Is the Gao-Sotoan regime so foul, so ignorant that it believes that the oppressed people will not react to it's noxious rule? The HVF would've formed Oberlander or no Oberlander, because the masses will not accept the rule of the fascists.

There will always be a figurehead of these rebellious movements. If they are a strong leader, they will speak and thus embody the rebellion; if they are a puppet, then they will do the same.
