Security Council Resolution 130
The Security Council,

RECOGNIZING that the existence of nuclear weapons poses an inherent risk to the future of humanity,

AFFIRMING that it is in the interest of all nations to seek to pursue multilateral nuclear disarmament;

DESIGNATES a certain group of nations as "recognized nuclear powers" as Dorvik;

ACKNOWLEDGES that these powers may possess nuclear weaponry under certain conditions;

AFFIRMS that among these conditions are the commitment never to launch a nuclear first strike, not to aid other nations in seeking nuclear weapons technology, and to commit in principle to multilateral nuclear disarmament;

PROHIBITS all other nations from seeking to acquire nuclear weapons technology;

COMMITS to allowing for changes to the nations designated as "recognized nuclear powers" through the passage of a future Resolution.

Foreign Minister Kazimir Kovac, Republika Deltarska:

We do appreciate the Kingdom's Representative discussing the issues around this resolution. There are two answers to the question:

First, are we being asked to recognize the Kingdom as a nuclear power because it still has nuclear weapons? If so, has it always had them replacing them as they degrade or did it restart making them at some point after stopping for a while?

Or, on the contrary is the recognition of the Kingdom as a nuclear power because it has the capacity to readily make them as it clearly does? If this is the case it is our impression that at least four and possibly several other nations could given adequate leadership return to nucler weapon production. Our intelligence on this may well be on the high side.

Second, for one hundred years much of Terra has believed there were no functioning nuclear weapons on Terra. As, this era ends Republika Deltarska believes the Security Council should be lamenting its passing rather than authorizing its demise.

We are fortunate to have created the TAEO to deal with degradation as it becomes necessary. This is our opinion such as it is.

Honourable Representatives, in a vote on an Amendment to SC R97, one (1) member voted for, one (1) member voted against and there were two (2) abstentions. The resolution is, therefore not adopted.
