Trigunia presents a unique issue for the World Congress and the international order as a whole. Generally the international sanctions that have been placed have appeared to be effective but nevertheless the continued collapse of government and human rights in Trigunia present a serious issue. There is no easy answer nor any answer that will endear anyone.
