Following the 4869 Security Council elections, the World Congress welcomes members to the 51st Security Council Session.

The elected members of the Security Council at the commencement of this term are Dorvik, Selucia, Aldegar, Dankuk and Liore. Elected members have eighteen months to present a representative to the Security Council or they will forfeit their position for the duration of the term and the runner-up in their seat will replace them.

Members are encouraged to move quickly to elect an individual as the President of the Security Council, I shall chair discussions in the meantime.

Noting the initial agreement reached by the two warring parties, the Aldegarian delegation would like to offer our continued support for the dialogue and resolution process taking place regarding the conflict in Rapa Pile. In particular we praise the role that countries like Liore and Lourenne as well as the institution of the World Congress have played in facilitating this initial agreement.

Nonetheless we recognise that there are still significant challenges regarding a permanent peaceful settlement for Rapa Pile and the essential work of rebuilding the country's infrastructure and society in the wake of a truly destructive conflict. In addition we would like to emphasise that it is important that the people of Rapa Pile be placed at the centre of any agreement reached and that they should be entitled to make a democratic decision about whether they will accept a given settlement before it is brought into effect.

We completely agree with the statement made by Mr. Ong (Aldegar). The Dranian Federation would like to express our support for dialogue and peaceful dispute resolution between all parties to this conflict. Further, we second Mr. Ong in expressing gratitude to Liore and Lourenne for their contributions to this end.

The Aldegarian delegation is quite correct in observing the significant challenges that the people of Rapa Pile face as a result of the conflict which they have been subjected to. Any final agreement must reflect and respect the self-determination of the peoples of Rapa Pile, affirmed through democratic means. The World Congress System must be reformed in an accelerated fashion to ensure that the international community can attend to the development needs of the people of Rapa Pile, in line with the aforementioned principle of self-determination.

Dankuk was elected to Seat D on our platform for peace and progress, which includes a number of such reform proposals that we feel could assist the peoples of Rapa Pile in the redevelopment of their society:

(1) Develop the as-of-yet undeveloped World Congress food and agriculture organization;
(2) Reinvigorate the Terra Health International Authority;
(3) Reform the World Congress Peacekeeping Office by repealing and replacing SC R38;
(4) Initiate a total review of all heretofore enacted Security Council resolutions, and the nature of World Congress partnerships with international NGOs.

We hope that the Security Council members may share consensus on the importance of some or all of these proposals, such that we may move forward collaboratively, in contrast to the overly politicized and hostile negotiations of Security Councils prior.

"The Kingdom would like to point out that Resolution 68 replaced the "World Congress Peacekeeping Office" with the "World Congress Peacekeeping and Assistance Force" which fills a similar roll, but is organized differently."

Following recent developments regarding the situation in Rapa Pile, the Aldegarian delegation believes it would be a positive step for the Security Council to publicly affirm support for the settlement reached and formalise the new structures. Though we share the view that challenges remain ahead for the country and that the previous Security Council totally failed in relation to this conflict, we remain optimistic that the treaty signed between Deltaria and Vascania is a positive step. Below is our proposed resolution on this subject, which we would like to expedite passage of.

The Security Council,

Identifying the importance of peace and stability for the future of Rapa Pile,

Recognising that the international agreement reached between Deltaria and Vascania provides the best way to achieve this,

Affirms full support for the terms of this agreement and its provisions, including those related to the role of the World Congress;

Confirms the necessary support and resources will be provided for the creation of a special commission to monitor the situation in Rapa Pile for the indefinite future;

Commits never to allow the scourge of unjust war to blight the international community again.
