Selucia would endorse the proposed resolution on the Rapa Pile Conflict. We are also eager to support Dankuk in the proposed reforms of the Security Council.

There is one additional reform that we believe would be essential to fully enshrining the principle of national sovereignty in international law. As of this moment there is no explicit prohibition on the use of force in international law. If the other members agree, we would be willing to vote for a resolution that bans the use of armed force in all cases but self-defense and as authorized by the Security Council against threats to international peace. In effect, we hope make wars illegal, with the backing of the Security Council. I hope the other members of this Council would support such a resolution.

The Dranian delegation will support the resolution as proposed by Mr. Ong (Aldegar).

We also wish to express our gratitude to the Selucian envoy for supporting for our reform agenda. The Dranian delegation hopes to work closely with the Selucian envoy, particularly as it comes to the normative development of international law, in approbation of that nation's great history of jurisprudence.

Moreover, we agree with the the Selucian envoy's proposed reform. It is the anarchic bellicosity of international affairs at present which caused our delegation to view reform of the World Congress Peacekeeping Office as an important task for the 51st Session. In our view, the proposed Selucian reform should be integrated into a restatement of mission for the WCPAFOR.

We thank Mr. Clasen (Dorvik) for his point-of-information regarding R68; a miscomprehension of this resolution led us to believe that SC R38 was still in effect. Moreover, generations of administrative mismanagement had, until recently, made historic resolutions difficult to access. We express our utmost respect for the work of the General-Secretary in developing the resolutions directory, though gaps exist due to issues inherited by the General-Secretary's Office; for instance, the resolution referred to by the honourable colleague is not referenced in the directory.

This issue is representative of the need to undertake a review of all heretofore enacted Security Council resolutions to determine which are active and inactive at present. I would propose tasking a member of the council with this role, publishing a report before the end of the session, or undertaking this effort collectively. In this way, future members of the council will not need to contend with the labyrinthian maze of resolutions to determine what constitutes the legal nature of this body.

Msia Ironsi, World Congress Representative of the Socialist State of Liore
Liore applauds the Dranian delegation for their list of productive proposals for the restructuring of the Security Council, and looks forward to engaging on discussion on each of these matters. The question of the role of the Peacekeeping Office especially has been a difficult one to be answered in the previous session of this body, and we hope to give a just role for the Office in global affairs that keeps promotes peace in troubled areas while limits the possibility for the agency's abuse for imperialistic and interventionist aims. We support and applaud also Selucia's proposal to ban the use of unsanctioned military conflict outside of self-defense. We would also propose that with such a resolution the Security Council develops a comprehensive list of atrocities deemed too cruel for conventional warfare so that those guilty of war crimes can be sanctioned and brought to justice by the international community.

Like other members of the Security Council we welcome the Selucian suggestion for a prohibition of war between World Congress members. Aside from sending a clear message to all nations that war is not an acceptable method of conflict resolution, this would provide a diplomatic framework for dealing with armed conflict. Below is an early draft for a resolution covering this subject matter, on which we welcome feedback from other members.

The Security Council,

Recalling that the World Congress was founded in order to bring about a more peaceful world,

Recognising that war and conflict of all kinds bring destruction and devastation whenever they take place,

Reaffirming the guiding principles of the World Congress enshrined in Security Council Resolution 88,

Prohibits all armed conflict between members of the World Congress except in cases of national self-defence or with the explicit approval by the Security Council.

The Dranian delegation appreciates the Liori representative for their collaborative engagement on issues of reform. We agree that the role of the Peacekeeping Office has been difficult to address, particularly in past sessions where the hyper-politicization of this body has stymied efforts to reform the Office in good faith.

We further agree with the Liori delegation that certain atrocities of war should be established, such that their perpetrators can be brought to justice. However, at present, the international community has no formal institution by which an individual, or collectivity of individuals, could be "brought to justice." I am curious to hear if my Liori friend has any thoughts to this end.

Accordingly, we would also encourage members to consider SC R14, which failed to establish an "International Court of Justice," and whether a similar idea would be worth pursuing.

Finally, we will support the resolution drafted by Mr. Ong (Aldegar), based on the suggestion of the Selucian envoy. We do, however, feel that the conditions by which the Security Council may offer "explicit approval" for armed conflict should be specified, at least to some extent. We do not wish to create an ambiguity by which a bloc of nations, controlling a majority of seats in the SC, could potentially initiate armed conflicts against any member nation without legitimate reasons to do so. Granting such sweeping powers to the Security Council could threaten its long-term legitimacy.

The wording of the resolution proposed by the honorable Aldegarian representative is acceptable and we would vote in favor. However, as the honored Dranian representative has pointed out, there is a risk of misuse of the Security Council by an imperialist bloc of nations. To avoid such an outcome, we feel that a simple majority may not be sufficient. Instead, the unanimous decision of the Security Council should be required before it can authorize the use of armed force. We would also suggest extending the ban on the use of armed force to include the threat of force; sometimes all a powerful nation has to do to strong-arm weaker nations is to flex its military muscle. We feel that gunboat diplomacy is as grave a violation of national sovereignty as the open use of force. We also second Ms. Bae's suggestion to include specific situations where the Security Council can authorize the use of force.

We thank our Dranian comrades for hearing our proposal and offer our apology for not elaborating on our "brought to justice" statement. Our view at the time would have been the establishment of a sort of international court for crimes of war and against humanity, but reviewing SC R14 we feel that the establishment of a more encompassing court with jurisdiction of war crimes and crimes against humanity as well as disputes between nations and other international issues would be desirable. As such, Liore would be open to engaging in discussion on and pursuing the establishment of an International Court of Justice.

On the topic of the proposed resolution, Liore would support the resolution as written by the Aldegarian delegation, but concurs with the proposals by the Dranian and Selucian delegations. We also surprisingly find ourselves with the Endralonian delegation in the General Assembly, who we admittedly believe no doubt have an ulterior motive to their sudden rejection of interventionism and imperialism. We would like to hear from our comrades in what scenarios the Security Council should sanction non-defensive military operations, and if there are such scenarios than we would back the Selucian proposal for unanimous support for the sanctioning of those operations. We also support the proposal to include the ban of the threat of force in this resolution. Liore has in the past fallen victim to gunboat diplomacy, and can attest to the threat of such imperialistic displays.

As this body debates the text and scope of the proposed condemnation of the use of armed force between states, there is another matter that Selucia would like to bring to the attention of the Security Council.

As a small island nation, Selucia is heavily dependent on maritime trade, and any interruption of such trade could have deadly consequences for us. Piracy in particular is one of Selucia's oldest and most dreaded threats, so much so that our ancestors fought a decade-long war to eradicate piracy on the Majatran Sea. Piracy is, like many other things, regulated by admiralty law, a part of customary international law, but this law has not yet been codified. The Law of the Sea, the second-oldest continuously active treaty, also regulates central aspects of maritime law, but it has not been ratified by all nations.

So, in the interest of all nations with access to the World Ocean, we propose the following resolution:


The Security Council,

Recognizing the importance of maritime trade for global peace and prosperity,

Affirming the impossibility of any nation to claim the high seas or any part thereof as its national territory,

Condemning the vile practices of piracy and slavery,

Recognizing the existence of admiralty law as a part of customary international law,

Proclaims the Law of the Sea as jus cogens, peremptory norm that is applicable erga omnes, to all states, whether they are party to the treaty or not,

Declares all bodies of water not included in the Territorial waters or Exclusive Economic Zone as the High Seas, and proclaims that all vessels sailing the High Seas are under the jurisdiction and protection of their flag state,

Proclaims the High Seas the common patrimony of all humanity and all nations,

Asserts that pirates and slavers, by engaging in private war against all nations or by trafficking slaves on the High Seas, render themselves hostes humani generis, enemies of the human race, and holds that all nations have the right and the duty to capture, try, and, if their laws permit it, execute any pirate and slaver they come across,

Recognizes the ancient custom of privateering and proclaims it distinct from piracy, recognizing that privateers are at war with only one nation, not all nations.

Aldegar supports the Selucian proposal wholeheartedly and believes that other members will too. For this reason we recommend that the Selucian delegation brings it to a vote as soon as possible. Otherwise we would like to reiterate our previous support for a nuclear weapons monitoring agency, which we believe should be a priority for this Security Council Session.

Regarding our own previous proposal, we have attached an updated draft. At this stage we would like to hear from other delegations about what they feel should constitute a "legitimate cause" for war or any other issues related to this text.

The Security Council,

Recalling that the World Congress was founded in order to bring about a more peaceful world,

Recognising that war and conflict of all kinds bring destruction and devastation whenever they take place,

Reaffirming the Guiding Principles of the World Congress enshrined in Security Council Resolution 88,

Prohibits all armed conflict between members of the World Congress except in cases of national self-defence;

Includes in this provision a prohibition on the threat of armed conflict being used for diplomatic purposes;

Provides for specific exceptions to this resolution with the explicit approval of the Security Council;

Mandates that special restrictions are placed on the Security Council in offering approval for such exceptions;

Decrees that these restrictions include the existence of a legitimate cause for war;

Decrees further that the decision of the Security Council must be unanimous, without a single objection from any member.
