The Security Council,
EXPRESSING its utmost concern regarding the actions of the Kingdom of Utembo against the Khanate of Bianjie,
DEPLORING all violations of human rights and the threats against the entirety of the Bianjie population,
CONDEMNING Operation Black Lightning,
STRESSING the urgent need for substantial humanitarian assistance to the Bianjie population and the need to end all military action, guerilla or otherwise,
DECIDES to establish the World Congress Mission to Dovani (WCMD) which shall act as a peecekeeping force between the Kingdom of Utembo and the Khanate of Bianjie,
The Security Council does hereby issue the following mandate;
-The WCMD shall be overseen by Louise Dougall, Luthorian Ambassador to the World Congress, as the Security Council Rapporteur to Dovani.
-The WCMD shall consist of up to 15,000 military personnel, including up to 450 military observers and 300 staff officers, and up to 1,200 civilian police officers, including formed units to assist in the maintenance of law and order throughout Dovani, and the appropriate civilian components.
-Nations of Terra may commit personnel to the Mission, but they do so accepting that overall command of the Mission is in the hands of the Security Council Rapporteur to Dovani, who shall co-ordinate, manage, oversee and report back on all Mission operations, deployments, actions and decisions.
-Support the implementation of a Ceasefire Agreement and the establishment of a World Congress Buffer Zone between the Kingdom of Utembo and the Khanate of Bianjie. This zone is to be entered by no forces other than those of WCMD, which IS to supervise the prohibition of entry. Pending the determination of the size and character of the security zone, the existing area between the two forces is not to be breached by any forces.
-To provide security at key government installations, in particular ports, airports, and other vital infrastructure throughout the Khanate of Bianjie.
-The mission shall be authorised for 5 years, from the passing of this Resolution.
