Jumhuriat al-Badara proposes the MEA adopt the following proposal and calls on the chair to conduct a vote on it.

Majatran Economic Association (MEA) Pharmaceutical Proposal
This will constitute actual proposal by Jumhuriat al-Badara to launch a Majatran pharmaceutical wholesaler.

First, there is ownership. One idea which is the More Medicaments Manufacturing (3M) model is nations’ have shares in the organization. We propose instead that the MEA itself own the organization as an international corporation and that the MEA members name the board of directors. It would not be a non profit but rather shares of stock would be sold in stock markets.

Second, there will definitely be start up costs. Jumhuriat al-Badara intends to put up funds as previously indicated. If others want to put up funds but need them to be treated as loans, this can be handled as preferred stock. Proposal is funds advanced by nations be preferred stock.

Third, where will we physically locate this operation? Clearly it needs to be in one of our most stable members. The original proposal was Romula and that seems reasonable to Jjumhuriat al-Badara. However, our proposal is the temporary location be Bier Qassem and it be recognized as temporary.

Fourth, what is the structure to be used. The 3M model is ownership of manufacturer, distributor and retailer. We propose rather it be the wholesaler connecting drug manufacturers, Ministries of Health, drug distribution businesses, drug store chains and pharmacies arranging distribution with the mails, air freight and sea transport as necessary. In all probability pricing would initially have to be purchase and sale but ideally eventually could simply be handling.

Fifth, we need a name. We propose Majatran Pharmaceutical Network (MPN).

Sixth, who will actually arrange for management. This was Deltaria’s idea. Badara fleshed out the proposal. Istalia is where operation should have been physically located. Seleucia has successful experience with a huge project, the Gene and Seed Vault. Think any of us could arrange for proper management. Proposal has to be somebody and Jumhuriat al-Bbadara is our proposal.

Seventh, what of arrangements if any with 3M. Think one thing we could do is treat it as one of many possible suppliers from which the wholesaler could purchase. In wake of the recent questions of its stability which seem from recent reporting to have been resolved, we would probably want waivers on any patent violations in which we might engage should it commence defaults again. Liquidated damages might be desirable also. We do realize there is opposition to any deal with 3M. Proposal is this in no way limits a nation in its dealing with 3M but we will see if 3M can be a supplier waiving patent rights if it again goes into non delivery mode.

This then is proposal. It would then be incumbent on us to try and reach other members and encourage participation and reach other Majatran nations to have them join in as well.

On behalf of the Deltarian government, I thank Badara for their thorough and considered proposal and am happy to say that we will offer our support. On the specific questions raised, Deltaria would be willing to put up some funds into the new organisation in the form of preferred stock as described. The funds would be drawn from our international investment initiative. Bier Qassem is certainly an appropriate location as far as we are concerned. Regarding 3M we have no preference, they should be treated as any other foreign pharmaceutical company would be.

Honourable Members,
I write on behalf of the Government of Istalia. We are thankful for the effort our Badaran friends put into this amazing proposal. Our country supports the MPN, however there are still some uncertainties which we would first like to get answers to. Also we have some demands which the proposal needs to meet in order for our vote.
1) MPN should be located in Istalia. We propose Romula(Mezzodurino region) or Milona(Padagna region) as the HQ for the project, we prefer the second one as it is located in a booming economic environment and many pharmaceutical factories are located there, however we understand people who prefer Romula.
2) We need guarantees that the program will not take away necessary medicine from the country and will not cost Istalian jobs, rather it will create an economic boom.
3) Our government is open to invest into the program if our two demands are met.
We hope in succesful co-operation between our countries.

We appreciate very much Minister of Foreign Affairs Daniele Mancini of Impero Istaliano joining the discussion and voting on the Majatran Pharmaceutical Network proposal.

With respect to losing jobs this should generally not happen. Certainly there is no reason for pharmacy or pharmacy chains to lose jobs; they will have access to broader range of products and suppliers and likely more competitive prices in some instances.

With respect to manufacturers, they will have a broader market so there is the opportunity to expand but not necessarily a guarantee. One would expect some manufacturers to specialize and find a niche. Here though there will be competition. Certainly no reason to expect a manufacturer to be so unable to compete as to lose jobs.

With respect to the location of the headquaters and first distribution center, the intial proposal by Federace Deltarska was Romula. Jumhuriat al-Badara favored this because Cahtrice and Romula are the capitals of the Majatran nations with the best record for maintaining functioning government. During the period when the discussion of the proposal was largely confined to Jumhuriat al-Badara, the proposed headquarters was changed to temporarily being in Bier Qassem.

It appears we have two votes so far which are for the proposal and one that may be if the proposal is changed. It is possible some other member may wish to vote or comment; we are kind of expecting one more that has been involved in the discussion.

Aedile of Trade and Industry Blandinus Sundara, Senate and People of Selucia

Selucia regrets to anounce that our country has left this organization. The requirements of the MEA contradict several policies that our government wishes to implement, such as localizing stock exchanges and implementing stricter capital controls. We also note that Istalia too has left this organization, for similar reasons. Selucia does nonetheless wish to maintain close ties of trade and friendship with the members of the MEA, and we will continue aligning closely to the policies of this organization wherever we deem it to be in our national interest.
