We are quite gratified that the Security Council is willing to address the problems of nuclear weapons. We first want to acknowledge that the likelihood of some nation discovering it has nuclear weapons which must be launched because that is their purpose seems from recent history to be right low. The nations with nuclear weapons seem in recent times to have behaved responsibly with respect to those weapons.
Of considerably more concern is knowing for certain who has them. We do appreciate the Kingdom of Dorvik letting us know Hutori has disbanded its remaining nuclear weapons. It may well be that Dorvik and Yingdala are the only remaining powers with nuclear weapons, and one would hope it is true, but some analysis beyond knowing those are the ones Resolution 97 authorizes is certainly desirable. We believe nuclear weapons must degrade after 100 years and that should help us determine several nations no longer have them.
Our position is concerned not so much with who may have them as that no new ones should be produced. Further those in existence that have begun to degrade should undergo the tedious but necessary steps to prevent them becoming the environmental and safety hazards they will become and those steps should be taken in the presence of international inspectors. Obviously monitoring the warheads that have not yet gone into degradation must be monitored.
This all could be done if we have the will to do it.
It would certainly be helpful if Yingdala and Dorvik would remove the nuclear warheads from their missiles, store them and monitor them until they begin to degrade. Yingdala has noted those with fissionable material should also be monitored internationally so they do not begin producing nuclear weapons.
