Rapa Pile Referendum: As It Happened

The Kamalata Times is providing up-to-date coverage as the Pilese people go to the polls on the issue of incorporation. They have been given a straightforward vote between the status quo and statehood as part of the Vascanian Empire. The 'yes' side, supporting statehood, is supported by the Action Party, the agricultural and fishing unions and many religious figures. The 'no' side, favouring the status quo, is supported by the Liberal Party, environmentalist groups and the student's union. Around 3,420,000 people are registered to vote, with turnout expected to be well above 80%.

8:00pm, Rapa City: The mood in both camps is very nervy as they wait for the polls to close at 9pm local time. Both sides are aware that the early results will skew towards 'yes', because they will come primarily from Datungu Island. Datungu is closer to Vascania and has long been a stronghold for the pro-Vascania Action Party, meaning that all expectations are for it to go strongly towards the statehood camp. The question is whether it will be with less than or more than 60% of the vote - if Datungu is going more than 60% for yes, that will lead to jubilation in the pro-Vascania campaign HQ.

8:47pm, Nago Valley: Just minutes before the polls have closed, there are indications of a delay in the counting of results in eastern Nago Valley. Apparently, turnout is so high in the area that the polling stations ran out of ballots. A local judge has allowed for the affected sites to remain open until 9:45pm. Each local council authority will announce its formal results when counting is complete, with Rapa City being the biggest such authority. It is expected to go narrowly in favour of the 'no' camp, as the pro-autonomy Liberals have campaigned energetically in the area and have a supermajority on the city council.

9:05pm, East Datungu Island: Unconfirmed reports are suggesting that the 'yes' side will outperform their 60% target in Datungu by as much as 5 points. If true, it will make the results on Great Pile even more important. Datungu is also expected to have higher turnout, with the Sangora Post reporting that they have been quoted a turnout estimate of 92% for the island as whole. The 'no' side are already raising suspicion about that figure, as it seems to have been given to pro-statehood media outlets before pro-autonomy ones.

9:27pm, East Datungu Island: Votes are being counted quickly on the south island, for a variety of reasons. Datungu votes are being counted at the polling place, while votes in the north island are taken to a central counting location to be monitored and tabulated. Datungu is also counting votes by hand, which is surprisingly quicker with the help of some bank clerks who have been specially recruited to give a prompt result.

9:50pm, West Datungu Island: After a speedy count in the rural party of Datungu, the first results have been announced in the West Datungu area. The council's deputy speaker confirmed a final tally of YES: 61,385 (60.2%) and NO: 40,631 (39.8%), in line with expectations. Turnout was at an extraordinary 93%. Regardless, it gives an early lead to the statehood camp, who are now getting increasingly optimistic that they can win this referendum.

9:58pm, East Datungu Island: Less than ten minutes after the western declaration, East Datungu has also produced its result. The figures are YES: 120,678 (73.3%) and NO: 43,864 (26.7%) on a turnout of 91%, well above the expectations that the pro-Vascania side had set for themselves. The results are deeply disappointing for supporters of autonomy and independence, who are now pinning their hopes on a strong showing in urban Rapa. Only the city of Datungu itself remains out on the southern island, and that will likely go towards the 'yes' side. Updated results are available below.

10:17pm, North Rapa Metro: Finally, some good news has come through for the anti-integration side. With the help of student volunteers, the North Rapa area has produced a quick result with NO: 168,702 (58.2%) and YES: 121,173 (41.8%). Turnout was 91%, above expectations. The North Rapa council authority included the city's biggest university, where student unions and environmentalist groups had been campaigning on a 'Keep Rapa Open' message, saying that a yes vote would close the islands off from the rest of the world. The solid margin of victory here will go some way in trying to bring 'no' back into contention.

10:30pm, North Great Pile: The smallest counting area tonight, North Great Pile, has reported its results slightly later than expected. The final numbers are YES: 40,334 (52.8%) and NO: 36,031 (47.2%) with a turnout of 85%, slightly below what we've been seeing in other areas. This largely rural part of Great Pile island was always thought to be fairly competitive, but the narrow victory of 'yes' suggests that they continue to have the edge as results roll in. The Liberal Party is not giving up, however, and one of their spokespeople says that the anti-integration campaign is feeling very confident in Rapa City. Up-to-date results are available below.

10:46pm, Datungu City: The counting is complete across the southern isle as Datungu City has just announced its results. As expected, it has gone heavily in favour of joining Vascania, with YES: 383,055 (62.4%) and NO: 230,641 (37.6%). The results confirm that across Datungu Island, 'yes' recieved 64.2% of the vote, compared to just 35.8% for 'no'. This is yet more worrying news for those supporting the special autonomous status, who will undoubtedly now require a solid victory in Rapa City to close the large gap between the two sides.

10:51pm, Kamalata, Vascania: Watching the results as they roll in, the Vascanian cabinet are eagerly anticipating a victory for the pro-integration campaign. Reporters from the Kayal Journal have quoted the Prime Minister as being 'extremely confident', and a loud round of cheers were heard from the cabinet office when the results in Datungu were finalised. Despite their likely victory tonight in the voting, the sharks are already circling abroad. Deltarian officials are almost certainly watching the results as well, as are Selucians and Badarans who asked for international observation of the counting process. If a yes vote is confirmed, the reaction from Majatra and Dovani will probably be mixed to say the least.

11:02pm, New Nago City: Two hours after the polls closed, the third largest urban centre on the Pilese islands has announced their tallies. The results stand at YES: 149,000 (53.9%) and NO: 127,548 (46.1%) with a turnout of 84%. The Liberal city council leader was visibly shocked when the numbers were read aloud, with the 'no' side having presumed that the city would vote for them after a well-organised canvassing effort and the support of popular local figures. One of the Action Party's shadow representatives to the Vascanian Parliament has told the Kamalata Times that she is sceptical of claims that the results in Rapa City will make up the difference between the two camps, and predicts that by the end of the night every area outside of the Rapa Metro will have voted to join the Vascanian Empire. Up-to-date results are available below.

11:16pm, North West Great Pile: Results have come in from the remaining two counting areas outside of the Rapa Metro: North West Great Pile and Nago Valley. The results in NW Great Pile were YES: 82,679 (53.8%) and NO: 71,103 (46.2%) at 85% turnout. The tallies in Nago Valley, which experienced delays due to high turnout, stand at YES: 110,663 (51.4%) and NO: 104,604 (48.6%). Both were highly competitive and tipped to vote 50-50, though they have resulted in two more victories for the 'yes' campaign. The anti-integration cause is looking bleak, with the Sangora Post having already called the referendum as a victory for Vascanian unity.

11:20pm, Rapa City: The Kamalata Times is calling the referendum for 'yes'. Our election analysts have been working to determine the quantity of outstanding votes, and we have been given a 99.9% chance of victory for integration. An estimated 1.2 million ballots remain to be counted or announced as part of a results declaration, out of likely more than 3 million cast, all of which are in the Rapa metropolitan region. Our analysts say that the 'no' side would have to win 61% of the outstanding vote to be victorious, but they are unlikely to win more than 55%. As such, the Kamalata Times makes this projection. VascaniaNews has also called the vote for 'yes'.

11:35pm, Rapa City: The results have been announced for the West Rapa Metro, and they are bitterly disappointing for the pro-autonomy campaign. The numbers are NO: 213,071 (50.2%) and YES: 211,602 (49.8%), a far smaller victory for 'no' than had been expected. The Liberal Party has conceded that they have been beaten and congratulated the opposing side. The two major student unions, and the environmentalist group GreenRapa, have all refused to acknowledge a 'yes' victory and called into question the legitimacy of results in the southern island, which were counted by hand at the polling stations. Some polling stations are alleged to be unmonitored and staffed by Vascanian citizens, though the leaders of the Datungu councils deny these charges and say that Rapa Pile police were present at each and every counting station to prevent electoral fraud. The official tally is updated below:

12:00am, Rapa City: At the auspicious stroke of midnight, the results have been formalised with the declaration in Rapa City Centre. The numbers are NO: 400,636 (54.1%) and YES: 340,473 (45.9%), with a turnout of 90%. This is around what analysts had expected, even though many in the pro-autonomy camp had been optimistic at the start of the night that the city would deliver a 15%+ victory for their cause. The overall turnout is therefore 89.4%, suggesting a massive level of engagement on the referendum question. The mismatch between the 'no' side's expectation and the reality has led some on the losing campaign to accuse Vascania of fraud, though no solid evidence has been presented and a number of judges have already agreed to give legal approval to the counts in their local jurisdictions.

12:20am, Kamalata, Vascania: Just twenty minutes after the final results, the Vascanian Prime Minister has given a press conference to assembled reporters. He started by congratulating the Pilese people for 'choosing a hopeful new future as part of Vascania' and said that 'no serious organisation can question the results'. The Prime Minister repeatedly reaffirmed the fairness of the vote, saying that Vascania has no history of 'fudging' results and pointing to the extensive involvement of the Pilese people in the referendum process. Regardless, the PM will be facing heavy criticism internationally for any of a number of things, though the accusations of fraud seem spurious at the moment. It is primarily the results in Datungu that are questioned by the opposition. Without Datungu's results, the islands would have voted to stay. Datungu also departed from the main island is a number of ways, including its use of paper ballots and its less formal counting process. The exact reaction of foreign officials remains to be seen, however, as the government says it will proceed with the integration process in the new year.

Less than a week after Vascanian new outlets reported that a plebiscite in Rapa Pile had delivered a result in favour of incorporation into the Vascanian Empire, the President of the Deltarian Federation Shani el-Salam has told the international community that her country "does not recognise the legitimacy of the result of the apparent referendum held in Rapa Pile and considers any attempt to enact its provisions an act of hostile aggression against the country".

Since the results of the election emerged, there have been several accussations of misconduct from the Pilese opposition. In a continuation of the intense exchanges between both countries in recent months, the President provided an unambiguous ultimatum that Deltaria would treat any Vascanian attempt to implement the results of the referendum as tantamount to the invasion of a sovereign country. In addition she made clear that such an attempt would be met with a direct response by the Deltarian government.

The latest developments mark a significant escalation in the diplomatic and political conflict between Deltaria and Vascania that has dominated international politics for the past several decades. At the moment it is not clear how other governments will respond to the situation. Vascania's decision to push ahead with a referendum- despite concerns being raised from various countries including Ntoto and Badara- has been immensely controversial. The government has defended their actions on the grounds that the country has no recent history of electoral irregularities.

From a Deltarian perspective the situation is further complicated by an imminent presidential election at the end of the year. Last month, incumbent President el-Salam was re-elected unopposed as Solidarity's presidential candidate. In December she will compete with the Union for Democracy candidate Eliška Přibylová in the first all-female presidential race in modern Deltarian history. At present the opposition has not commented on the situation in Rapa Pile though it is unlikely they would compromise with the Vascanian administration.

After several years of construction and preparation the planned Deltarian naval and air based located on the Medinese coast has official commenced operations. Although it has been completed for some time the base was originally intended to formally commence operations later this year but the government has reportedly decided to bring the date forward as tensions flare over Vascania's planned incorporation of Rapa Pile.

The base is located close to the Medinese town of Khuimore. Over the past three years since the initial work began on the project, the town has seen significant inward investment. In particular the Deltarian government allocated specific funds for improving the local infrastructure in order to handle the additional military traffic that will now pass through the town and local areas. Despite some concerns about how the local community would be affected, the early signs suggest that residents are cautiously optimistic about the development.

At a special opening ceremony yesterday, the President and the Defence Minister cut the ribbon on the new base. After some deliberation it has been formally named the Ján Zima Military Base, in honour of the esteemed Deltarian admiral. The new base will be available to a variety of Deltarian naval and air forces throughout the globe but will have a permanent assignment led by two Gorhskov-class frigates and including two Racek-class nuclear submarines.

Rapa Pile integration process to begin 'imminently'

Despite threats of military intervention from the Deltarian Federation, the government has confirmed that the process of integrating Rapa Pile into the Vascanian Empire will begin 'imminently'. In the new year, the first phase of integration will begin with the consent of the Action Party-controlled Pilese parliament. Legal challenges against the referendum result have been struck down despite the concerns of various anti-integration groups, though no solid evidence was presented for their claims of electoral fraud.

The military will take up positions on the island to protect them from 'foreign interference', though the government says that they expect that the threats of Deltaria will not be carried out. The aircraft carrier VIS Sagana-II will be stationed on the southern island, Datungu, while the stealth battleship VIS Durga will lead the forces around Great Rapa island. The Ministry of Defence has also revealed that much of the Vascanian Navy will be on standby in the nearby ports of northern Vascania and anti-aircraft guns will be employed across the coastline to protect from aerial attacks. The sight of Imperial warships nearing Rapa City was met with surprise and intrigue by locals - but little outright hostility, even though the city voted against joining Vascania in the referendum.

The first phase of integration will be administrative, with the functions of the island government being converted to the standards of the continental states of Vascania. The islands' parliament will become a state assembly with fewer powers and its members will be expected to pledge loyalty to the Vascanian Empire and the Emperor, Manas IV. The next phase will integrate the nation's health and education systems to match continental standards, which will involve an expensive beaurocracy to be funded by a temporary tax on the local people. Later on, the police forces will be integrated and the building codes will be changed to meet federal Vascanian law. Military bases on the islands are planned in the medium-to-long term.

El-Salam: the Deltarian Federation is at war with the Vascanian Empire

Čachtice, Darali: Deltarian President Shani el-Salam has spoken to the nation in an emergency television address to announce that Deltaria is officially at war with the Vascanian Empire following the country's failure to reverse their planned annexation of Rapa Pile. The dramatic announcement follows the expiry of a week long deadline that the President set for Vascania to cease their planned incorporation of the country into the Empire.

During her speech the President made clear that Deltaria would not permit the Vascanian action in Rapa Pile to go unchallenged. At the same time she urged caution across the nation as the government began taking the necessary steps to engage the Vascanian military machine. Despite growing tension for some time and a repeated threat from the Deltarian administration that they would not permit the Vascanian annexation to proceed, neither side is thought to have expected that conflict would actually result from the situation.

Complicating matters for the President is the loss of her legislative majority only a short number of weeks ago. Although she retained the presidency, el-Salam's party lost many seats in the Federal Assembly and will now rely on the support of opposition parties (or emergency measures) in order to enact her political programme. At this point it is not clear whether a new government will be formed at all, with the President cautious about including either of her conservative rivals in her administration.

In spite of the complications the early preparations for the liberation of Rapa Pile have already begun. The opening of Deltaria's Medinese base last year may prove crucial in these early stages when mobilisation is essential and having a reasonable contingent in the eastern hemisphere provides a significant advantage. Numerous factors may complicate the current situation though, not least the response of the international community. Even though some Deltarian allies have echoed the country's concerns about the Vascanian annexation, it isn't clear at this stage whether they will support the Deltarian action.

Dovani: Its war. That much became clear after the dramatic televized speech from Federal President Shani el-Salam just one month ago. She made it clear that Deltaria would face one of its greatest challenges yet, "Our nation stands at the crossroads of what will become one of the greatest conflicts we have seen. Let us remember why we fight for causes like these. In our darkest times, when we had fallen to authoritarianism and opression, there were countless of nations that fought for us and our people to eventually achieve freedom. Let us think back at those times. Let us cherish our freedom and do what is right, protect the freedom of others. Because if we permit one nation to fall to darkness, we have surrendered all hope to what that darkness may bring. So i call upon all of you. Old, young, retired and working. To stand firm and let it be known that Deltaria does not accept unwarrented agression and expansion."

After the formal declaration of war was delivered the Deltarian military was put on DEFCON 1, better known as the highest threat alert. This alert automatically set in motion one of the largest mobilizations in recent Deltarian history. One that has not been seen since the Czarist era some 300 years ago. The first asset to mobilize was the taskforce at the newly inaugurated Ján Zima Military Base in Medina. The ships present there (2 frigates, 3 destroyers, 2 submarines) immediately set sail for the ocean surrounding Rapa Pile. This would be the first force to arrive in the area. The second force that set sail for the area was the First Carrier Strike Group, the best known and oldest carrier group in the Deltarian navy. This strike group, consisting of one nemec supercarrier, 3 frigates, 5 destroyers, 3 submarines, 2 cruisers and a amphibious assault ship, is one of the strongest Deltarian naval formations out there. The Second Carrier Strike Group, consisting of roughly the same amount of ships, had also been send out in the open sea, moving into the oppossite direction. While the movements of the two fleets have not been released by Military Command it is expected that the first strike group will move from Majatra, passed Seleya, to Medina while the second strike group will move through Majatra directly towards the eastern Vascanian coast. These movements mean that the vast bulk of the Deltarian fleet is on its way towards Vascania and Rapa Pile, while only the Kirov Battle Group, navy corvettes and several diesel-electric submarines are left behind to defend the Majatran sea. The reason for this massive movement of naval assets is likely the Deltarian hope of establishing quick naval and air dominance over Rapa Pile and possibly Vascania. With both Deltarian carriers now onroute to the region it will give the Deltarian military a strong 130 jet force to establish air superiority if needed while its escort ships and the expected submarine fleet likely onroute to the region as well will turn the tide in the naval battle.

While no official reports on ground assets seem to exist many believe that the two strike groups also contain a large amount of ground troops ready to set foot on Rapa Pile, with these reports being echoed thanks to the presence of the new Delfin-class AA Ships in both carrier fleets. The first naval skirmishes have already been reported, with two minor Vascanian gunboats reportedly being sunk a 100 kilometers from the Rapa Pile coast. Meanwhile reports are coming from Vascania of power outages in several military but also civilian areas as well as Vascanian authorities presumably discovering of a sattelite hack, dismantling it before it could come into fruition. These actions are likely the work of the Deltarian OKOB, its cyber warfare branch of the military. The OKOB has seemingly used the year before the conflict to try and infiltrate Vascanian cyber systems. So far only the power network seems succesfully affected while Vascanian authorities have narrowly prevented military networks from falling to the hack.

As Deltaria's full naval might is making its way towards Rapa Pile and Vascania many observers and civilians alike are watching anxiously as the battle for Rapa Pile is coming closer.

Vascania has been taken aback by the news of war with Deltaria, with two carrier groups now on route to the Empire's coast. The conflict has not yet resulted in much fighting, but the Vascanian military is evidently expecting some soon. There has been a declaration of marshal law upon the islands of Rapa Pile, with troops flooding onto the islands to quickly build defensive positions in anticipation of a landing. The aircraft carrier VIS Sagana has been patrolling the channel between Datungu and Great Pile, while Vascanian submarines fresh out of the dockyards have circled the outlying islands claimed by the Empire.

The Ministry of Defence has requisitioned most of the nation's manufacturing facilities, to be refitted for wartime production. Under plans agreed with the Ministry of Industry, the nation's major industrial hub in the state of Utsal will be transformed into a network of arms factories. Civilian labourers are to be given training on the assembly of various weapons, with a particular focus on anti-aircraft guns as a result of Deltaria's extensive air power. Furthermore, Deltaria's capabilities regarding cyber warfare - as well as their tendency to use subterfuge as a means to an end - have resulted in a nationwide program encouraging people to report suspicious activity to the government, no matter how small. All Deltarian citizens have been forcefully ejected from the country and the government says it is willing to do the same for the citizens of any 'hostile nation'.

The Vascanian public has been in a state of shock that Deltaria would be willing to declare war. The general assumption before President el-Salam's speech was that Deltaria would not be willing to engage in such a fight over the fate of two islands many thousands of miles away. Now, many Vascanians are grappling with a sense of foreboding and fear that the world's most powerful navy and air force is zeroing-in on them. The government has tried to assuage the public's fears through the positioning of SVARGA anti-air missiles throughout the countryside as a sign of Vascanian military might, with the dual purpose of helping to prevent the Federation from gaining air superiority over the continent. The missiles are in such great number that some have likened it to a 'herd of cattle' suddenly teleporting from place to place.

Generally, Vascanians seem to perceive their Majatran adversary as 'dishonourable', favouring espionage and cyber attacks over 'real' combat. This opinion of the Federation has only been compounded by attacks on the national energy grid, causing power outages and leading to outrage among the population. Many took to social media to question why the government was unable to stop such an attack, while others said that they wanted the military to exact 'revenge' on the Deltarians. There is little appetite for peace in Kamalata, with people singing patriotic music during the power-outs. In the north, however, there is more apprehension as they would be the first to be affected by an attack from Vascanian fighter jets. It is yet to be known the extent to which Deltaria is willing to target continental Vascania, but that has not stopped many in the north from fearing civilian bombings. Such is to be expected from a 'dishonourable' enemy.

Rapa Pile: Vascanian preparations in the last few weeks could not prevent the Deltarian military from unleashing its might upon the Vascanian oppressor in Rapa Pile. Over the past week Deltarian naval forces, backed by the naval air wing of their carrier groups, have launched a series of targetted, precise and deadly strikes from both the air and the sea. It all started when the task force from the Ján Zima Military Base arrived near Rapa Pile some two weeks ago. With the First Carrier Strike Group just a day away it started early missions to scout the surrounding area and get a assesment of the situation. With anti submarine measures deployed and helicopters from the task force its frigates scouting the area the first real contact between the navies of both powers came just hours before the first strike group would join the fray. As the task force gathered its information its scout helicopters were shot down by Vascanian jets originating from the VIS Sagana just miles away. The jets, on their turn, tried to sink one of the destroyers in the task force but were forced to move back as one of them was shot down by AA measures originating from the DNS Feral, one of the two Gorshkov frigates from the taskforce. While the scouting mission was only a partial success it did give the taskforce time to assess the situation, resulting in them holding their position 100 kilometers of the Rapa Pile coast until the first strike group finally catched up with them.

When the strike group joined the large naval contingent now consisting of over 30 ships in total the real first combat operations, named "Operation Striking Thunder", could commence. R33-C multirole jets from the DNS Mrazek roared of its deck and set course for the first targets to strike. Together with a targetted sabotage campaign by the SDI and OKOB they managed to confuse the Vascanian radar systems and ground command, resulting in the wave of R33-C jets striking their first targets in Rapa Pile, notably Rapa city. The strikes, which went on fro a full day, targetted AA sites across the islands and, together with OKOB attacks on digital systems, on control centers on the ground. In addition to the strike group launching airstrikes the frigates in the fleet launched their sea-to-ground missiles on targets in both northern Vascania and Rapa Pile, mainly once again targetting AA sites and other defensive sites in the vicinity. During the operation Vascanian AA capabilities as well as some coastal defenses have been significantly weakened at the expense of around 7 Deltarian jets shot down. The Vascanian navy, not ready to simply stand by, tried to launch a counter attack on the combined Deltarian fleet but failed to do so, as a Deltarian Sumec-class diesel-electric attack submarine launched its torpedo's and managed to sink one Vascanian destroyer, ironically a destroyer Deltaria had sold to Vascania decades ago. The other destroyer was damaged when R-33C jets penetrated its hul with naval strike missiles, prompting it to fall back.

As the First Carrier Strike Group has now officially entered combat and the first signs of warfare are seen throughout the archipeligo many now anticipate the arrival of the Second Carrier Strike Group. The SCSG its location is currently unknown but is rumoured to be nearing the Rapa Pile and Vascanian coast from the east fairly soon, possibly pinning and surrounding Vascanian naval forces within Rapa Pile. The OKOB is continuing its cyber attacks on the Vascanian power grid as well. These attacks have become less effective as time progresses and analysts believe the OKOB is looking for other ways to influence the outcome of the war.

The Imperial Navy has launched a coordinated counter-attack against the Deltarian armada, VascaniaNews understands. In the early hours of the morning, several heavily armoured ships left harbour in Datungu island and intercepted a group of Federation vessels travelling close to the shoreline. This group was led by the destroyers VIS Adya, VIS Naham and VIS Pandit. Support was provided by the VIS Sagana aircraft carrier and a number of smaller vessels. Working collaboratively with long-distance artillery batteries on land, as well as the aforementioned air assistance provided by the VIS Sagana carrier, the task force managed to inflict a significant blow on the Deltarians. The navy has confirmed that they believe a destroyer was sunk and a cruiser was severely damaged. Three Imperial aircraft were damaged in the attack, with one crashing into the ocean and two more forced into emergency landings on the shoreline. The crashed plane's pilot managed to eject before impact and is believed to be safe on shore now.

Beyond this singular engagement, on-land positions across the islands have been launching attacks on Deltarian ships that have gotten within range of the coast. Mobile missile batteries and coastal defence artillery have been deployed/built in all 'practical' positions, according to the Ministry of Defence. The VIS Sagana in particular has performed admirably among sea craft, having launched numerous raids on vulnerable Deltarian ships. Aware that their position can be easily surrounded by Deltaria's dual carrier groups, the VIS Sagana has acted as an aerial battering ram, preventing flanking manoeuvres and forcing smaller vessels to retreat. There are concerns among ex-military analysts, however, that the carrier's extensive usage is making her vulnerable and requiring many of Vascania's other strong warships to remain nearby. If this decreases the Empire's military flexibility, they could be surrounded more easily.
