Madam General-Secretary and dear colleagues,

The State of Beiteynu expresses concerns about involving certain elements within Malivia to the negotiating table, especially those with known affiliations to terrorism, slavery, and the OrdoSocialist movement. We support a thorough review/screening of parties involved so that we can root out those who wish to exploit or take advantage of the situation. We should not legitimize such rogue elements. Regardless, we support providing humanitarian aid and an enforced ceasefire if necessary.

Looking forward to further discussions with my colleagues about this. Thanks.

We can agree to this though should keep in mind which side supports whom and for what cause and go from there without bias for either side. I also propose Lourenne to host these negotiations. The representative from Nsanlosa has proposed an amendment that I can agree on.

I think there has been enough time for us to discuss the proposal. Let us reiterate the amended proposal provided by the Kundrati Union and the Kingdom of Nsanlosa. I will add a further point raised by the Beiteynuese on screening the parties of the negotiators however we will leave a space for the negotiations to be held either by the World Congress or the Malivians.


RESOLUTION 132 of the WORLD CONGRESS SECURITY COUNCIL
Created at the Eighty-third Security Council Session

ON the Humanitarian Crisis in MALIVIA

RECOGNIZING the ongoing current unstable political situation in Malivia wherein Ordosocialist and other factions seek to continue the instability of the Malivian state since the period of the 5240s

FURTHER RECOGNIZING the ongoing and ceased efforts of countries in Artania and Majatra in providing humanitarian aid in Malivia, including providing doctors and medical equipment alongside food and other necessary supplies for the maintenance of human development in the war-torn areas

HEREBY CALLS for a multi-national coalition to assist the people of Malivia with humanitarian aid and routes to escape the ongoing chaos of Malivia, including by land, sea, or air, with necessary preparations for countries accepting Malivian refugees to be provided, and for which such a coalition (hereby deemed the "World Congress Humanitarian Mission in Malivia" or "WCHMM") shall be led by the Kundrati Union, and further:

ENSURE that those who operate in a humanitarian mission in Malivia do so without breaking internationally-recognized war crimes and shall do so in a safe and sacrosanct manner

DEMANDS that all sides of the current Malivian conflict agree to a ceasefire to allow for negotiations for the end of the conflict in Malivia, which shall be held in a neutral country not influenced by any side of the conflict, or held between the factions of the Malivian conflict supervised by a World Congress representative not involved in the conflict.

REQUESTS that, if the negotiations were to be held by the World Congress, that all factions be screened to weed out factions not interested in maintaining the peace and enforcing any resolutions made from the negotiations.

EXPRESSES its intent to enforce such a ceasefire through a multinational WC-led coalition if any of the involved sides within the conflict does not agree to a unilateral ceasefire and negotiations, either by the WC or by themselves.

I have been informed by my colleagues that as a result of the peace process that the Malivians have committed themselves to doing via negotiations on their end, I would like to rescind R132 from the hallowed halls of the Security Council. Your copies of the resolution should be kept incase these negotiations fail.

Dear colleagues, I would like to raise two situations. One is in my own country, which has seen a incursion of Istapalian authorities onto our sovereign territory. Secondly is the developing situation in Hulstria which demands our attention. Firstly as you know Istapalian police officers have raided several homes on Nsanian territory, seeking to combat the so called Hosian Brotherhood. The Nsanian government has made it clear that it does not seek to aid Istapali in its cruel treatment of hosians and our nation recognizes the Hosian Brotherhood as a civilian organization. Therefor we are shocked that Istapali has violated our territory to combat a organization we deem legal. We would like to create a formal SC warning towards Istapali to not violate our sovereign territory again and to stop its inhumane treatment of Hosians.

Secondly the situation in Hulstria is worrying. It is the opinion of my government that we should immediately respond and prevent bloodshed in a country where the SC has in the past also foregone its duty. We propose the following resolution:

ON the Crisis in Hulstria

RECOGNIZING the recently emerged crisis in Hulstria and Gao Soto which has the potential of creating a regional and deadly conflict.

FURTHER RECOGNIZING the checkered history of Hulstria and Gao Soto and the risk of ethnic genocide that the current situation poses.

HEREBY CALLS for a immediate SC enforced ceasefire agreement to take effect and a SC peacekeeping force, consisting of forces from all SC countries, to enforce such a agreement.

ENSURE that no civilians will be harmed and all sides currently already fighting in the country come to the negotiating table to settle the dispute peacefully.

DEMANDS that any country that is a member of the World Congress support the peacekeeping effort established by this resolution, whether this be financially, diplomatically or militarily.

The current proposal as seen here is no longer necessary as the Hulstrian government has capitulated to proper peace, order and good governance. We may consider an amended proposal that takes note of this new fact.

Dear colleagues, we withdraw our resolution due to the developing situation. However, we have yet to receive any response on our request for a SC response to the violations by Istapali. This has resulted in yet another incident between our two countries, in which a Istapalian jet violated Nsanian airspace and had to be shot down over our territory. This is totally unacceptable and, if the Security Council does not send a stark warning to Istapali, then the Kingdom of Nsanlosa will do so itself.

Dr. Coriandre Tlatamulco, Royal Ambassadeur of the United Kingdom of Lourenne to the Security Council

I sigh in disregard over this menial regional clash between two relatively small powers in an unstable region. The Security Council will not be coerced into a premature response between two immature nations. We direct the Nsanlosian to consider this matter first with their national government and respective foreign ministries. We understand the reaction from the honorable, contemptible Nsanlosian representative, but I do not see the tit-for-tat relationship with Istapali a reasonable attempt for security council action, must our actions be reserved for more real threats.

Dear colleagues, if the Security Council starts calling a violation of national sovereignty a "tit for that" we have sunk to great depths. I wonder how the Lourenian representative would react if Sekowo would violate its own territory, considering Sekowo is a small power by your rendition it would also not warrant a response. We have had a armed clash on our sovereign territory as well as a armed fighter jet entering our airspace. If the Security Council isnt the forum to defend national sovereignty and the rule of law then what is? Furthermore i find it highly disrespectfull that the Lourenian representative apparently sees relatively poor Dovanian nations as of lesser importance then itself or other great powers. A very bad sign for whats to be expected from Lourenne.

I ask both representatives to calm down as infighting may make the situations worse and may look like this institution can't act. Both points are fair points: we can't go in guns blazing everywhere yet there are crises which require our attention. Towards Istapali we propose a strong condemnation and a small peacekeeping force to encourage a diplomatic solution.
