His Excellency CAO Qigang, Minister of Rites and Education of the Grand Union of Yingdala and Permanent Representative to the World Congress
His Majesty the Son of Heaven has appointed me as the Grand Union of Yingdala's Minister of Rites and Education. His Majesty also desires to show his respect for the World Congress by also appointing me as Yingdala's Permanent Representative. His Majesty sends his greetings and blessings. He is most happy to see that this body respects and upholds the Guiding Principles and Natural Human Rights. The Grand Union looks forward to working with the international community to promote peace, diplomacy, and solutions to global issues.

Blessings and greetings from His Majesty the Son of Heaven and the Grand Union of Yingdala. We welcome this session and pray for it to be a success. Yingdala is looking forward to working with its fellow members on global issues in a frank and constructive manner.

The Grand Union would like to hear more about the Deltarian proposal and respectfully request the Deltarian representative to speak to it in this body. We believe that all might be able to better understand and appreciate the proposal through a verbal explanation. It would also give us all the opportunity to voice what is on our minds, ask questions, and debate in a respectful and diplomatic manner. Thank you.

On behalf of the Son of Heaven, I would like to thank the representatives of Deltaria and Dorvik for their debate in the Security Council. We note that it is frank, diplomatic, and amicable.

I would have, however, appreciated the Deltarian representative to explain and discuss the its position here as well. The explanation given was only a little more than their memo. Seeing as the Grand Union is one of two recognized nuclear powers with nuclear weapons, Yingdala feels it appropriate to be directly engaged - especially before proposing a resolution without debate in both chambers. We would welcome such engagement with open arms from our Deltarian friends.

We do, indeed, agree that nuclear weapons proliferation and usage can be a grave threat. But we must also remind all that Yingdala has been a responsible nuclear power. We have never used them and have seen them only as a means to defend ourselves. Unlike some nations, Yingdala has been invaded and occupied. Even when that has happened, we never used nuclear weapons. While some may have thought we should’ve led the world to armageddon, we did not. That would be irresponsible.

But we do still see nuclear weapons as a means of defense. They are a trump card that cannot be used lightly - but a defensive weapon granted by Heaven Himself. That said, the resolution proposed by Dorvik is acceptable and we look forward to future talks.

Royaume-Uni de Kanjor is gratified that the Security Council and World Congress have returned to the issues around nuclear weapons. One is who still has them. While it is likely that the two nations currently acknowledging ownership are the only ones, we do think we must look at the actual possibilities. We appreciate the Kingdom of Dorvik sharing its information that the warheads of Hutori have degraded. And we are aware that left to themselves, nuclear warheads can not but degrade after 100 years.

Another question and the one about which we are most interested, is what measures are being taken to insure we do not experience an environmental and safety hazards as the existing arsenal degrades.

Third, of course we are all concerned that some buffoon will discover he or she is in possession of nuclear weapons, set the spark off, and blow us all away. Certainly in recent times, those who have been in possession of nuclear weapons have behaved statistically much more responsibly than say, those discovering they are in possession of aircraft carriers.

I will ask His Excellency CAO Qigang, Minister of Rites and Education of the Grand Union of Yingdala and Permanent Representative to the World Congress, however, if we can seriously determine that only Yingdala and Dorvik possess nuclear weapons, would Yingdala be willing to join Dorvik in removing the nuclear warheads from its missiles and storing them til they begin to degrade and then take the tedious steps necessary to prevent the degrading warheads from becoming the environmental and safety hazard they will be, all under the watchful eyes of international inspectors.

Her Excellency Madame Rochambeau raises an excellent point and I thank her for her astuteness. To get a full picture, the World Congress needs to determine who has or may have nuclear weaponry. It may also be prudent to include those who have or may be in possession of fissile material that could be transformed into nuclear weapons.

In answer to Her Excellency the Kanjoran Representatives question, Yingdala would be happy to work with Dorvik on arms reductions, limitations, and eliminations in an environmentally sustainable way that preserves the safety and security of all. The Son of Heaven cares for the welfare of the people. His Majesty would not have nuclear disarmament done any other way.

In fact, given previous Security Council resolutions, I would propose that immediately after disarmament, we all engage in discussions about how to reduce, limit, and eliminate power projection through hard or military power. After all, Dorvik and Yingdala would be giving up the best means to defend themselves. It would be quite reasonable to then explore other means to ensure global peace.

World Congress Representative Marguerite Rochambeau, Royaume-Uni de Kanjor

In further response to His Excellency CAO Qigang, Minister of Rites and Education of the Grand Union of Yingdala and Permanent Representative to the World Congress, we would point out there are currently four resolutions before the security Council dealing with nuclear weapons. One removes Hutori from the Resolution 97 authorization, one establishes a nuclear regulatory authority, one deals with identifying and containing decaying nuclear warheads on missiles and one deals with not making more nuclear weapons which we discussed earlier. This last we drafted and it reads as follows:

Security Council Resolution on Production of New Nuclear Weaponry

The World Congress terminates authority in any nation to produce additional nuclear weaponry.

This resolution does not apply to production of energy by nuclear power or production of nuclear powered vehicles including military vehicles and vessels. It does specifically apply to nuclear warheads of missiles.

The World Congress would further urge the remaining nations with functional nuclear warheads ( Yingdala and Dorvik) to agree on a schedule for mutually removing their existing nuclear warheads from their delivery platforms and storing them safely and then properly containing those warheads in a safe and environmentally sound manner as they degrade over time.

we would certainly appreciate your comments and those of other delegates on this proposed resolution before it comes up for a vote.
