We support the idea of a war crimes investigation headed by a neutral party. While we agree with the Permanent Representative of the United Kingdom of Lourenne and the Union of Canriile that the we need to be certain of the suitability of Midway for this mission, Republika Deltarska believes we can trust the judgment of the Permanent Representative of the Kitembo Union on that score.

Further we support the General Plenipotentiary of the Kingdom of Dorvik in advocating using the full resources of the World Congress to support the investigaion and any subsequent action based thereon.

The Kingdom brings forth the proposed Resolution 126.

Resolution 126
The Security Council,

RECOGNIZING that the events in North Dovani caused severe human suffering and allegations of war crimes exist;

CALLS on the World Congress to conduct a mission in fact-finding for these allegations in North Dovani;

INVESTIGATING the allegations of war crimes in North Dovani and making recommendations for justice and corrections as necessary;

APPOINTS Midway as a neutral party to head up the World Congress Mission in North Dovani (WCMND) and;

UTILIZING the full resources and weight of the World Congress and all its organs to bring justice to the victims in North Dovani.

Republika Deltarska supports Resolution 126 presented by the General-Plenipotentiary to the World Congress of the Kingdom of Dorvik.

The Dorvish would be remiss if we failed to mention the escalating events in Dankuk. It would appear that a Kyo supremacist government has taken over and has, for all intents and purposes, began a whole sale eradication of the non-Kyo people, and even some Kyo people, in Dankuk. I call for immediate sanctions on Dankuk effectively halting all foreign trade and business with Dankuk until it can be established the extent of these crimes against humanity.

Resolution 128
The Security Council,

RECOGNIZING the recent events in Dankuk as an escalation towards a full-scale genocide;

CALLS on the members of the World Congress to immediately;

SANCTION Dankuk with a complete and total halt on all foreign trade and business with the;

EXCEPTION of humanitarian aid provided by and verified by third party resources in addition to World Congress officials.

Esteemed Representatives, The United Kingdom agrees with Dorvish representative that we must take swift and immediate action against any violations of human life on Terra. The united Kingdom will immediately halt all trade and business with the Republic of Dankuk. We will evacuate and close our embassies and halt all travel to the nation. Furthermore, due to the proximity of this situation to the borders of the United Kingdom, we are willing to organize and lead any humanitarian efforts such as: refugee centers, establish supply routes, and create a temporary World Congress office for the investigation of human rights violations.

We are prepared to organize such a response with unanimous support of this council and the wider international community.

It would appear that since the passing of Resolution 127 and the beginning of the formation of the World Congress Mission in North Dovani the North Dovani government has announced its plans to not cooperate. This presents a grave problem for the Security Council. I would ask how other members wish to approach the situation?

Well, lack of cooperation from the North Dovani Government does create problems. We still certainly have subject matter jurisdiction over the alleged war crimes and authority to conduct an investigation.

Absent North Dovani cooperation we do not have jurisdiction over most of the potential witnesses and can not compel testimony. Republika Deltarska does not believe that the Security Council should be asserting that usurping the sovereignty of a nation is justified by our need to conduct an investigation.

It is a dilemma. We do believe a report on what is known should be made.

We would like to point out that we have appointed a neutral investigator, Midway, to handle the investigation into North Dovani and we would ask that they conduct the investigation underneath WC auspices.

In addition, we propose Resolution 129 and 130:

Resolution 129
The Security Council,

Recalling the powers granted to it in Security Council Resolution 97,

Acknowledging that Yingdala has vacated its role in the international sphere,

Affirming that the country no longer possesses functioning nuclear weapons;

Revokes the status of Yingdala as a "recognized nuclear power".

Resolution 130 (Amended Resolution 97)
The Security Council,

RECOGNIZING that the existence of nuclear weapons pose an inherent risk to the future of humanity,

AFFIRMING that it is in the interest of all nations to seek to pursue multilateral nuclear disarmament;

DESIGNATES a certain group of nations as "recognized nuclear powers" as Dorvik;

ACKNOWLEDGES that these powers may possess nuclear weaponry under the certain conditions;

AFFIRMS that among these conditions are the commitment never to launch a nuclear first strike, not to aid other nations in seeking nuclear weapons technology, and to commit in principle to multilateral nuclear disarmament;

PROHIBITS all other nations from seeking to acquire nuclear weapons technology;

COMMITS to allowing for changes to the nations designated as "recognized nuclear powers" through passage of a future Resolution.
