Esteemed Representatives, Delegates, and Ambassadors,

What we have seen in Rapa Pile for the last couple of years is appalling. Once again, our world has been exposed to the cruel and deadly effects of conflict and war. We have witnessed death, fire, and hate. And all for what? We applaud the Security Council for Resolution 107, which calls for peace between the warring nations. However, we believe that more must be done to ensure peace in the east.

To further establish the fundamentals of peace and diplomacy, we invite representatives from Deltaria, Vascania, Rapa Pile, and oversight from the World Congress to the United Kingdom to finalize this war and ensure that similar conflicts are avoided in the future. We believe that this is an important step towards a new world of that focuses on the importance of sovereignty, diplomacy, and peace.

We hope that The United Kingdom and Canrille can lead a path towards diplomacy and everlasting peace.

Vascania is glad to announce that the Imperial and Deltarian government have come to the arrangement of a ceasefire. This is a momentous day for the cause of peace and we are eager to begin a peace conference between the different sides involved in this conflict.

We appreciate the Representative of the Empire of Canrille and United Kingdom of Lourenne keeping us informed on plans for a peace conference concerning the war in Rapa Pile. In addition to representation of Rapa Pile and the belligerents, can it be confirmed that the World Congress will indeed have oversight. If so, we would suggest that representatives of Liore are best equipped to handle this assignment.

We also welcome the news from the Representative of the Vascanian Empire that a cease fire is in place.

Given the suggestion that there will be a peace conference in relation to the Rapa Pile conflict, the World Congress is ready to send a delegation to aid in the process of reaching a permanent and mutually agreeable settlement through dialogue and mediation. In addition we recommend that countries that have relations with both Deltaria and Vascania (such as Liore) be willing to offer to send delegations for this purpose too.

It is a great relief to hear that the bloodshed has come to an end, and I thank Vascania and Deltaria for their multilateral ceasefire and agreement to negotiate a peace, and I applaud the Empire of Canrille for their dedication to peace and diplomacy in deciding to hold a peace conference. We look forward to the results.

Liore thanks the Badaran Foreign Minister and General Secretary O'Horan for recommending that we attend the Canrillaise conference, and we concur that the World Congress ought to send a delegation to Lourenne to serve as a neutral mediator. Liore is also more than willing to send its own delegation to observe and mediate the talks along with the WC and Canrillaise if we are welcomed by the hosts.

Following on from Aldegar's comments in the previous World Congress session, I am pleased to note that a number of countries have ratified the International Agreement on Nuclear Non-Proliferation (IANN), which affirms the conditions mandated in Security Council Resolution 97. In spite of the success there are a number of countries (including two current members of the Security Council) who have not implemented the provisions of the Resolution.

For this reason we urge all countries to consider why they have not agreed to the provisions mandated by Resolution 97. Passed with significant support by the Security Council at the time and supported by a diverse range of countries, it represents a rare achievement in the sphere of international cooperation. In addition the specific provisions that it requires are not prohibitive by any means. If you believe that the purpose of this institution is to create a safer and more just international order then it seems clear that affirming the provisions of Resolution 97 through the IANN is an obvious way to show this.

As a party to the International Agreement on Nuclear Non-Proliferation (IANN), the Dranian Federation strongly encourages our partners in the international community to ratify this treaty, which as Mr. Ong of Aldegar observes, reflects the conditions outlined in SC R97. We encourage our partners in the Security Council which have not ratified this agreement to do so expeditiously.

With the main point of concentration of the previous session almost concluded, I believe it is finally time for the World Congress to address pressing matters. Although it was discussed in the previous session, there was little effort to bring any resolution or conclusive agreement into fruition. I am speaking squarely on the question of a World Congress recognised entity whose purpose is to ensure global monetary stability and promote sustainable global economic growth whilst also addressing the issues which plague terra's most vulnerable economies. We [Keymon] truly believe that an institution of this nature could be a true demonstration of the commitment of the world's leading economies to shift the balance in favour of global monetary/fiscal stability. One cannot stress enough how connected many of our economies are to each other and thus it is even more important that we achieve a sense of global consensus on this issue and make solid attempts to create an institution/mechanism to achieve that. As many of our economies risk significant contractions due to the Rapa Pile War, We [Keymon] call on the world's leading economies and the members of the security council to convene a meeting to discuss the aforementioned matter.
