We concur with what's been said by the Endralonian delegation, minus the diatribe on nationalism, and we feel we must clarify that the crisis is not the assumption of power by a nationalist regime but the increasing probability of violence and bloodshed in the region. As for the resolution the Endralonian delegation has provided, we can agree completely with the first article condemning the regime in Hulstria and Gao-Soto for the ethnic violence it is reportedly committing, however the other two we are not entirely confident in. A peacekeeping mission ought to be on the table but as a worst-case alternative to diplomacy. Liore believes that direct foreign intervention into the affairs of a nation must be limited, but the crisis which we face now with genocide being a not-unlikely possibility is one of the few occasions in which such intervention could be justified. If it comes to a peacekeeping mission, it must be restricted to a mission protecting groups at risk of violence and preventing further escalation of violence, and should not be used as a tool solely for regime change and immediate exfiltration, as the goal ought to be to save lives rather than topple governments. On the second proposition, it would be utterly absurd if we were to throw out peaceful negotiations as an option and jump straight to escalation. I don't care if we're "legitimizing" this regime, if we can come to a peaceful conclusion that prevents mass-violence, than that is what we must do.

To reach the consensus, we modified our previous proposal about the situation in Hulstria and Gao-Soto. The principles of us behind the proposal is still the same!

Security Council XXX - The Condemnation of And Intervention in Hulstria and Gao-Soto

1. The World Congress Security Council shall STRONGLY CONDEMN the activity of the current ethno-nationalist military groups in Hulstria and Gao Soto.

2. The World Congress Security Council shall use the World Congress Peacekeeping Office to protect the non-Hulstrian minorities (including the Kunihito people) in Hulstria and Gao-Soto from mob rule and massacre; but it shall NOT engage necessarily in fight with the military forces of the Hulstrian National Liberation Committee.

3. The World Congress Security Council shall STRONGLY RECOMMEND for the armed forces of non-neighboring countries or countries outside the affected region to withdrawn their monitoring military forces and return to their homes (including Dorvik and Deltaria). We have to make clear that only the World Congress and its main authority, the Security Council has the international right to intervene in such conflicts; single nations DO NOT have this right. We will make sure, however, that there will be Deltarian and Dorvish representation in the multinational peacekeeping forces heading to the source of the conflict .

4. The World Congress Security Council shall send multinational observers (including sociologists, economists and political scientists) to Hulstria and Gao-Soto to monitor the situation, and if they're satisfied with the plans and interim governing of the National Liberation Committee, then the World Congress shall allow the Hulstrian illegitimate interim government to make an election, where EVERYBODY can vote properly (including ALL minorities), and they should govern Hulstria and Gao-Soto in the future based on that internationally observed election.

5. The World Congress Security Council shall assure the peoples of Hulstria and Gao-Soto that the military forces of the World Congress Peacekeeping Office and the official World Congress observers will stay until the possibility of genocide and an apartheid state is gone; then the multinational forces and observers shall leave the country of Hulstria and Gao-Soto.

We agree with the resolution proposed by the representative of Endralon. We as the Security Council must condemn these actions by the Hulstrian ethno-nationalists.

We remain unconvinced that now is the time to approve a peacekeeping mission, as the reports out of Hulstria and Gao-Soto remain unconfirmed and no recent reports indicate an escalation. We will maintain our position that the situation must be monitored and that a future peacekeeping operation cannot be ruled out in the case of an escalation. Instead Liore suggests that the World Congress sends neutral observers to more closely monitor the situation with the cooperation of entities within Hultria and Gao-Soto, including its National Liberation Committee.

If the situation does come to require a peacekeeping operation, the Liori delegation will almost certainly provide a heavily amended copy of the one proposed by the Endralonian delegation, as we simply cannot allow such a document full of partisan rhetoric and false and dangerous notions be passed by the Security Council and become precedent. I'm especially confounded and alarmed by the statement that the Security Council will "allow" elections to be held in Hulstria. It's proposals like these that come up in the Security Council that destroy confidence and trust in this body and make nations want to weaken it in order to protect their sovereignty from extremist members of this body.

For now, we know that it is not the time to send a peacekeeping mission to Hulstria and Gao-Soto, we agree to send a neutral mission so that they can monitor the activities of the NLC and other collaborating organizations. Of course, if the situation requires a peacekeeping mission, Telamon will support the resolution proposed by the Security Council.

Starting from this, I wanted to announce here in this Chamber that the Government of the Confederation of Telamon has decided that it will not seek another term in the Security Council and that the current session will be the last of the Delegation of Telamon to the Security Council. The decision was made to give the opportunity to other countries that seek peace to promote it on Terra. I hope that this Chamber remembers Telamon's contributions to peace in Terra and that our successor continues in the search for peaceful and diplomatic solutions for the resolution of conflicts. Thank you very much for giving us the opportunity to participate in this Honorable Chamber.

With the Deltarian and Dorvish withdrawal from intervention against Hulstria and Gao-Soto, Endralon also have to admit unfortunately, that the planned intervention only would make the international situation worse than it is right now. However the fascists in Hulstria and Gao-Soto couldn't get away without a condemnation, I think we all have to agree on it.

As the superpower Deltaria made a military base in Medina, a country near to an other superpower Vascania, the World Congress Security Council shall classify this step as a threat to international peace. We can't let greater powers to provoke each other, we can't let a war or aggression happening. Considering that Deltaria was the one who stepped first, we shall give a condemnation for her.

World Congress Security Council Resolution XXX - The Condemnation of Deltaria

1. The World Congress Security Council shall CONDEMN the Deltarian Federation because it created a military base in Medina, with the goal of provoking one of its main rivals, the Vascanian Empire.

2. The World Congress Security Council shall STRONGLY RECOMMEND the Deltarian Federation to leave the military base in Medina, and do not make further steps provoking the Vascanian Empire.

3. The World Congress Security Council shall STRONGLY RECOMMEND the Vascanian Empire to do not make response, in the seek of international peace.

Another tremendous idea from the Endralonian delegation, and while we're at it why don't we issue condemnations to Endralon and the NACTO member-states for their creation of an organization that could be seen as a provocative to Dorvik, or the states of Davostan and Kundrati for stationing troops in Endralon? Endralon should not throw stones in a glass castle, and likewise it shouldn't attempt to use the Security Council as a tool to condemn its rivals for things they do themselves. The Liori delegation will not seriously entertain this proposal, and if it is brought to a vote I will promise you it will receive a resounding no.

Comrade representatives, the Liori delegation believes it is entirely necessary for this body to wake itself and address the outbreak of war over Rapa Pile. As I have not heard from my Endralonian, Telamonic, Istalian, or Baltusian comrades in a while in either chambers of the World Congress, I'm forced to assume blissful ignorance and will provide an overview of the situation. Delataria has declared war upon Vascania following the planned incorporation of Rapa Pile, a special autonomous region of Vascania, as a full state following a referendum. Vascania refused to allow international observers to monitor this referendum to ensure transparency, causing multiple states to question the integrity of the referendum. Deltaria, which even before the holding of the referendum questioned its legitimacy, denounced the referendum as fraudulent, without backing up their claim, and issued an ultimatum to Vascania which was promptly refused. From their, the situation deteriorated into a war which has already cost the lives of hundreds in naval engagements and bombings, however we believe if not defused it will continue on and shed the blood of thousands more.

It is the opinion of the Liori government that both Vascania and Deltaria are in the wrong in this scenario, Vascania for its refusal to ensure a transparent referendum and for certain provocative and blusterous comments and Deltaria for its thin-skinned response and initiation of the conflict. We must act soon, and as such I will provide a drafted resolution that I will briefly accept feedback on before putting it to a vote.


Security Council Resolution XXX

Noting the deterioration of the situation over Rapa Pile to a state of war between Deltaria and Vascania,

Recognizing that a continuation of war between Deltaria and Vascania will result in the killing of many thousands of combatants and civilians,

Reaffirming the World Congress' opposition to unilateral military interventionism by states,

Reaffirming the World Congress' commitment to national sovereignty and the right of all peoples to determine how they are governed,

The Security Council and international community demands that all hostilities between Deltaria and Vascania be ceased and their military forces be returned to their own territories, and demands that a second referendum on the status of Rapa Pile in the Vascanian Empire be held under the supervision of the Security Council and the international community to ensure that the sovereign will of the Pilese nation is upheld.

The Security Council condemns Deltaria and Vascania and calls upon all member-states of the World Congress to put in place appropriate diplomatic and economic on Deltaria and Vascania until the conflict has been ceased.
