We were considering offering an amendment to the resolution on the floor but think since we probably can not support it we will offer a resolution shortly addressing our priorities - not producing new nuclear weapons, responsibly handling degrading nuclear weapons and appropriate internationall inspections.

On the subject matter in the existing resolution, we would support a very narrow proposition removing Hutori from those allowed nuclear weapons by Resolution 97 as amended.

We would note our inquiries have led us to conclude Dorvik and Yingdala are the only nations currently possessing functional nuclear weapons. We would be happy to share our reasoning and intelligence concerning any particular nation with any Security Council member.

On inspections, we believe the World Congress should have inspections about existence of nuclear warheads on missiles, existence and non degradation status of stored warheads and status of degrading warheads. The disarming of a missile is very dangerous and, since it generally must reverse the order of assembly, is likely to be properly highly classified in the interest of national security and non proliferation. Accordingly, we would not favor the inspection process to iclude observation of nuclear warhead removal.

Royaume-Uni de Kanjor introduces the following resolution concerning dealing with degradation of nuclear weapons:

Security Council Resolution: World Congress Oversight of Degraded Nuclear Weaponry

The World Congress will take steps which may include temporary or permanent staffing to identify the nations that have never had any nuclear energy or nuclear weapons program, the nations that are using nuclear power to produce nuclear energy but are not developing nuclear weapons, the nations if any trying to produce nuclear weapons, the nations that had a nuclear weapons program but do not currently have functioning nuclear weapons, and the nations that have functional nuclear weapons. The last category is believed to only include Yingdala and Dorvik.

Further, the World Congress will take steps which may include temporary or permanent staffing to determine where nuclear weapons still exist, where nuclear weapons are degrading, and whether degrading nuclear weapons are being disarmed and contained so that the environmental and safety hazards are minimized.

Also, the World Congress will coordinate the use of expertise whether private, public or governmental to make available resources and personnel to properly contain nuclear weapons that are degrading with no effort to prevent environmental and safety consequences occurring.

In regards to the proposal that the Kingdom destroy its nuclear weapons, we will respectfully disagree. Dorvik has made all assurances that we will not support the development of new nuclear weapons, we will not support other states in obtaining them nor will we permit other states to have them. We agree to the International Agreement on Nuclear Non-Proliferation and we abide by Resolution 97, and the soon to be amended Resolution 97 which will be Resolution 122. Aside from that we will make no promises or designs to rid our nation of its already small nuclear arsenal in the wake of an ever dynamic, shifting international order that has seen radical changes over the past several decades. We can appreciate the efforts of Kanjor and Deltaria, but we will continue to maintain open communications with Yingdala and we will decide the fate of our arsenals as we see fit.

In regards to Resolution 124 we have brought it to the floor for a vote.

In regards to the proposed Resolution (OOC: which would be Resolution 125) we would recommend the following changes and amendments:

Resolution 125
The Security Council,

RECOGNIZING nuclear technology has both a peaceful and destructive power and;

CALLS on the creation and development of a new organ of the World Congress, the Terran Atomic Energy Organization (TAEO) led by a Director of the Terran Atomic Energy Organization which will be;

RESPONSIBLE for the promotion of nuclear technology for the purposes of peace and clean energy and the prohibition of nuclear technology for destructive purposes while,

INVESTIGATING reports of the development of nuclear weapons and misuse of nuclear technologies for the purposes of harming others and reporting back to the Security Council with their findings.

Royaume-Uni de Kanjor is in favor of the resolution introduced by the Kingdom of Dorviki as Resolution 125 and introduces the following resolution concerning production of additional nuclear weapons.

We believe there are now four resolutions on the floor including Resolution 124 which up for a vote.

Security Council Resolution on Production of New Nuclear Weaponry

The World Congress terminates authority in any nation to produce additional nuclear weaponry.

This resolution does not apply to production of energy by nuclear power or production of nuclear powered vehicles including military vehicles and vessels. It does specifically apply to nuclear warheads of missiles.

The World Congress would further urge the remaining nations with functional nuclear warheads ( Yingdala and Dorvik) to agree on a schedule for mutually removing their existing nuclear warheads from their delivery platforms and storing them safely and then properly containing those warheads in a safe and environmentally sound manner as they degrade over time.

Since there are four resolutions on the floor, at some point would it be in order to declare the vote on Resolution 124 successful so we can begin debating or voting on the others?

In view of the passage of SC Resolutions 124 and 125, Royaume-Uni de Kanjor would ask the chair to open debate on the following resolution concerning dealing with degradation of nuclear weapons as SC Resolution 126 and that if there are no questions or comments forthcoming we move to a vote thereon:

The subject matter of the resolution concerning nuclear weapon degradation could certainly be properly assigned to the Terran Atomic Energy Organization. We would be glad to make this explicit in the resolution.
