Security Council Resolution 33

The Security Council,

RECALLING that democracy is a universal value based on the freely expressed will of people to determine their political, economic, social and cultural systems and their full participation in all aspects of their lives,

RE-AFFIRMING that the Security Council of the World Congress plays a major role in promoting democracy, human rights, development, peace and security,

RECOGNISING the will of the people is the basis of the authority of any Government,

ASCERTAINS that democracy consists of a political system for choosing and replacing the government through free and fair elections, of the active participation of the people, as citizens, in politics and civic life, the protection of the foundamental human rights of all citizens and a rule of law in which the laws and procedures apply equally to all citizens without any discrimination whatsoever and protect all of them by any abuses delimiting the powers, rights and duties of the Government and other institutional authorities,

RECOGNIZING that both the elections held in Badara, especially the last one before the outbreak of the Civil War, were conducted respecting the outlined democratic features and guarantees,

RECOGNIZING that the so called "Coalition" rose up in arms illegally against the outcome of the elections attempting to undermine a Government legitimately installed at the power,

ASCERTAINS the responsability of the "Coalition" and associates for the terrorist attacks which targetted badaran and istalian civilians, istalian humanitarian personnel, istalian diplomatic personnel, istalian and badaran highest officials and last but not least an higher officials of the World Congress,

1. Recognise the current Government of Badara as the only legitime authority charged to govern Badara and determine its own internal as well as international policies and condamn the "Coalition" as the main responsable for the outbreak of the Badaran Civil War and as dangerous international terroristic organization responsable of the death thousands of people.

Furthermore the SECURITY COUNCIL,

OPPOSING any attempt by a foreign power to interfere, influence, effect, change or manipulate the democratic processes and outcomes of another nation,

and

RECOGNIZING the responsability of foreign Interventions in the fueling of the Conflict (in the form of direct military interventions, indirect support through the sending of funds, weapons, warfare equipements, foreign fighters and military advisories) undermining the possibility of a peaceful resolution of the Conflict and of any form of effective defusing of the same,

2. Demands to any foreign nations directly or indirectly involved in supporting the fighting parties in Badara (making use of the already enlisted forms of support) to immediate withdrawal from their efforts and activities to persue such external forms of support. Any nations which will be found in violation of this Resolution will be condemned by the Security Council and declared suspended by the World Congress which will refuse the them partecipation of their delegations into the organization until the rappeal of this provisions or of this Resolution.

Finally the SECURITY COUNCIL,

ASCERTAIN the Yeudish Republic of Beiteynu as the main foreign supporters of the "Coalition", already declared by this Resolution as a terroristic group which is trying to undermine the legitimacy of the current Badaran Government,

RECOGNIZING the Beiteynese Government as guilty of attempting to interfere in the internal affairs of Badara to illegally undermine a legittime Government,

3. Condamns Beiteynu alongside the "Coalition" as one of the main responsables of the outbreak and of the perpetuation of the Badara Civil War. Beiteynu will be suspended by the World Congress which will refuse the partecipation of the Beiteynu's delegation to the organization until the rappeal of this provisions or Resolution.

The SECURITY COUNCIL will take all the necessary measures, through specific Resolutions, to enforce the provisions of this Resolution. Namely, if the World Congress will recognize that this Resolution alone will not be able to prevent the perpetuation of forms of external support, the SECURITY COUNCIL will be authorized to establish an air and naval safety zone around Badara to actively prevent the delivering of further support for the fighting parties through the deployement of an international air-naval contingent which will operate under the banner of the WC and will be put under the command of the General Secretary of the WC and which will authorized to conduct search operations on all the ships which are trying to reach Badara, to seize any ships found shipping weapons, arms, warfare equipements as well as to retain and send back into their nations all foreign volunteers who is trying to join the conflict and to intercept any aircraft suspected to be infringing the provision of this Resolution and to search any aircraft landed in Badara and to size those found delivering support for the fighting parties.

Istalia, Rildanor or Dorvik, recognizing their involvement in diplomatically supporting one or the other fightin parties, will cannot partecipate into the outlined mission leaving to the General Secretary the responsability to organize it and to chose the nations to which propose the partecipation.

Any attack against this WC international mission or any attempt to hinder it in persuing its mission will be condemned and the Security Council reserves the right to proceed at its discretion against the perpetrators of any attempt to undermine the mission.
