The Majatran Economic Association(MEA) has voted to form the Majatran Pharmaceutical Network (MPN). The purpose is twofold. First, in the event of any future economic down turn to prevent a failing pharmacy supplier, even including 3M should it have difficulties, from cutting off dependent pharmacies from access to prescription drugs Second, in the times of prosperity provide expanded markets to drug producers. This is proposal that was passed.
Majatran Economic Association (MEA) Pharmaceutical Proposal
This will constitute actual proposal by Jumhuriat al-Badara to launch a Majatran pharmaceutical wholesaler.
First, there is ownership. One idea which is the More Medicaments Manufacturing (3M) model is nations’ have shares in the organization. We propose instead that the MEA itself own the organization as an international corporation and that the MEA members name the board of directors. It would not be a non profit but rather shares of stock would be sold in stock markets.
Second, there will definitely be start up costs. Jumhuriat al-Badara intends to put up funds as previously indicated. If others want to put up funds but need them to be treated as loans, this can be handled as preferred stock. Proposal is funds advanced by nations be preferred stock.
Third, where will we physically locate this operation? Clearly it needs to be in one of our most stable members. The original proposal was Romula and that seems reasonable to Jjumhuriat al-Badara. However, our proposal is the temporary location be Bier Qassem and it be recognized as temporary.
Fourth, what is the structure to be used. The 3M model is ownership of manufacturer, distributor and retailer. We propose rather it be the wholesaler connecting drug manufacturers, Ministries of Health, drug distribution businesses, drug store chains and pharmacies arranging distribution with the mails, air freight and sea transport as necessary. In all probability pricing would initially have to be purchase and sale but ideally eventually could simply be handling.
Fifth, we need a name. We propose Majatran Pharmaceutical Network (MPN).
Sixth, who will actually arrange for management. This was Deltaria’s idea. Badara fleshed out the proposal. Istalia is where operation should have been physically located. Seleucia has successful experience with a huge project, the Gene and Seed Vault. Think any of us could arrange for proper management. Proposal has to be somebody and Jumhuriat al-Bbadara is our proposal.
Seventh, what of arrangements if any with 3M. Think one thing we could do is treat it as one of many possible suppliers from which the wholesaler could purchase. In wake of the recent questions of its stability which seem from recent reporting to have been resolved, we would probably want waivers on any patent violations in which we might engage should it commence defaults again. Liquidated damages might be desirable also. We do realize there is opposition to any deal with 3M. Proposal is this in no way limits a nation in its dealing with 3M but we will see if 3M can be a supplier waiving patent rights if it again goes into non delivery mode.
This then is proposal. It would then be incumbent on us to try and reach other members and encourage participation and reach other Majatran nations to have them join in as well.
Finance Minister Magdalena al-Jabbar of Jumhuriat al-Jabbar as the delegate to the Majatran Economic Association (MEA) charged with setting up the Majatran Pharmaceutical Network (MPN), has employed Marakesh Digital as the management company establishing MPN operations with Khalid al-Nayan in charge as Administrator.
Jumhuriat al-Badara has put up 5 billion LOD from its budget surplus reserve to start operations. The temporary headquarters is Bier Qassem. The MEA will operate as the board of directors but shares of common stock are to be sold on stock exchanges. MEA members or other Majatran nations lending initial operating funds will receive preferred stock. The MEA has the authority to transfer control of this international corporation to another body or to allow holders of common shares to vote on the board should in the future either of these decisions be made.
Placing prescription drugs for sale with MPN may be done by manufacturers, wholesale drug suppliers, or Health Ministries. Orders for drugs may be placed by pharmacies, pharmacy suppliers, or Health Ministries. MPN will be taking orders and arranging supplies by websites, telephone bank and in person office visits. MPN will be setting up connections by rail, air, ship and mail as appropriate. Warehousing will be necessary and at first outright purchases by MPN. Although individual business entities may contact MPN direct, nations may prefer to at least initially channel all activity through Health Ministries to minimize interface difficulties.
MPN has made arrangements with 3M for its products to be available through MPN.
