Following the 59th Security Council elections, the World Congress welcomes members to the 59th Security Council Session.

The elected members of the Security Council at the commencement of this term are Dorvik (A), Deltaria (B), Kanjor (C), and Lourenne (D). Elected members have eighteen months to present a representative to the Security Council or they will forfeit their position for the duration of the term and the runner-up in their seat will replace them.

Members are encouraged to move quickly to elect an individual as the President of the Security Council, I shall chair discussions in the meantime.

Valamer Ardaric, Permanent representative of the Deltarian Federation to the Security Council

Goodday by honourable colleagues. I am here to represent the Deltarian Federation in this council. Our federation and all its people's hopes to create a environment where global problems can be solved by concensus and diplomacy in this chamber and the general assembly. We look forward to a fruitfull relationship with our fellow members and start off by adressing a issue already. As noted in the memorandum from our president, Deltaria is calling for all nuclear powers still present on terra to start the process of dissarmament. Deltaria is ofcourse willing to allow inspectors to come to our country and do a independent review of our own nuclear activities, due to the actions of our previous governments which have caused some speculation we would have weapons ourselves. We would call on our partners, namely Dorvik, to also allow these inspectors in and start to dismantle their nuclear arsenal. For Deltaria, our foremost goal this term is to create a nuclear free terra. Thankyou General-Secretary.

We recognize the efforts of the Deltarian Federation and welcome the memo that the Deltarians have offered, the Kingdom will not surrender its nuclear weapons. Dorvik, among Hutori and Yingdala are considered to be one of the worlds three recognized nuclear powers, this is according to Security Council Resolution 97. While we admit that Hutori has disbanded its nuclear arsenal in the wake of economic downturn and military decline, it should be noted that Yingdala still possesses them. Dorvik has always noted the small stockpile of nuclear weapons we possess and while our stock is advanced and modernized, we have not produced new nuclear weapons in several decades. That is a fact that the government in Haldor has confirmed.

If the Deltarian government is so keen on supporting nuclear non-proliferation, we would recommend that they and others, ourselves included, pass a new resolution to replace Resolution 97, recognize now that there are 2 nuclear powers and continue to work on non-proliferation going forward. Notably the ratification of the International Agreement on Nuclear Non-Proliferation. We remind any nation who has ambitions of becoming a "nuclear power" that the use of nuclear power for civilian and domestic activities such as power generation is welcome, however any attempts to use it for the purpose of building weapons would stand in violation of this treaty and prompt a response from this august body.

While we respect Dorvik and the fact that its nuclear arsenal has never been used. We must press this issue further. When it comes to nuclear weapons, the Deltarian Federation believes there cannot be peace or safety for the global population if there is a priviliged few nations that have weapons of mass destruction to, maybe not now, but potentially in the future misuse these weapons. We therefor propose the following resolution.


The Security Council

ACKNOWLEDGING that there are currently two nuclear powers, Dorvik and Yingdala, that still posses a working and deployable nuclear weapons arsenal

RECOGNIZING the need for a nuclear weapons free world in order to protect human life and prevent suffering

DIRECTING the two remaining nuclear powers, Dorvik and Yingdala, to immediately begin the process of nuclear dissarmament with the process to be completed within 10 years

APPOINTING a special WC team to monitor the dissarmament process and ensure the total disarmament of these nuclear arsenals within 10 years

The Security Council will consider additional measures to push these two powers to disarm their nuclear arsenals if these arsenals have not been dismantled by the given deadline of 10 years

As plainly stated before, we will not support such as a resolution as it directly stands in violation of Resolution 97 and the aforementioned treaty. We would offer up the following counter, a revised Resolution 97 as Resolution 123. This would stand in addition to increasing support for nations to ratify the IANN treaty.


Resolution 122 (Amended Resolution 97)
The Security Council,

RECOGNIZING that the existence of nuclear weapons pose an inherent risk to the future of humanity,

AFFIRMING that it is in the interest of all nations to seek to pursue multilateral nuclear disarmament;

DESIGNATES a certain group of nations as "recognized nuclear powers" and initially these nations are to be Dorvik and Yingdala

ACKNOWLEDGES that these powers may possess nuclear weaponry under the certain conditions;

AFFIRMS that among these conditions are the commitment never to launch a nuclear first strike, not to aid other nations in seeking nuclear weapons technology, and to commit in principle to multilateral nuclear disarmament;

PROHIBITS all other nations from seeking to acquire nuclear weapons technology;

COMMITS to allowing for changes to the nations designated as "recognised nuclear powers" through passage of a future Resolution.

The Deltarian Federation is willing to accept this adjusted resolution under the condition that Dorvik and Yingdala will actively work together in dismantling their nuclear arsenals over the coming decade. If it becomes evident that neither nation makes any effort to dismantle their arsenals, we will propose a new resolution similar to the one we proposed a moment ago. Until then, we withdraw our resolution and voice our support for the resolution put forth by Dorvik.

We are quite gratified that the Security Council is willing to address the problems of nuclear weapons. We first want to acknowledge that the likelihood of some nation discovering it has nuclear weapons which must be launched because that is their purpose seems from recent history to be right low. The nations with nuclear weapons seem in recent times to have behaved responsibly with respect to those weapons.

Of considerably more concern is knowing for certain who has them. We do appreciate the Kingdom of Dorvik letting us know Hutori has disbanded its remaining nuclear weapons. It may well be that Dorvik and Yingdala are the only remaining powers with nuclear weapons, and one would hope it is true, but some analysis beyond knowing those are the ones Resolution 97 authorizes is certainly desirable. We believe nuclear weapons must degrade after 100 years and that should help us determine several nations no longer have them.

Our position is concerned not so much with who may have them as that no new ones should be produced. Further those in existence that have begun to degrade should undergo the tedious but necessary steps to prevent them becoming the environmental and safety hazards they will become and those steps should be taken in the presence of international inspectors. Obviously monitoring the warheads that have not yet gone into degradation must be monitored.

This all could be done if we have the will to do it.

It would certainly be helpful if Yingdala and Dorvik would remove the nuclear warheads from their missiles, store them and monitor them until they begin to degrade. Yingdala has noted those with fissionable material should also be monitored internationally so they do not begin producing nuclear weapons.

The process for dealing with degradation was described by Federace Deltarska First Minister Valek in 4950 (viewtopic.php?f=17&t=4398&start=1460#p173995).
