Interim World Congress Representative Stefan Mtousek, Republika Deltarska:

Yingdala announced on September 11, 5102, that it was removing its nuclear warheads, being the last nation to eliminate immediate nuclear strike capacity. As far as we know no nation now has it although we would hate to be surprised about this.

Republika Deltarska has voted aye on Resolution 129 but does not really agree with the rationale concerning leaving the world arena as necessarily a basis for saying it should not be a recognized nuclear power.

We are reconsidering our vote not because we believe Yingdala should be a recognized nuclear power but because we think Resolution 97 should be entirely replaced with something more in keeping with the real needs of the current era.

Interim Republika Deltarska World Congress Representative Dobroslav Urbanek:

Republika Deltarska changes its vote on Resolution 129 to NAY.

We well realize that we may not be privy to arcane knowledge that makes neither discussion nor partcipation by other Security Council members necessary or desirable.

Our current vote is a default position on this resolution and Resolution 130 subject to change should we become enlightened. So it goes.

As we stated on the other resolution, the Kingdom inquires as to the vagueness of the Deltarian representative. For several decades now the Security Council has recognized nuclear powers and who is capable of building nuclear weapons and possessing nuclear weapon technology. The removal of Yingdala is merely a formal measure as its woefully apparent that the Yingdalan's are focused on rebuilding their economy and nation. We'd inquire as to the "arcane knowledge" that Deltaria alleges exists when they can look back through the archives and see this a formality for an open and transparent method.

OOC: I'd like to note that these two resolutions: an amendment to Resolution 97 and a revocation, have been utilized by Moderation as a means to recognize which countries possess the ability to create/utilize nuclear weapons and nuclear weapon technology. It's an IC way to handle OOC business.

Foreign Minister Kazimir Kovac, Republika Deltarska:

Our interim representative was using language suggested by me which was indeed obscure for which I apolgize. What I had hoped to convey at that time was that we thought it was quite possible everyone else understood why it was routine but we did not.

Honourable Representatives, in a vote on the Revocation of Yingdalan Nuclear Power Status, three (3) nations voted for, one (1) member voted against and there were no abstentions. The resolution is therefore passed.
