A repressive justice system is in place at the moment in Gao-Soto that gives police the ability to freely use torture at their own discretion and to arrest citizens for any reason. Appeal is only allowed for select crimes, and juries (filled exclusively with lawyers who know the ins and outs of the biased law) are almost never provided. This is all under fierce rhetoric by the government and it's state media mouthpieces to vilify and undermine the existence of the Hulstrian people in their own homeland. I now quote from an article from the Rising Sun Newpaper, a publication openly in support of the government.
But now the problems [of past joint Kunihito-Hulstrian rule] have been rectified, and the Kunihito race rejoices.
I further quote actual passed and enforced legislation of the Gao-Sotoan government.
Securing the Safety of the Kunihito Race and the State (Passed March 4937, still enforced):
Hulstrian bad. I mean dangerous. I mean risky
In this bill, all public institutions were
required to be racially segregated.Health Protections for Kunihito:
A bill to secure the health of all Kunihito citizens
Notice the absence of any mention of Hulstrians. It is clear that, in the nation, Kunihito is an ethno-specific term that distinguishes said persons from Hulstrians. The government knew full well what it was doing when it chose to act on ethnic lines and to word the law to avoid Hulstrians
The National Organization Act stated that it wished to be the
bill to end all democratic ideals in Hulstria and Gao-Soto
It further effectively eliminated all state use of the Hulstrian language, despite the fact that they compose more of the population.
Yet another enforced bill was named
Securing the Integrity of the Kunihito RaceAgain, a lack of Hulstrian representation and clear bias.
Do these sound like the musings of a racially impartial state and it's news outlets?
In fact, the greatest confirmer of all is the Gao-Sotoan government itself. A simple look at the policies enforced in the realms of civil liberties and justice are telling enough to any discerning observer that the justice system is incredibly biased and lacking in transparency. Not only are all aforementioned policies, rhetoric, and measures the openly declared policy of the Gao-Sotoan Empire, we ourselves were able to witness some of these laws in action, despite failure on the Gao-Sotoan side to assist with investigation - as they agreed to do when they affirmed the establishment of the Committee on it's current terms of operation and composition through voting for it's chair, effectively acknowledging the Committee itself. It then participated in and bodly lied to the committee on numerous occasions about the extent of slavery, claiming that it was a commercial boon and would segregate Hulstrians and Kunihito (according to them to the disadvantage of none, which we find based on both government policy and rhetoric as well as our sightings in Gao-Soto itself as highly dubious and suspect). In fact, current Gao-Sotoan laws
OPENLY allow the slave trade and enslavement. This all contributes to a system that has an unreasonable and disproportionate conviction rate, and there is additionally no reason to believe that the higher conviction rate for Hulstrian people would not carry over into enslaved populations.
We can thus conclude 3 primary points:
1 - Becoming a slave in Gao-Soto has an incredibly high rate of happening
2 - Slavery is used as a form of cheap labor in addition to suppressing those who attempt to stand up to the government - making political prisoners
3 - Slavery disproportionately affects the Hulstrian population more than the Kunihito population
We hope the Security Council acts wisely and righteously to end the institution of Slavery that has been oppressing the Kunihito and in particular Hulstrian peoples for far too long.
