Ainhoa Sagari, Representative of the Kundrati Union for the World Congress Security Council

I would like, before I begin, to thank the many Dorvish representatives for bringing a voice to the World Congress for the various Artanian countries and cultures that rest within the borders of our collective island. Let us now work together with a guiding and proper hand upon the peoples, cultures and the like of this World Congress.

It is with this in mind that I confirm my representation of the Kundrati Union in this prestigious institution.

While I still have this microphone I should reccomend this council should investigate and consider the situation in Malivia. As it stands an organized resistance aims to take down the state government and is dealing, further, with Ordosocialists attempting to hijack the state and cause harm and chaos not just amongst the Black Mountain Chain but to the plains of the state and to other countries.

I urge consideration on this so that we can prevent the chaos spreading to the Migrants' Pass and to Luthori, Hobrazia and to many other countries in Artania. Already we have unusual goings-on in Valruzia which could spread across Seleya.

Eliza Akiko Taguchi-Águas, Representative of the Tukarese Republic for the Security Council
I thank nations across Terra for choosing our humble and astute nation once again as their preferred choice to represent Seleya. We hope in our government to empower our part of the world which has been consistently given less attention to development as compared to the Western continents. I wish to be part of a new direction for the World Congress in the coming years of us serving in the Security Council.

We second the concern of our Kundrati colleague over the worrying humanitarian crisis in Malivia. Their state of anarchy and repression is hurting the proud people that call Malivia home. The World Congress shall be more proactive in encouraging peace through diplomacy that would end the longstanding civil war.

We also want to join in ringing the alarm on the rise of political extremism across different parts of the planet, mainly in Hulstria, Valruzia, and as we have mentioned, Valruzia. Would my colleagues be bold enough to urge countries to do better and protect human rights and their sacred democracies?
You have no enemies, you say?
Alas! my friend, the boast is poor;
If you have none,
Small is the work that you have done.
You’ve never turned the wrong to right,
You’ve been a coward in the fight.

Dr. Coriandre Tlatamulco, Royal Ambassadeur of the United Kingdom of Lourenne to the Security Council

Chères Collègues,

We are proud and fortunate to join you all in this esteemed chamber. We are excited to see new faces on the council. We are certain that a change of atmosphere and members will allow us to reach humanitarian goals on world issues.

We already stand with issues before us. Extremism in Dovani, harmful ideologies in Seleya, and war in Artania. The United Kingdom is prepared to engage with these issues without triggering a further need for war and conflict.

As per our international stance and historic precedent, we are prepared to set up humanitarian corners through the world to ensure that we can at least begin to address the human fallout from these issues. We are open to hear recommendations from other members on how to suppress violations against human rights.

Madam General-Secretary and dear colleagues,

I would like to first congratulate my colleagues, notably Kundrati for winning Seat A of the Security Council. We acknowledge their predecessor Dorvik for their work here in the past in representing the Artanian continent and tackling issues that affect Terra.

With that being said, the Beiteynu Medinat expresses concerns on the ongoing humanitarian crisis in Malivia. Beiteynu stands ready to support international efforts in addressing the crisis.

Looking forward to continued collaboration with my colleagues. Thank you.

Let us work together in order to contain any wars to the current battlefields they're on. The humanitarian crisis is something that should be considered and something for which a large institution like the World Congress should organize instead of the scattered efforts by Haldor or by Dunburg or by Yishelem. What are the opinions on organizing a WC-led humanitarian aid delivery programme for the Malivian conflict?

Jari Baakuun, Permanent representative to the security council for the Kingdom of Nsanlosa

Dear colleagues, i am here to represent the Kingdom of Nsanlosa at the Security Council. We look forward to fruitfull cooperation with our colleagues. Personally, the Nsanian government would like the Security Council to take a firm stance on Malivia and prevent powers like Luthori and Dorvik from using the situation to assert themselves and their influence. We would like to propose a diplomatic effort to call on Luthori to withdraw its assets in the area and allow for a WC peacekeeping force to help Malivians in need and maintain peace in the region. We should not let regional powers dictate those terms. Also were in favor of a humanitarian mission as proposed by Kundrati.

Ainhoa Sagari, Representative of the Kundrati Union for the World Congress Security Council

I propose the following resolution which should appear on your desks immediately. I will not bring this to vote immediately and will wait for responses that shall follow.

RESOLUTION 131 of the WORLD CONGRESS SECURITY COUNCIL
Created at the Eighty-third Security Council Session

ON the Humanitarian Crisis in MALIVIA

RECOGNIZING the ongoing current unstable political situation in Malivia wherein Ordosocialist and other factions seek to continue the instability of the Malivian state since the period of the 5240s

FURTHER RECOGNIZING the ongoing and ceased efforts of countries in Artania and Majatra in providing humanitarian aid in Malivia, including providing doctors and medical equipment alongside food and other necessary supplies for the maintenance of human development in the war-torn areas

HEREBY CALLS for a multi-national coalition to assist the people of Malivia with humanitarian aid and routes to escape the ongoing chaos of Malivia, including by land, sea, or air, with necessary preparations for countries accepting Malivian refugees to be provided, and for which such a coalition (hereby deemed the "World Congress Humanitarian Mission in Malivia" or "WCHMM") shall be led by the Kundrati Union, and further:

ENSURE that those who operate in a humanitarian mission in Malivia do so without breaking internationally-recognized war crimes and shall do so in a safe and sacrosanct manner

DEMANDS that all sides of the current Malivian conflict agree to a ceasefire to allow for negotiations for the end of the conflict in Malivia, which shall be held in a neutral country not influenced by any side of the conflict.

Jari Baakuun, Permanent representative to the security council for the Kingdom of Nsanlosa

While the Kingdom generally supports the proposal from Kundrati we would like to include a sentence that would describe the actions taken when any side does not adhere to a ceasefire. Something like "if a party involved in the conflict does not agree to a ceasefire the Security Council hereby declares that it is its intend on enforcing such a ceasefire through a coalition of countries by force if necessary." While we do not want this to happen, it would allow the Security Council to show that we are serious and more then willing to act on our wishes when necessary. it should be in any country its interest to want such a ceasefire and we should enforce it as such. Such a proposal would thus look like this:

DEMANDS that all sides of the current Malivian conflict agree to a ceasefire to allow for negotiations for the end of the conflict in Malivia, which shall be held in a neutral country not influenced by any side of the conflict.

EXPRESSES its intend to enforce such a ceasefire through a multinational WC led coalition if any of the involved sides within the conflict does not agree to a unilateral ceasefire.
