives, the Liori delegation believes it is entirely necessary for this body to wake itself and address the outbreak of war over Rapa Pile. As I have not heard from my Endralonian, Telamonic, Istalian, or Baltusian comrades in a while in either chambers of the World Congress, I'm forced to assume blissful ignorance and will provide an overview of the situation. Delataria has declared war upon Vascania following the planned incorporation of Rapa Pile, a special autonomous region of Vascania, as a full state following a referendum. Vascania refused to allow international observers to monitor this referendum to ensure transparency, causing multiple states to question the integrity of the referendum. Deltaria, which even before the holding of the referendum questioned its legitimacy, denounced the referendum as fraudulent, without backing up their claim, and issued an ultimatum to Vascania which was promptly refused. From their, the situation deteriorated into a war which has already cost the lives of hundreds in naval engagements and bombings, however we believe if not defused it will continue on and shed the blood of thousands more.
It is the opinion of the Liori government that both Vascania and Deltaria are in the wrong in this scenario, Vascania for its refusal to ensure a transparent referendum and for certain provocative and blusterous comments and Deltaria for its thin-skinned response and initiation of the conflict. We must act soon, and as such I will provide a drafted resolution that I will briefly accept feedback on before putting it to a vote.
Security Council Resolution XXX
Noting the deterioration of the situation over Rapa Pile to a state of war between Deltaria and Vascania,
Recognizing that a continuation of war between Deltaria and Vascania will result in the killing of many thousands of combatants and civilians,
Reaffirming the World Congress' opposition to unilateral military interventionism by states,
Reaffirming the World Congress' commitment to national sovereignty and the right of all peoples to determine how they are governed,
The Security Council and international community demands that all hostilities between Deltaria and Vascania be ceased and their military forces be returned to their own territories, and demands that a second referendum on the status of Rapa Pile in the Vascanian Empire be held under the supervision of the Security Council and the international community to ensure that the sovereign will of the Pilese nation is upheld.
The Security Council condemns Deltaria and Vascania and calls upon all member-states of the World Congress to put in place appropriate diplomatic and economic on Deltaria and Vascania until the conflict has been ceased.
