Pact Command
The Agency is an international intelligence organisation which operates as an independent authority in multiple sovereign nations. Its purpose is to protect the interests of the Intelligence Pact, to which it stands as the background governing body. Through an intricate web of international agreements, the Agency ensures the international security and stability of Terra by maintaining operations in more than half of the world's nations.
ACCESS TO THE NETWORK
Intelligence Pact, a base treaty that ensures your interests are protected globally as a Level 2 nation
Headquarters Addendum, control the Agency's operations as a Level 3 nation with headquarters and a Deputy Director
Remediation Addendum, command the Agency's network as a Level 4 nation with a Director (membership is subject to evaluation)
OOC - The idea behind the Agency is a worldwide CIA which players can leverage to advance their own narratives, by RPing in other nations without facing gridlocks. Although this type of RP favours a chess-style over predefined scenarios, you must always respect other players. Make your move, and wait.

Level 1 nations are considered those where the Agency maintains operations via other international agreements (too many to list). To ensure international security and stability, the Agency maintains a list of directives, which can only be updated by Level 4 nations and/or the General Director (Level 5).
TYPES OF DIRECTIVES
Intelligence Protocols (1 - 4), dictate the level of authority the Agency has inside a Level 1 nation (default = 4)
Security Stances (1 - 4), dictate the level of activity the Agency maintains inside nations in the network (default = 4)
INTELLIGENCE PROTOCOLS (INTELPROT)
1 - Strict, monitoring by > Level 3, active operations require government approval
2 - Medium, active operations by > Level 4
3 - Normal, monitoring by > Level 2, active operations by > Level 3
4 - Low, monitoring and active operations by > Level 2
OOC - Intelligence Protocols basically tell players from Level 2 nations and above what is acceptable to RP without first coordinating on the narrative with the players inside Level 1 nations who are not actively part of the Pact. A simple way to respect the wishes of players in nations where the Agency operates in.
SECURITY STATUSES (SECSTAT)
1 - Hotspot, (ex. assassinations of government officials)
2 - Active, (ex. raid or open gunfight in the streets)
3 - Normal, (ex. car explosion)
4 - Low, (ex. abduction)
OOC - Security Statuses basically tell players from Level 2 nations and above what type of RP would probably make sense. For example, if a nation has a civil war but isn't part of the network (admittedly, few), then the status should be raised for neighbouring nations who are part of the network. A civil war in your doorstep should probably cause some friction of intelligence operations, depending on how serious the situation is. You can use the activity to engage with the player(s) in that civil war in quite a lot of ways using a shady intelligence organisation to advance your interests. Mind you, the hierarchy of the levels applies here. If you're Level 3, you might need approval from other Level 3 but you can do whatever you want in Level 2 nations. Be prepared to deal with the countermoves, however.
