OOC: you guys got here before I could even open.

This is the opening meting for the TMTA we have many articles to vote on, these articles will decide many things including, the layout of the alliance, distribution of seats, and defensive expectations. Any part from a member nation can debate put only the minister of foreign affairs can vote on articles. Any party may introduce an article to be voted on. Some articles they I will introduce are multiple choice some are simple yes or no.

Article One
Distribution of seats.
Option 1: each member nation has one vote held by minister of foreign affairs.
Option 2: each member nation is distributed seats based on their economic and military power each level= +1 seat.

Article Two
War and defensive expectations.
Option 1: all member nations in times of war have to give all offensive forces.
Option 2: all member nations have to give any kind of support during war that is deemed appropriate by their legislator.
Option 3: support is optional

Article Three
Meetings.
Option 1: every five years the TMTA meats to discuss goals and share input.
Option 2: (any number of years that you deem appropriate)

Article Four
Declaration of War.
Option 1: declaration of war has to pass with 2/3rds support.
Option 2: declaration of war has to pass with simple majority.

These are the articles I have for now you can propose changes or introduce your own it is encouraged to debate before you cats your nations vote.

The Honourable MacKenzie Donnelly, Minister of Foreign Affairs will be representing the Commonwealth of Hutori.

On behalf of Hutori, I will cast the following votes

Article 1: Option 2

Article 2: Option 3

Article 3: Option 1

Article 4: Hutori will reserve its vote until we receive clarification on exactly what this article means. Would this mean a vote of all member nations to issue a joint declaration of war that all member states would be bound by this treaty to take part in? Or does it mean individual nations would have to receive either a simple majority or 2/3rds majority of their parliament to issue a declaration of war? Either way, Hutori is concerned by this article, as it would either force Hutori into wars we have no reason to be apart of, or it would allow this body to govern Hutori's own foreign policy, either of which simply will not fly with us.

The Federal Republic of Likatonia would like to propose a change to article four.

Article 4:( Yes or No article)
For a joint declaration of war 2/3rds of the TMTA council must vote in favor also 2/3rds of the member nations legislature must vote in favor for a joint declaration of war to pass, member nations expectations for their support depends on Article 2.
