The World Congress with the consent of the Trigunian Government authorizes the General Secretary to organize a fact-finding and international observation mission to investigate on the alleged atrocities committed during the recent civil wars and ascertain the current conditions prevailing in the country about the treatement of exponents and supporters of the banned Communist Party and other Communist movements.
