Nuclear disarmament is an issue beyond the scope of the Security Council because it necessarily involves the involvement of nuclear powers outside of its membership. For this reason we believe that strong progress can be made by bringing the key parties together in the same location to have open, frank and direct discussions on the matter, to this end we are proposing a conference in the neutral territory of Aldegar's new capital Ramsāhreza to address nuclear non-proliferation and disarmament.

Invitations at this conference are extended to all peace-loving nations that believe their presence may be valuable but especially to Dorvik, Hutori, Vanuku and Yingdala as well as to a delegation from the World Congress itself. Do other delegations think this would be a useful proposal? Do they have any suggestions relating to this subject?

My delegation concurs with Aldegar's plan and see it as the right step toward disarming and ensuring a safer Terran. In our ages, nuclear weaponry far lost their relevancy. We hope that with this and a SC bill on war we will strengthen global peace and prosperity.

Whilst our nation continues to reform and our government has not yet issued a mandate to renew formal diplomatic ties with the majority of the world, we nonetheless exercise our right to sit at this Assembly as a sovereign nation to approve of Aldegar's plan for global nuclear disarmament, and will make plans for sending a small delegation to attend the conference in their nation.

Dolgava is saddened to see a city once a seat of power and wealth in such disrepair and neglect, that for many past regimes, they have only ignored and swept under the rug. Ignored as civilians suffered. As a county that has recently fought against corruption I can assure you that Dolgava understands these kinds of issues. Dolgava was once in a similar state. Pirates once ravaged out great cities and made us a nuclear wasteland. We see this request as not only valid but as a necessity. Dolgava joins with our friends in Dalibor and also petitions the World Congress to look into this matter, that for Dalibor is of the most importance. I can assure the Honorable Representative from Dalibor, that Dolgava stands in friendship and neutrality in Dovani and that we only want the best for them. Dolgava strives to not interfere in Dovani affairs. However the humanitarian crisis in Dalibor should be looked at and Dolgava will support and fund assistance to the city of Gangzhou.

Tropica is extremely concerned to learn of developments in Ntoto. Recent political unrest has destabilised the country, which would be disappointing enough, however it has been reported in foreign news outlets that Baltusian military forces are arriving in the region to further destabilise the country.

Despite the apparent claims of the Baltusian government, it seems clear that these individuals are closely linked to the Baltusian military and were all trained by former Baltusian military personnel. Given the extremely suspicious nature of the development, we would like to hear from the Baltusian government about how it was possible that an apparently well-equipped and well-trained force of former military personnel from their country was able to organise and mount a pseudo-invasion of Ntoto without their notice.

Yingdala wants to echo the concerns of Tropica on the developments in Ntoto. The growing unrest in the country will begin to trickle down to the government's willingness to do away with human rights. The World Congress should formally condemn President Ogoo and his government. However, we can't ignore the intrusion of the Baltusia's involvement in this as well, as Ms. Noe pointed out. We also ask the motives of Baltusia to be made known to the World Congress and their level of involvement.

Liore concurs with what's been stated by the representative of Tropica, and we demand further explanation from the Baltusian government as to why veterans of their military are in Ntoto and how these men managed to organize, supply, and transport themselves to Ntoto. Unless we receive adequate explanation soon, the Liori government will expel a majority of Baltusian diplomats from our country and consider an embargo on Baltusia.

Furthermore, we are outraged at the fact that western imperialists, whether they be state-sponsored or rogues, see it their right to unilaterally intervene in Dovanian conflicts. It is clear to us that the legacy of colonialism and imperialism still infects the minds of many westerners, and we fully denounce any imperialist intervention into the east. We would perhaps see it as necessary that a treaty be drafted and signed by the nations of Terra affirming global opposition to colonialism, imperialism, and interventionism and committing our nations not to engage in such criminal campaigns.
