Whale Island: Following the military coup in North Dovani in July 5189 the World Congress Election Authority has commenced a vetting procedure of the 5188 North Dovanian elections to determine whether those elections were fair or, as the military junta in North Dovani claims, were manipulated. In this assesment we have come to the conclusion, based on eyewitnesses, election workers, monitoring of digital content and our own on the ground assesments at the time that the election of 5188 can be deemed "Somewhat Fair"

This election was monitored by the North Dovanian Electoral Commission and was administered centrally, with the central government gathering and publishing the final vote counts. Evidence have let us to believe that this was a generally fair process but did have some irregularities, such as ballot stuffing in primarily rural areas as well as voter intimidation from two political parties, the Federals and the Progressives which had some of their supporters harass voters in polling places. In urban areas the election went well, with no significant reports of irregularities. Thus most of the occured irregularities were reported in rural areas where poll workers were in lesser supply and law enforcement was rarely present. Furthermore there is some evidence that these rural polling places submitted wrong counted ballots and, for unknown reasons, the central government decided to count these as official despite evidence that they might have been tampered with.

Overall the WCEA has concluded that over 92% of the votes that have been cast were valid with 8% either filled in incorrectly or deemed fraudulant. Despite pressure from both the government and instances of voter intimidation the election was generally fair, contradicting the claims of the new military regime that those elections were fraudulant and confirming international observer claims that this election had the legitimacy it needed to be classified as fair.
