Akira Imyi, Permanent Kitembo Representative to the Dovani PactComrade representatives, as we watch with horror the events unfolding in our brother nation of New Verham. It is the opinion of my government that as a member of the Dovani Pact and fellow inhabitants of this blessed continent, the caring for the people of New Verham is a collective responsibility for the members of this organization. The people of New Verham are engulfed in civil war and there are reports of atrocities coming from this conflict, it is the duty of the Dovani Pact to do what it can to alleviate the suffering of the New Verhamese people and care for the refugees of this conflict. As such, the Kitembo Union puts forth the following resolution.

Dovani Assembly Resolution 03 "New Verham Humanitarian Aid"
A1) For the duration of the conflict in New Verham and a period of five years following its conclusion, the Dovani Pact will provide essential supplies to the people of New Verham.
A1.1) These supplies will consist of necessities essential for human survival, including but not limited to food, water, medical supplies and other necessities determined essential and in need by a committee on humanitarian aid.
A1.2) These supplies will be supplied directly by charitable donation by member states of the Dovani Pact and other gracious non-member states, and will by purchase by the Dovani Pact with funds provided by the member states.
A1.3) Delivery of these supplies will be conducted and overseen by a specially-established, non-military taskforce.
A2) The member states of the Dovani Pact will dedicate themselves to taking in displaced New Verhamese refugees, providing adequate accomadtions and living standards for those refugees.
A3) The Dovani Pact will establish a Further Action Committee on the New Verham Conflict (FACNVC) to oversee the conflict and assist in formulating further responses to the conflict.
