Comrade representatives, it seems with the end of one crisis, so comes another issue. The recent decision by Yingdala to modernize and expand its nuclear armaments, even as the two other remaining nuclear powers, Dorvik and Vascania, have chosen to do away with their arsenals. It is the opinion of the Kitembo Union that these decisions are meant to capitalize on the successful efforts of the global majority and its moral struggle against the proliferation of weaponry capable of eradicating the human race. As the Vascanias and the Dorviks of the world move towards diplomacy through cooperation rather than coercion, Yingdala seems to be clinging to the relics of the past in an effort reassert their ephemeral hard power. The object of this is naturally imperialism, and as nations of Dovani, we all no the results of Yingdalan imperialism.

We wish to open discussion on the issue and the Dovani Pact's response. My government has recently passed a bill that implements economic sanctions on nuclear states. Ideally, we would like to see a unified effort by the nations of Dovani to sanction and isolate those states which maintain nuclear arsenal, and thus threaten empire and annihilation.

Comrade representatives, Secretary-General,

With the recent events unfolding in Suyu Llaqta, of which New Verham finds deeply disturbing, we seek on behalf of our nation to urge this assembly to condemn this unlawful seizure of a democratically-elected government by military force in the strongest possible terms. But actions speak louder than words; and we feel it necessary to bring before this assembly a comprehensive resolution aimed at providing a unified response on behalf of the Dovani Pact towards Suyu Llaqta and its illegitimate regime, to place pressure on the nation and make sure that it is reminded that its coup d'état has disturbed the peace in the region, and that of the continent.

New Verham votes YES on Resolution 04.

Dovani Assembly Resolution 04 "United Response in Reaction to Suyu Llaqtan Coup"

A1) Immediately upon the passage of this resolution, the Dovani Pact, as well as its full and observer Members, shall not recognize the legitimacy of the administration of Chancellor Irbuu Demiksa, and urge for the immediate resigning of the government to allow fresh snap elections or the reinstating of former Chancellor Eeyban Araarsa.

A2) The Dovani Pact, as well as its full and observer Members shall enact a variety of sanctions onto the nation of Suyu Llaqta, to make it known that it is in breach of international law and the peace for its actions. Targets of sanctions are outlined below.
A2.1) - The national industry of Suyu Llaqta, as well as individual businesses and the military
A2.2) - Politicians and influential figures among the country; key persons of the ruling Demiksa regime
A2.3) - The financial sector of Suyu Llaqta

A3) This organization shall immediately bar Suyu Llaqtan diplomats from cohorting with full and observer member states, as well as commit to withdrawing their diplomatic missions from Niederung.

A4) This organization shall immediately forbid trade with companies, both public and private, within Suyu Llaqta; Full and Observer member states shall also commit to withdrawing their business from within the country as well.

A5) The Dovani Pact, in accordance with Article 1, shall formally recognize the legitimacy of the previous government of Chancellor Araarsa, and continue to aggravate for his reinstatement and offer outreach as well as support for figures at risk by the Demiksa regime; as well as offer a guarantee of shelter to affected individuals, and potential political refugees within full member states.

Comrade representatives, we thank the representative of New Verham for opening discussion on the events currently unfolding in Suyu Llaqta. My own government has been closely observing the political transition currently occurring. However, we cannot bring ourselves to support the resolution put forward by our esteemed comrade.

Foremost, we don't see it as within the scope of the Dovani Pact to intervene in the domestic policy and regime structure of Dovanian states, or any state for that matter. The Dovani Pact was, in fact, formed to prevent empires from intervening into the affairs of Dovanian states, not as its own empire to implement its preferred governing style on the peoples of the continent. The DP must remain as a bulwark against western imperialism, not as a progenitor of a new and indigenous liberal imperialism.

Also, by alienating Dovanian states economically, diplomatically, or by any other factor, we do two things: 1) we harm the development and happiness of their population of those states by isolating them from healthy trade with brother nations, and 2) we push them away from Dovanian and global east brotherhood and into the arms of western vultures who offer the false allure of haven and development, in doing so strengthening western imperialism in Dovani.

But we must continue to observe these events. We must remain steadfast and vigilant in ensuring bloodshed does not fall upon Suyu Llaqta, and do what we can to ensure further conflict does not break out in that country. For the time being and for as long as the government in Niederung refrains from crimes against humanity, we must work with Suyu Llaqta to bring them into greater cooperation with Dovani and assist them in developing their nation. The unity and brotherhood of Dovani ought not be overturned by disagreements in how states ought to be run.

The KU votes NO on Resolution 04, and instead recommend an observational and advisory council be formed to oversee events in Suyu Llaqta and monitor the actions of the new regime.

While I respect the position of the Liorian representative I implore them to reconsider their position; as it stands currently, the administration in Suyu Llaqta has just recently relegalized the death penalty. We recognize the right of self-determination of the individual members of this organization, but the rights of liberty, freedom and life are inviable. No government acts in good faith when it overturns a ban on the death penalty. The regime in Niederung came to power on fear, force, and intimidation. The recent unrest still simmering in the country only serves to cultivate this atmosphere further; and to generate a powerful carte blanche for the Demiksa government to only further entrench power.

However, in recent months, we have recognized that as it stands, the economic sanctions included as provisions within our resolution are harsh; potentially enough to bring the vulnerable economy of Suyu Llaqta into a dangerous position. As such, we are open to dialogue among members of the Assembly on a compromise - we are still committed to showing this regime that their rise to power was deeply illegal and disturbing for the nascent democracy, but perhaps we can chart another direction whilst still keeping the pressure on Niederung to change its course.

Whilst debate continues over the current events unfolding in Suyu Llaqta we, on behalf of New Verham, would like to introduce a formal resolution to work towards the creation of a permanent trade and development organization within the alliance. It is the shared belief of our nation as well as others that the Dovani Pact should more closely integrate the economies of fraternal nations; for if Dovani is to stand more united than ever before through the eyes of this alliance, we must assist each others economies through free trade and mutual cooperation through development free of unnecessary red tape. We must set an example to the rest of Terra - that the former exploited lands of colonizers and imperialists can rise into the next generation and advance into the future. Let this resolution serve as a foundation for further provisions; we welcome lively debate from fellow representatives on more proposals than what we have proposed currently.

New Verham votes YES on Resolution 05.

Dovani Assembly Resolution 05 "Formation of the Dovani Pact Inter-Alliance Trade and Development Organization (DPIATDO)"

A1) This Alliance shall hereby organize the creation of a permanent trade and development organization subordinate directly to the Assembly.
A1.1) Oversight of the DPIATDO, such as shifting its jurisdiction to that of the Secretary-General or associated officials, shall be appealed by a simple majority vote among members of the Assembly.

A2) Effective immediately upon its formation, the Dovani Pact Inter-Alliance Trade and Development Organization shall immediately supersede or integrate similar legislation. Under current provisions, the Dovani Development Fund (DDF) would be integrated into the organization.

A3) The DPIATDO would work to uphold provisions within the founding resolution of the Dovani Pact by supervising and managing the removal of trade barriers among all constituent nations; it shall also negotiate disputes over trade, oversee free trade agreements and treaties of mutual cooperation, and coordinate matters of development projects among all members.
A3.1) Budgetary allotments of the DPIATDO shall be overseen and managed by the Dovani Pact Assembly. This can be reformed via a simple majority vote.
A3.2) Governments of all member nations shall work to establish consistency with their domestic legislation over decisions made by the DPIATDO.
A3.3) The DPIATDO shall provide all necessary resources and infrastructure for development projects, included within yearly budgets.
A3.4) Satellite offices of the DPIATDO, in order to more efficiently conduct its duties, shall be established in all member states.

A4) Established alongside the creation of the DPIATDO shall be the Dovani Pact Development Bank (DPDB), subordinate to the DPIATDO.
A4.1) The Head of the Dovani Pact Development Bank may be appointed via vote from the Assembly or at the discretion of the Secretary-General.
A4.2) Elsewhere, the DPDB shall remain independent in its operations and otherwise free from intervention from the Pact.
A4.3) The DPDB shall preside over allotting funds for development projects among member states from its budget.
A4.4) Alongside this, the DPDB shall also manage the general economic and financial affairs of the DPIATDO, as well as giving advice on treaties and agreements.

A5) Further provisions to expand the duties, jurisdictions, or actions of the DPIATDO shall require a simple majority vote among members of the Assembly.
A5.1) Repeals to current provisions of this resolution may be passed via a simple majority vote among members of the Assembly.

Comrade representatives, the Kitembo people are ones who do not hold grudges and welcome to giving second chances to those countries which have committed wrongs in the past but seek redemption, and so too do the people of Dovani and this brotherhood of nations. Vascania stands among us as a member of the DP and Lourenne has sought rapprochement with us peoples of Dovani. So too, now Suyu Llaqta seeks to reintegrate itself into healthy partnerships with the nations of Dovani. The Llaqtese people have let loose the shackles of the violent and authoritarian regime that waged war with Istapali, and now the Llaqtese government seeks Full Membership of the DP. It is the opinion of the KU that Suyu Llaqta is displaying a genuine and admirable wish to rebuild tires with its neighbors, and that accepting their membership into the DP will help facilitate this aim and contribute to greater peace, prosperity, and cooperation in Dovani.

The KU puts forth a motion to admit Suyu Llaqta into the DP as a Full Member, and votes YES on the motion.
