In view of the passage of SC Resolutions 125, Royaume-Uni de Kanjor has added reference to the TEAO to the resolution below. We would ask the chair in the absence of further questions or comments forthcoming to call for a vote thereon:

Security Council Resolution: World Congress Oversight of Degraded Nuclear Weaponry

The World Congress will take steps which may include temporary or permanent staffing to identify the nations that have never had any nuclear energy or nuclear weapons program, the nations that are using nuclear power to produce nuclear energy but are not developing nuclear weapons, the nations if any trying to produce nuclear weapons, the nations that had a nuclear weapons program but do not currently have functioning nuclear weapons, and the nations that have functional nuclear weapons. The last category is believed to only include Yingdala and Dorvik.

Further, the World Congress will take steps which may include temporary or permanent staffing to determine where nuclear weapons still exist, where nuclear weapons are degrading, and whether degrading nuclear weapons are being disarmed and contained so that the environmental and safety hazards are minimized.

Also, the World Congress will coordinate the use of expertise whether private, public or governmental to make available resources and personnel to properly contain nuclear weapons that are degrading with no current effort to prevent environmental and safety consequences occurring.

The measures to be undetaken because of this resolution by the World Congress shall be the work of the Terran Atomic Energy Organization.

The Kingdom would not support this, the purpose this proposed resolution has already been contained within passage of Resolution 124 and the creation of the TAEO would have these duties naturally, the create a resolution in which proscribes duties assigned to the TAEO is counter-productive.

Royaume-Uni de Kanjor certainly respects the interpretation by the Kingdom of Dorvik of its Resolutions 124 and 125 but disagrees with that interpretation in two respects.

First we can find no actual language in Resolution 125 that says the activity proposed is in the purview of the Terran Atomic Energy Organization.

Second, even if there were language in Resolution 124 or Resolution 125 that could be construed to allow the Terran Atomic Energy Organization to undertake such activity, there is certainly nothing requiring them to do so as this resolution would.

We are not averse to rewriting Resolution 125 so it would incorporate the concept of this resolution. We think however it is quite possible the Kingdom of Dorvik prefers this undertaking be optional rather than mandatory; and, should that be the case, we simply are in honest disagreement.

We do think those willing to state positions have done so and accordingly ask the Chair to call for a vote on our proposed resolution, Security Council Resolution: World Congress Oversight of Degraded Nuclear Weaponry. We do appreciate the Kingdom of Dorvik being willing to discuss this matter.

The Kingdom will move to amend Resolution 125 in order to include some more language related to the Kanjorian proposal.


Resolution 126
The Security Council,

AMENDING Resolution 125: Creation of the Terran Atomic Energy Organization

RECOGNIZING nuclear technology has both a peaceful and destructive power and;

CALLS on the creation and development of a new organ of the World Congress, the Terran Atomic Energy Organization (TAEO) led by a Director of the Terran Atomic Energy Organization which will be;

RESPONSIBLE for the promotion of nuclear technology for the purposes of peace and clean energy and the prohibition of nuclear technology for destructive purposes while,

INVESTIGATING reports of the development of nuclear weapons and misuse of nuclear technologies for the purposes of harming others and reporting back to the Security Council with their findings;

MONITORING nations that have, have had or have claimed to have had nuclear programs both for military and civilian purposes in relation to storage, disarmament, environmental and safety hazards while;

PROMOTING safeguards and providing resources to nations in relation to storage, disarmament, environmental and safety hazards.

The Deltarian government, through carefull observation in the last 5 years, has come to the conclusion that the middle ground approach on nuclear weaponry will not have a positive effect on the elimination of such weapons. Dorvik and Yingdala have made no attempts at dismantling their nuclear arsenals and seem to have no intention of doing so, merely using the "recognized nuclear power" status to legitimize their own maintenance of these destructive weapons. We therefor propose the following resolution.


The Security Council

ACKNOWLEDGING that there are two nations that posses nuclear weaponry, them being Dorvik and Yingdala

RECOGNIZING the need for a nuclear weapons free world in order to protect human life and prevent unmeaserable suffering

OBLIGATING the two remaining nuclear powers, Dorvik and Yingdala, to immediately begin the process of nuclear dissarmament with the process to be completed within 10 years

REMOVING the status of recognized nuclear powers, thus removing this designation from Dorvik and Yingdala also

APPOINTING a special WC team to monitor the dissarmament process and ensure the total disarmament of these nuclear arsenals within 10 years

Royaume-Uni de Kanjor is gratified that the issues around nuclear weapons are being considered. With the passage of Resolution 126 the question of the environmental and safety impact of degrading nuclear weapons is finally being addressed. We regard this as actually a more serious need than looking at the other issue.

Obviously some rogue power or epauletted madman could do grievous damage to all us upon discovering it had nuclear weapons; however, in recent times the actual conduct of the remaining nuclear powers has been responsible and is reasonably expected to remain so. Nonetheless, our position on this issue is that that all nuclear weapons should be eliminated.

We do however recognize as a nation that has never had nuclear weapons that nations such as Vanaku that formerly had them or Yingdala that still does may well find the issue more complex than we do. Further, we recognize that one power can not be expected to disarm while another does not and recognize that Yingdala is at the moment in virtually total isolation. Hopefully that will cease to be the case soon so that it can again become part of the Terran community and part of this discussion.

Our resolution on the floor thus needs to be amended or withdrawn with this in mind. Accordingly, we would suggest rather than debate our proposed resolution at this time, that the proposed resolution of Federace Deltarska be considered on the floor once the votes on Resolution 126 are officially considered counted.

Following the 60th Security Council elections, the World Congress welcomes members to the 60th Security Council Session.

The elected members of the Security Council at the commencement of this term are Dorvik (A), Deltaria (B), Kanjor (C), and Lourenne (D). Elected members have eighteen months to present a representative to the Security Council or they will forfeit their position for the duration of the term and the runner-up in their seat will replace them.

Members are encouraged to move quickly to elect an individual as the President of the Security Council, I shall chair discussions in the meantime.
