Hutori will vote no on Article 4. A joint declaration of war must have the consent of all nations, otherwise individual nations signed to this treaty should issue their own declarations of war, and members of the organization that did not consent to the war are not forced to join the war. However we would be open to a mutual defence pact in which an attack on one member is considered an attack on all.
