Following the 5340 Security Council elections, the World Congress welcomes governments, political parties and other organisations to the 82nd General Assembly Session.
On behalf of the Confederation of the Outlands, I would like to humbly invite international governments to recognise the independence of our region from the Dalibor City government.
The delegation of the Kingdom of Great Bae opposes the recognition of illegitimate non-state actors within the borders of the Republic of Dalibor. These insurgents act illegally and dangerously, without any just authorization as required by international law. They act against the esteemed Republic of Dalibor, which the World Congress knows well to be a legitimate and sovereign member state, and a valued member of the international community.
We firmly urge all members of the World Congress to continue to uphold the founding tenets of stable, democratic world order and peace by respecting and enforcing the territorial integrity of all nations. We propose the adoption of a resolution condemning the self-proclaimed "Outlandian" violation of international law in Dalibor, and all such future behavior by illegitimate parties.
The Delegation of the Kingdom of Great Bae presents the World Congress with a call of attention to the recent actions of the Free Territory of Hulstria. The Free Territory of Hulstria has recently made evident it's hostility to diplomacy, the rule of law, and the peace process which diplomats all across Terra have respected for centuries as the basis of our world order. In particular, the Kingdom of Great Bae is alarmed and worried at the Hulstrian decision to secede from the Treaty of Maerang, the document which has long formed the cornerstone of peace in the West Dovanian Region.
The Treaty of Maerang was signed in 4957 at the conclusion of the last hostilities to face our region. Before then, the then Gao-Sotoan Empire had installed a regime of fear, terror, and ethnic genocide in Mikuni. Eerily similar, albeit with racial dynamics flipped, is the new administration in Mikuni today. This withdrawal from a cornerstone of Dovanian Peace is deeply unsettling for a number of reasons.
I. Part 2, Article V of the treaty reads as follows: "The Empire of Gao-Soto and its' successor states shall have a military no larger than 300,000 active personnel and 1 million reserve." The Free Territory of Hulstria appears to seek a military buildup, coupled with alarming motives and threats, that could open the possibility of another war in the region. The removal of these constraints should worry all peaceful nations that the government of Mikuni has clear and aggressive ambitions to build a military that may oppress not only their own people, but seek to do the same to others.
II. Part 3, Article II of the treaty reads as follows: "The established borders of Hulstria and Gao-Soto; which may not be violated under any circumstance; consists of that of the 5 provinces of Budenlar, Hulstria Proper, Mitrania, Hilgar, and Kuratha. Hulstria and Gao-Soto may claim no land outside of this territory, and must respect the sovereignty and integrity of all nations." The recent actions of the government in Mikuni coupled with their withdrawal indicates that Mikuni no longer respects the established borders of the region.
III. The Free Territory of Hulstria has continued to provoke and threaten annihilation of the State of Seko, a sovereign state and signatory to the Treaty of Maerang. This aggressive posturing and open threatening of war is a violation of the principles of the World Congress and must be condemned.
The Delegation of the Kingdom of Great Bae thus proposes the General Assembly adopt the following resolution:The World Congress:
Denounces the withdrawal of the Free Territory of Hulstria from the Treaty of Maerang,
Limits and delineates the territorial boundaries of the Free Territory of Hulstria to be within the 5 provinces of Budenlar, Hulstria Proper, Mitrania, Hilgar, and Kuratha
Refuses to recognize and condemns all attempts and threats by the Free Territory of Hulstria to expand beyond these borders
Vows all diplomatic assistance and support to nations in the current face of aggression and threats of illegal territorial expansion from the Free Territory of Hulstria
The Kundrati Union is ashamed to hear of a country that has disrespected human rights and ensured that minority representation and rights are disrespected and spat on by the majority population. The situation in the Hulstria is a huge shame upon the World Congress for which only one thing is needed to rectify: action. I shall bring up the inaction of the World Congress in providing aid to the Kundrati Union during our War of Secession in the 48th century, among many other examples that have unfortunately left this place with a reputation of tiny influence compared to the Security Council.
I believe that as a result of the actions in the Hulstria that today is a day where we can right these wrongs and make the General Assembly a place where action can be properly taken as an assembly representing all the voices of the Terras. A firm support for the proposal by the representative Mr. T'ae-Son is a great first step to doing so. For these reasons the Kundrati Union fully supports this proposal today and all the days to come.
