The UCCR proposes that work first be centered in the heavily populated cities of Kien, Labsburg, and Miyako , before moving on to rural and minor areas.

I would like to get boots on the ground in order to truly see what is happening. Only then would the extent of the apartheid system be seen. We could focus on the cities as that is likely where the system is most heavily implemented.

Certainly recognize getting the slavery investigation underway is our primary concern, but I would like to raise another matter. The Security Council votes are cast. We could count them although it would be tedious. Should we do it? If we did we could request that Seat E prospects identify themselves.

If the General Secretary announced the results prior to our completing the task, doubt if any harm would be done.

The counting of the votes for the SC could be done, however as the SC is unlikely to operate again, I believe should use this time to experiment with the notion of the GA taking initiatives on it's own and playing a bigger role.

In addition to continuing the work currently done of the International Committee on Hulstria and Gao-Soto, the UCCR would like to suggest a cap on the number of total nuclear warheads possessed by each nation. In addition to our own nation, Dankuk, it is known that Vanuku, Trigunia, Yingdala, and Hutori openly possess nuclear weapons. We would very much be in favor of a World Congress limit in order to ensure mutual accountability and a prevention of total proliferation. While we feel that such weaponry is immensely helpful in securing a nation's sovereignty and independence, and that there should not be a total World Congress ban on all such arms, they should not be accumulated to an excessive and dangerous point. A desired cap would be 50 total warheads to each nation, but we are willing to go with a cap as great as 250.

Well, it seems that the will and intent of the World Congress has been made apparent. Its members appear committed to wiping out sense and good governance in our Empire. We have thus taken an extraordinary step, that, however drastic, a certain group of individuals and nations here - particularly the members of the Security Council - must bear in mind that they caused.
Effective March 4951, in accordance with the Act of Withdrawal from the World Congress, the Empire of Gao-Soto will, surprisingly enough, withdraw from the World Congress. It will not participate as a member, and should not be considered as such. While nationals of the Empire, including representatives of the government, will continue to reserve the right to speak here in the General Assembly, we will at that time be unbound by whatever foolish and naïve punishments you have planned for the government. We will maintain the Interracial Safety System without interference. We will continue to trade in the convicted without interference. And it is His Majesty's eminent and wise intent to ensure that that happens.
