The Tukarese delegation is in agreement with the idea proposed by the delegation from Kundrati in regards of a treaty which implents the provisos of both the NBC and the TAEO. We would like to reinstate only that this should be agreed by all nations, in special all current nuclear powers, in order to guarantee greater international stability, since the Tukarese delegation firmly believes that a world with a sole nuclear power, given its power imbalances, is a greater threat to world peace than a world with multiple nuclear powers, with the capability to dissuade each other, and thus, does not encourage any nation to be the first aggressor.

Moving on to the debate over the 135th Security Council resolution, the Tukarese delegation would like to position itself in favor of the changes to be pursued on Resolution 109.

I fear some nations will not agree to an idea to merging the NBC and TAEO under any circumstances. While I understand the Tukarese idea and position and commend them for it, I fear it may risk any idea of this merger being wasted away by bickering. As of now there is only one nuclear power that claims to be ambiguous on their nuclear policy. Such ambiguity much harms world peace as it only promotes fear in n age of cooperation and goodwill. There can never be a restriction on a "first stike" if there is only one player in the game, because there will be no "second strike".

Dear Esteemed Delegations of this assembly,

We believe that the issue at hand with nuclear weapons is one of a simple debate. Currently there are multiple states possessing nuclear weapons and ignoring this fact and abolishing further access to this weapon will set a precedent where nations that have it will not be affected but those trying to defend themselves from the nations that do, they will receive consequences. As long as states have nuclear weapons having this assembly ban them worldwide would be a foolish thing to do by punishing those that want to defend themselves and not for the nations that had them "grandfathered" in. We hope that someday all nuclear weapons are gone from Terra but that must happen before this proposed resolution could be supported by us. Therefore we do not support such measures...

Esteemed Colleagues,

We would like to remind the council about the passage of Resolution 124. The Security Council ensured that future nations would no longer support nor actively sponsor the creation of nuclear weapons and called for "multilateral nuclear disarmament."

We stand at a crucial point in our world's history: we are incredibly close to a nuclear free world. Resolution 124 states that we recognize"the existence of nuclear weapons pose an inherent risk to the future of humanity." Why not eradicate all nuclear weapons with our objective so close in hand?

To this date, the World Congress acknowledges one state with nuclear weapons. What the Kundrati representative has stated is correct, first strike arguments are invalid due to the non-existence of a possible 'second strike'. We therefore support using the TAEO to ensure that we can achieve a nuclear free world and enforce this ruling on future generations.

Colleagues,

It is important to ensure that all nations abide by the idea of a Terra that does not need nuclear weapons. To this end we have already created the Terran Atomic Energy Organization and have used Resolution 126 to this effect.

Yingdala and Dorvik were the two nations left in the course of holding nuclear weapons. Yingdala has made precedent that allows for nuclear weapon states to finally disarm of this threat to humanity. All other countries, due to the Resolution 97 and 124, are forbidden from developing nuclear weapons. You do not need nuclear weapons to defend your country, for after all it is merely a weapon that only seeks the destruction of the human race.

We will now send inspectors, after training them, to countries that currently posess nuclear weapons alongside countries that may potentially be developing nuclear weapons. We encourage and expect that these inspectors will be allowed into all areas involving nuclear weapons maintenance and development.

If you have nothing to hide, then you have nothing to fear. Ambiguity will only make confusion.

I’d like to note that Resolution 130, which was an amendment to Resolution 97, was administratively adopted by the Secretary-General due to its importance. Dorvik remains the only nation recognized by the Security Council as possessing nuclear weapon capabilities. As Director of the Terran Atomic Energy Organization, we have no proof that Dorvik actually maintains any nuclear weapons. The Kingdom of Dorvik’s official policy is nuclear ambiguity and we have found no evidence that they maintain them.

I’d also like to point out that the world shouldn’t be afraid of peaceful applications of nuclear power, especially nations such as the Kingdom of Dorvik which had promoted peaceful nuclear technologies across the globe. It is far too often that being anti-nuclear weapon becomes anti-nuclear. The TAEO maintains Nuclear Inspection Teams (NITs) which inspect a multitude of nuclear facilities annually.

We appreciate your remarks on the work of the TAEO and the current status of Dorvik. we are confused however by the re-direction to Resolution 130. Resolution 130 was rejected by the Security Council and not approved.

We therefore acknowledge The Kingdom of Dorvik's nuclear ambiguity and their openness of not possessing nuclear weapons. We will therefore continue in our motion to completely ban nuclear weapons. We do not believe that nuclear power/energy should be banned. As the champion of renewable resources and clean energy, we fully support the use of nuclear power should nations choose to pursue this route.

Our standing remains, using Resolution 97, Resolution 124, and Resolution 126, we seek to no longer acknowledge Dorvik as a nation in possession of nuclear weapons and to continue with our ban of the further development of nuclear weapons.

We will refer to our Kundrati colleague for further deliberations.

I note and appreciate your comments on this matter. I urge, however, that the Director not confuse a ban on nuclear weapons with a ban on nuclear energy, for having nuclear weapons absolutely does not mean utilizing nuclear power for civilian energy purposes. The Kundrati Union is more than happy to encourage nuclear power for countries' energy needs if they wish to utilize it like our Lourrenais colleagues.

I am also confused as to the relevance of Resolution 130. As our Lourrenais colleagues have stated the Security Council of that time rejected the resolution in question and we see no other Security Council term adopting a similar resolution, unless you mean the resolution to remove Yingdala from the nuclear powers club which in this case is a different resolution entirely.

I ask two more questions: do you confirm that Dorvik has no nuclear weapons as of today? In addition, do you confirm or deny that they have no ability to convert civilian nuclear power towards nuclear weapons development?

RESOLUTION 136 OF THE WORLD CONGRESS SECURITY COUNCIL
Adopted at the 86th Session of the Security Council and a revision of Resolution 97 of the Security Council

Noting comments made by the Director of the Terran Atomic Energy Organization confirming that Dorvik does not maintain nuclear weapons

Further noting additional comments and the statements of prior Dorvish governments noting their nuclear ambiguity policy on whether or not their government has nuclear weapons and/or plans to use nuclear weapons

Further noting Resolution 97 which prohibits countries not declared as "recognized nuclear powers" from developing nuclear weapon technology or seeking to acquire such technology

Hereby declares that Dorvik shall no longer be recognized as a nuclear state

Hereby further declares, as a result of the failure to pass Resolution 130 intended to remove Yingdala as a recognized nuclear state, hereby declares that Yingdala be recognized as a nuclear state for the purposes of this Resolution and, therefore, declare Yingdala officially derecognized as a nuclear state

Commits to allowing for changes to the nations designated as "recognized nuclear powers" through the passage of a future Resolution.
