This committee was created by the 55th Session of the General Assembly under Temporary Presiding Officer Beatrix Bos, to conduct an investigation into the situation of the Hulstrian people within the Empire of Gao-Soto. Once the investigation is complete, the Committee will advise the International Community on how to deal with the Empire.

Resolution:
The International Committee on The Crisis in Hulstria and Gao-Soto

Article 1: The Committee shall be under the jurisdiction of the General Assembly of the World Congress. It shall not act or do anything without permission from the General Assembly.

Article 2: The Committee shall be headed by 4 five members from the General Assembly. The Representatives shall be from Deltaria, the Confederacy, Dankuk and Aloria. There will be a fifth representative from Hulstria and Gao-Soto who will be there to allow for easy communication with the Committee.

Article 3: As this Committee is acting on behalf of the General Assembly, no information can be withheld from the Committee.

Article 4: The purpose of the Committee will solely be to determine the extend of slavery, segregation and possible genocide within Hulstria and Gao-Soto.

Article 5: If these claims are found to be true, the Committee shall advise the General Assembly on what to do. The final decision on actions will rest with the Assembly.

At one point the government of Hulstria and Gao Soto indicated slavery was imposed as a criminal penalty. Our Justice Ministry is examining the question of whether imposing slavery as a criminal penalty would be cruel and unusual punishment per se. Be that as it may, it is conceivable that what we find about slavery as practiced in the nation in question might lead to lesser sanctions being recommended than normally in a case where slavery was imposed on a larger scale.

Our last look at their current law did not indicate that slavery could only occur as a criminal penalty. Accordingly, one of the many questions Hulstria and Gao Soto should answer concerns this matter. These are questions we have for the government of Hulstria and Gao Soto:
1) Are in fact only convicted criminals subject to becoming slaves?
2) Are children of the slaves then not slaves?
3) Are only Hulstrian criminals subject to enslavement or are all convicted citizens subject to the imposition of slavery?
4) Are slaves sold in a slave trade subjecting them to the laws of other jurisdictions or may they only be bought and sold in Hulstria and Gao Soto?
5) Is slavery a lifetime penalty?
6) Are labor law restrictions on working hours in effect or may owners do as they please concerning working hours?
7) May slaves be forced into prostitution?
8) Are there restrictions on the right of owners to murder or mutilate slaves?
9) May an owner free a slave or does title to her or him revert to the state?
10) May a citizen of a nation not allowing slavery purchase a slave under the law of Hulstria and Gao Sato?

The circumstances under which men become convicted criminals eligible for slavery should be examined as well. For instance, it appears that Gao-Soto only allows appeals for "grave procedural errors", juries (entirely composed of lawyers) are only afforded to those accused of serious crimes, torture is used at law enforcement discretion (which could affect the outcome of a trial and future proceedings), and, most concerning, police (all the while wielding weapons-grade equipment) may arrest citizens for any reason. All of these practices could have negative effects on the integrity of the law to properly convict men, leaving the possibilities for the proliferation of slavery more widespread than initial and legal appearance.

Another cause for concern is the application of the death penalty for most minor and all major crimes, but it dosen't pertain to the mission of this committee.

All these acts appear to me, to be an attempt by the Imperial Government to suppress a minority and get a source of free labour. I ask that Gao-Soto answer each question asked by the Deltarian Representative.

Among the conclusions think we can reach are Hulstria and Gao Soto has slavery and a slave trade in contravention of Resolution 3 of the Security Council calling for banning slavery. Their current law simply allows slavery and the slave trade although we think they can be believed that a court procedure is necessary to impose slavery on a Hulstrian and further that children of Hulstrian slaves are not automatically slaves unless and until they have their own court procedure.

Further we have every reason to believe only Hulstrians are being made slaves. There appear to be no legal restrictions on the rights given by the government of Hulstria and Gao Soto to owners of slaves which would restrict murder, mutilation or sexual exploitation of slaves. We unfortunately were unable to learn much about the actual practices but it does appear the slaves have no rights and abuse is permitted. Presumably sale outside Hulstria and Gao Soto is also permitted.

Certainly other conclusions may be possible. It is our opinion these are sufficient to warrant considering recommendations to the General Assembly for violation of the World Congress ban on slavery.
